Abstract and Figures

The U.S. Environmental Protection Agency (EPA) 2014, 2015 ruling that coal fly ash is solid waste, not toxic waste, and thus can be dumped into landfills and rivers is a travesty against human and environmental health. The following EPA changes should be made: ● Coal fly ash must be deemed toxic waste, which it is; ● Dispersal of toxic coal fly ash into the environment must cease; ● Environment monitoring should be thorough, undertaken without prejudice, and include nano- and technologically created and/or modified substances; ● Research should be undertaken to find ways to extract valuable resources from coal fly ash (China extracts aluminum); and, ● The EPA must protect the environment, not purchase acquiescence through grant-giving. EPA grant-giving represents a direct conflict of interest and should cease. ● Aiding and abetting poisoning the air we breathe, the water we drink, and perverting the natural processes that make life on Earth possible is diabolically contrary to American principles expressed in the Declaration of Independence as “Safety and Happiness” and in the U. S. Constitution as “general Welfare.” The EPA, I posit, should be fundamentally changed to make human and environmental health its paramount priorities, or else the EPA should be legislated out of existence.

Unlike!other!federal!regulatory!agencies,!the!U.!S.!Environmental!Protection!Agency!(EPA)!did!not!
begin!ab#initio,!but!was!cobbled!together!in!1970!from!parts!of!other!agencies.!Moreover,!the!EPA!
began!its!existence!without!a!mission!statement.!As!noted!in!2007!by!Gold![1],!
“There#is#no#single#statement#that#defines#to#EPA’s#employees#its#mission,#its#credo,#or#its#
reason#for#being.”#Without#such#a#statement#of#purpose,#the#EPA#was#ripe#for#political#
corruption.##
Political!corruption!has!many!faces!and!can!take!many!forms.!It!is!not!my!intent!here!to!review!the!
various! politically!corrupt!ramifications!over! the! EPA!domain!of!authority.!Rather,!I!focus!on!one!
regulatory!ruling!by!the!EPA!during!the!Obama!Administration!whose!consequences!on!human!and!
environmental! health! are! devastating.! I! further! point! out! how! the! EPA! has! contributed! to! the!

silencing! of! human! and! environmental! health! concerns! by! organizations! that! might! otherwise!
express!concerns!about!environmental!trespass.!

The!progress!of!illumination!technology!provides!a!readily!understandable!example!how!over!time!
technological! improvements! increase! human! benefits,! while! decreasing! environmental! harm.!
Consider! the!following! historical! progression:!Firelight! >!Oil! Lamps!>! Gas! Lights!>! Incandescent!
Lights!>!Fluorescent!Lights!>!LED!Lights.!Note!that!for!a!given!amount!of!light,!LED!lights!consume!
only!about!10%!as!much!energy!as!fluorescent!lights,!last!much!longer,!and!do!not!contain!toxic!
mercury!like!fluorescent!lights.!
!
Modern!civilization!requires!copious!amounts!of!energy.!The!technology!for!energy!production!has!
not!yet!advanced!to!a!level!exemplified!by!the!LED!Lights!in!the!above!historical!progression.!The!
“green! energy”! option,! which! includes! solar,! wind-power,! and! the! like,! is! insufficient! to! meet!
present-day!global!energy!requirements,!as!shown!in!Figure!1.!!

Of!the!three!dominant!fuels;!coal!poses!the!greatest!potential!harm!to!human!and!environmental!
health!and!should!necessitate!the!greatest!EPA!regulatory!protection!for!the!environment.!But!in!
2014,! 2015! an! Obama! Administration! EPA! ruling![3]! perverted! the! concept! of! “environmental!
protection”!by!ruling!that!the!toxic!waste!product!of!coal-burning,!coal!fly!ash,! is!solid& waste!thus!
allowing!it!to!be!dumped!in!landfills!and!rivers.!Under!that!ruling,!the!United!States!could!become!a!
toxic!waste!dump!by!importing!other!nations’!toxic!coal!fly!ash.!Perhaps!it!already!has?!

OBAMA'ADMINISTRATION’S'PERVERSE'EPA'RULING'
!Burning! coal! produces! heat! that! is! used! to! produce! steam! that! drives! turbines! which! turn!
generators!that!produce!electricity.!When!coal!is! burned,!the! impurities!in!it!form!ash!and!gases.!
The!heavy!ash!settles!beneath!the!burner,!while!the!light!ash,!called!coal!fly!ash,!exhausts!along!with!
the!gases.!In!Western!nations,!including!the!United!States,!instead!of!exiting!through!smokestacks,!
the!light!ash!and!exhaust!gases!are!trapped.!!

The!exhaust!gases!from!coal-burning! (mainly! sul fur! dioxide!and!nitrous! oxides)!are! trapped!by!
“scrubbers.”!If!allowed!to!escape!they!would!combine!with!atmospheric!moisture!causing!acid-rain!
[4],!which!can!liberate!forest-killing!mobile-aluminum![5]!from!certain!soils!and!mine!tailings.!
!
The!coal!fly!ash!particles,!rather!than!exiting!smokestacks,!are!trapped!by!filters,!and!sequestered!
in!lined!ponds.!At!least!that!was!what!was!supposed!to!happen!before!the!Obama!Administration’s!
perverse!2014,! 2015! EPA!ruling![3].!Previous!EPA!regulations!required!impounding!coal!fly!ash.!
Nevertheless,!spills,!leakage,!and!wind-erosion!have!in!instances!contaminated!ground!water!and!
the!local!environment![6],!posing!human!and!environmental!health!risks![7,!8].!Those!risks!include!
cancer! clusters! [9,! 10],! and! risks! to! wildlife! [11-13].! ! These! unfortunate! events! are! poignant!
reminders!that!coal!fly!ash!is!a!toxic!nightmare.!
!
Coal!fly!ash!(Figure!2)!is!a!toxic!mixture!that!contains!by!one! count! at!least!38!different!chemical!
elements,! many! highly! toxic! and/or! carcinogenic,! for! example,! arsenic,! beryllium,! cadmium,!
chromium,!lead,!mercury,!selenium,!thallium,!and!uranium!with!its!radioactive!daughter!products!
[14].!Because!of!its!formation!in!the!unnatural!environment!above!the!burner,!many!of!the!elements!
of!coal!fly!ash!can!be!partially!dissolved!by!water,!including!aluminum!which!forms!the!same!toxic!
mobile-aluminum!that!is!also!the!consequence!of!acid!rain![4].!

Allowing!toxic!coal!fly!ash!to!be!dumped!directly!into!landfills!and!rivers!is!a!political!activity!that!
would! directly! benefit! coal-burning! electric! utilities.! The! 2014,! 2015! EPA! ruling! [3]! seems!
paradoxical!in!light!of!the!Obama!Administration’s!opposition!to!burning!fossil!fuels![16].!Clearly,!
other!considerations!were!at!play!as!described!below.!

Observant!individuals!will!have!no!trouble!seeing!white!trails!across!the!sky,!like!those!shown!in!
Figure! 3,! that! have! increased! in! frequency,! intensity,! and! geographic! range! over! the! last! three!
decades,!especially!during!the!Obama!Administration.!These!are!not!harmless!ice-crystal!contrails!
that!quickly!disappear!by!evaporation,!as!the!public!is!being!deceived![17-19].!No.!These!trails!are!
made!of!fine!particles!that!quickly!spread!out!to!become!a!white!haze!before!falling!to!ground!in!a!
matter!of!days,!along!the!way!mixing!with!the!air!we!breathe.!

Forensic! scientific! investigations! have! shown! that! the! particulate! matter! jet-sprayed! into! the!
atmosphere!is! consistent!with! toxic!coal! fly!ash.! No!wonder! the!Obama! EPA!ruled!coal! fly!ash!as!
solid&waste![3],!not!toxic&waste!as!scientific!and!medical!evidence!clearly!indicates![15,!21-37].!The!
reason,!I!posit,!is!so!that!then!Commander-in-Chief!U.S.!President!Barack!Hussein!Obama!could!not!
be! charged! with! wantonly! and! covertly! allowing! the! United! States! Air! Force! (USAF)! and! its!

Harm%to%Human%and%Environmental%Health%
Particulate!pollution,! and!especially! aerosolized! coal! fly!ash,! is! extremely! harmful! to!human!and!
environmental!health.!As!described!in![38]:!
Combustion-derived&spherical& magnetite& pollution&nano-particulates,& similar& to& those&
found&in& coal&fly& ash&[39],&are&found& in&the& brains& of&persons&with&dementia& [40,& 41].&
Furthermore,&reactive&iron&magnetic&particulates&were&recently&found&in&abundance&in&
the&hearts&of&persons&from&highly&polluted&areas&[42].&
Air!pollution!is!a!major!contributor!to!stroke,!heart,!and!neurodegenerative!disease![15,!40,!42,!43],!
lung!cancer![32],!COPD![33],!respiratory!infections![44],!and!asthma![45].!Particulate!air!pollution!
is!a!risk!factor!for!cognitive!decline![46-49],!decreased!male!fertility![50],!increased!premenopausal!
breast!cancer![51],!and!for!Alzheimer’s!Dementia!later!in!life![46].!Particulate!air!pollution!is!also!a!
risk!factor!for! Autism! Spectrum! Disorder!in! children![52,!53],! and! for!children!having! cognitive!
defects![48,!49].!Recently,!scientists!and!physicians!have!shown!the!likely!association!of! aerosol!
PM2.5!pollution!with!serious!consequences!of!COVID-19![54-56].!

The!pervasive!environmental!modification!aerial!particulate!spraying!is!harmful!to!virtually!all!life!
on!Earth,!specifically,!contributing!to!global!warming![27],!disrupting!habitats![24],!contaminating!
the!environment!with! mercury! [25],! decimating! populations! of!insects![34],!bats![29],! and! birds!
[35],!as!well!as!killing!forests![20],!exacerbating!wildfires![26],!enabling!harmful!algae!in!our!waters!
[36],! and! destroying! the! ozone! layer! that! shields! surface-life! from! the! sun’s! deadly! ultraviolet!

USAF%Involvement%
The! USAF! has! long! been! interested! in! controlling! the! weather! [58,! 59].! Jet-spraying! particulate!
pollution!into!the!regions!where!clouds!form!is!quite!useful!for!that!purpose.!
!
Aerosol!pollution!particles!are!heated!by!solar!radiation!and!by!radiant!energy!from!Earth,!transfer!
that!heat!to!the!atmosphere,!which!increases!atmospheric!pressure,!retards!rainfall!which!causes!
droughts!in!one!place!and!flooding!in!another!as!the!overburdened!clouds!release!their!moisture,!
and!reduces!convective!heat-loss!from!Earth’s!surface!causing!local!and/or!global!warming![26,!27,!
60-62].! Inflicted! upon! a! perceived! enemy,! weather! modification! can! surreptitiously! cause! crop!
failures! and! livestock!devastation! [23,! 30,!31].!Particulates!other!than!toxic!coal! fly! ash!might!be!
used!for!these!purposes,!sometimes!more!efficiently.!Why!use!toxic!coal!fly!ash?!

Coal! fly! ash! formation! in! the! hot! gases! above! the! burner! imparts! a! uniquely! useful! property! of!
military!interest.!When!coal!fly!ash!contacts!water,!even!moisture!in!the!atmosphere,!a!portion!of!
many!of! its! elements!dissolve!in!the!water,!which!makes!the!water!more! electrically! conducting!
[14].!Making!atmospheric!moisture!more!electrically!conductive!allows!the!military!to!use!directed!
electromagnetic!radiation!to!move!atmospheric!weather!masses,!as!shown!in!Figure!4.!

STIFLING'ENVIRONMENTAL'PROTEST'
The! EPA,! ostensibly! created! to! protect! the! environment,! has! become! an! instrument! to! silence!
environmental! protest.!By! providing!grants,!the!EPA! effectively!silences! organizations!that!might!
otherwise!protest!the!aerial!particulate!spraying!and!its!harm!to!human!and!environmental!health.!!
There!is!an!ancient,!but!widely!held!dictum!that!applies!universally!to!grant!recipients:!Do&not&bite&
the&hand&that&feeds&you.!The!following!is!a!few!of!the!many,! many!organizations!that!receive!EPA!
grants:!American!Lung!Association;!Association! of! Schools!of! Public! Health ;! Asthma! and! Allergy !
Foundation!of!America;!Audubon!Society;!California!Air!Resources!Board;!Children’s!Environmental!
Health!Network;!Earth!Day!Coalition;!Habitat!for!Humanity!International;!Missouri!Department!of!
Health! and! Senior! Services;! and,! National! Fish! &! Wildlife! Federation.! There! are! many! more!
organizations! funded! by! the! EPA! and! by! other! government! agencies.! Will! any! organization! or!
individual!bite!the!hand!that!feeds!them?!

CONCLUSIONS'
In!a!manner!analogous!to!Ray!Bradbury’s!Fahrenheit&451!fictive!fire!department!that!had!devolved!
to! the! role! of! burning! books,! the! EPA,! under! the! Obama! Administration,! devolved! into! an!
organization!that!aided!and!abetted!widespread!and!pervasive!environment-poisoning.!The!EPA’s!
2014,!2015!ruling!that!coal!fly!ash!is!solid&waste,!not!toxic&waste,!which!can!be!dumped!into!landfills!
and!rivers,!is!a!travesty!against!human!and!environmental!health.!The!following!EPA!changes!should!
be!made:!
• Coal!fly!ash!must!be!deemed!toxic!waste,!which!it!is.!

While the public perception of the recent attempts to unseat duly-elected U.S. President Donald J. Trump is thought to be solely of national origin, there is strong evidence of a more pernicious, United Nations' sanctioned environmental assault on America and on American citizens. The United States and other sovereign nations are in the midst of a highly organized, covert environmental warfare assault, underlain by deception and deceit, orchestrated by a foreign entity, and perpetrated in America by the U.S. Air Force and its contractors, and facilitated by intelligence-agency operatives. The intent, to slowly and insidiously sicken, weaken, and debilitate citizenry, cause weather and climate chaos, cripple agriculture, and devastate the environment, is so cleverly underwritten and camouflaged as to have gone unnoticed in the 2018 National Defense Strategy of the United States of America and, presumably, is unknown to the Joint Chiefs of Staff. But it is described here. American military officers have the responsibility to protect their own citizens, especially as they possess the means to destroy human and environmental health. Systematically poisoning the air Americans breathe, harming human and environmental health, causing weather and climate chaos, damaging agriculture, and deceiving the public as to the adverse human and environmental health consequences-all under secret orders originating from a foreign entity-we allege, violates not only their Oath of Office, but is tantamount to treason. The United States Air Force co-optation, deceit, and unquestioning capitulation to a foreign entity should be of grave concern to the Joint Chiefs of Staff. California's Giant Sequoias and Coast Redwoods, long symbols of strength, longevity, and resilience, have survived natural climate change for as long as 3,000 years, but are now succumbing to human manipulation of the natural environment. Scientists concerned with the wellbeing of these magnificent trees blame their recent die-offs on climate change, drought, and insects while turning a blind eye to the primary underlying cause: environmental modification by jet-emplacement in the troposphere of toxic particles evidenced as coal combustion fly ash. Said aerosolized particulates cause droughts and deluges, heat the troposphere, contaminate rain, snow, and fog with plant-killing toxins including chemically-mobile aluminum, coat foliage, and exacerbate forest fires. The aerial spraying depletes stratospheric ozone, allowing damaging ultraviolet radiation B and C to reach Earth's surface. These environmental stressors weaken the trees to the point they are attacked by insects and pathogenic fungi. Here we disclose the unspoken, underlying cause of the die-offs of Giant Sequoias and Coast Redwoods. Through a diabolically-deceptive, Trojan horse, United Nations' International Treaty the governments of sovereign nations were coerced to wage environmental warfare against their own citizens and the natural environment under the guise of peaceful environmental modification. Remaining trees, and indeed much of the life on Earth, can only be saved if this environmental modification is halted.

The 1978 "Convention on the Prohibition of Military or Any Other Hostile Use of Environmental Modification Techniques" [ENMOD] obligates signatory nations to fundamentally compromise their own sovereignty and to bring about widespread, permanent agricultural devastation. Instead of prohibiting "Hostile Use of Environmental Modification Techniques " , as its title suggests, ENMOD obligates signatory nations to participate in unspecified " peaceful " environmental modification activities performed by unspecified entities, under unspecified circumstances, without limitation to harm, whether inflicted on a nation or region's agriculture, its environment, or on health of its population, that is, its citizenry. Large-scale environment modification cannot be construed as "peaceful"; it is instead fundamentally hostile. Ongoing undisclosed tropospheric aerosol particulate geoengineering has already begun to have devastating consequences for agriculture, as well as widespread, long-lasting, and severe effects on human and environmental health. These effects include lung cancer, cardiac, neurodegenerative, respiratory, and other diseases; the disruption of once stable weather patterns; the decimation of insect, bat, and bird populations; the exacerbation of wildfires and the death of forests; the propagation of harmful algae in our waters; and the destruction of the ozone layer that shields life from the sun's deadly ultraviolet radiation. Ongoing sanctioned covert environmental modification activities constitute de facto warfare on sovereign nations. Moreover, those activities are blatantly contradictory to the missions of other United Nations' entities, including, but not limited to, the World Health Organization, the Rio Declaration on Environment and Development, and the Food and Agriculture Organization. Agricultural collapse and mass starvation are one of the potential consequences of environmental modification "for peaceful purposes." Covert global environmental modification activities must be halted immediately, and permanently, if we and our progeny are to survive. The operation should be exposed to public scrutiny. When aerial particulate tropospheric emplacement ceases, the last geoengineered particulates will fall to Earth in a matter of days or weeks and global warming will be reduced. Agricultural production and public health will improve worldwide.

Bats have great economic and environmental importance, including nocturnal insect control, pollination, seed dispersal and forest regeneration. Bats, however, like insects and birds are suffering a precipitous global decline due to anthropogenic causes. Deliberate air pollution in the form of undisclosed tropospheric aerosol geoengineering (TAG) has extremely damaging effects throughout the biosphere. Forensic scientific evidence implicates coal fly ash (CFA), the toxic waste product of coal-burning, as the main constituent of the jet-sprayed particulate trails seen around the world. Coal fly ash is a primary source of the ultrafine and nano-sized particulate fraction of air pollution that adversely impacts human and environmental health. Recently, countless exogenous magnetic pollution particles from combustion sources were found in human brains and heart tissue. Previous studies reveal that aerosolized CFA is a significant factor in the catastrophic global decline of birds and insects. Insects can accumulate aerosolized CFA on their body surfaces and/or ingest CFA particulates that insectivorous bats then consume. Bats are excellent mammalian bioindicators of environmental contaminants and it is known that their tissue contains high levels of metals and persistent organic pollutants. From a review of the literature, we show that the pollutant element ratios in bat tissue and bat guano are consistent with an origin in CFA-type air pollution. These findings suggest that CFA, including its use in covert climate engineering operations, is an unacknowledged factor in the morbidity and mortality of bats. Bats, therefore, are an important "canary in the coal mine" pointing to the urgency of halting covert climate engineering and greatly reducing ultrafine particulate air pollution.

Globally, air pollution is the leading environmental cause of human disease and death, and it is a major contributor to cardiovascular disease. Air pollution damages the cardiovascular system by oxidative stress, inflammation, endothelial dysfunction, and pro-thrombotic changes. Ultrafine particulate matter from the combustion of fossil fuels delivers the most potent and harmful elements of air pollution. Coal fly ash is a rich source of nano-sized metal, iron oxide, and carbonaceous particles. Previous findings revealed that coal fly ash is widely utilized in undisclosed tropospheric aerosol geoengineering. Proper iron balance is central to human health and disease, and the harmful effects of iron are normally prevented by tightly controlled processes of systemic and cellular iron homeostasis. Altered iron balance is linked to the traditional risk factors for cardiovascular disease. The iron-heart hypothesis is supported by epidemiological, clinical, and experimental studies. Biogenic magnetite (Fe3O4) serves essential life functions, but iron oxide nanoparticles from anthropogenic sources cause disease. The recent finding of countless combustion-type magnetic nanoparticles in damaged hearts of persons from highly polluted areas is definitive evidence of the connection between the iron oxide fraction of air pollution and cardiovascular disease. Spherical magnetic iron oxide particles found in coal fly ash and certain vehicle emissions match the exogenous iron pollution particles found in the human heart. Iron oxide nanoparticles cross the placenta and may act as seed material for future cardiovascular disease. The pandemic of non-communicable diseases like cardiovascular disease and also rapid global warming can be alleviated by drastically reducing nanoparticulate air pollution. It is crucial to halt tropospheric aerosol geoengineering, and to curb fine particulate emissions from industrial and traffic sources to avoid further gross contamination of the human race by iron oxide-type nanoparticles.

The climate science community and the United Nations’ Intergovernmental Panel on Climate Change have misinformed world governments by failing to acknowledge tropospheric particulate geoengineering that has been ongoing with ever-increasing duration and intensity for decades, and by treating global warming solely as a radiation-balance issue, which has resulted in a seriously incomplete understanding of the fundamental factors that affect Earth’s surface temperature. Here we review the consequences of tropospheric particulate heating by absorption of short- and long-wave solar radiation and long-wave radiation from Earth’s surface. Generally, black carbon absorbs light over the entire solar spectrum; brown carbon absorbs near-UV wavelengths and, to a lesser extent, visible light; iron oxides are good absorbers, the most efficient being magnetite. Pyrogenic coal fly ash, both from coal burning and from tropospheric jet-spraying geoengineering (for military purposes and/or climate engineering), contains carbon and iron oxides, hematite and magnetite. The recently published climate-science paradigm shift discloses that the main cause of global warming is not carbon dioxide heat retention, but particulate pollution that absorbs radiation, heats the troposphere, and reduces the efficiency of atmospheric-convective heat removal from Earth’s surface. In addition to the World War II data, three other independent lines of supporting evidence are reviewed: (1) Passage overhead of the Mt. St. Helens volcanic plume; (2) Radiosonde and aethalometer investigations of Talukdar et al.; and, (3) convection suppression over the tropical North Atlantic caused by the Saharan-blown dust. The risks associated with the placement of aerosol particulates into the stratosphere, whether lofted naturally, inadvertently, or deliberately as proposed for solar radiation management, poses grave risks, including the destruction of atmospheric ozone. To solve global warming humanity must: (1) Abruptly halt tropospheric particulate geoengineering; (2) Trap particulate emissions from coal-fired industrial furnaces (especially in India and China) and from vehicle exhaust; and, (3) Reduce particulate-forming fuel additives.

Near-total adherence to false scientific theories is the striking parallel between 19th century miasma theory associated with cholera, dispelled by Dr. John Snow, and 21st century “miasmas”, namely, the anthropogenic-carbon-dioxide-cause of global warming theory, and its presumed “cure” by geoengineering, undisclosed jet-spraying particulate pollution into the troposphere. An image published in the New York Times in 2017 began a series of discoveries that pointed to particulate pollution, not carbon dioxide, as the principal cause of global warming. Both industrial and deliberate jet-sprayed particulate pollution heat the atmosphere and thus reduces atmospheric convection-efficiency, which retards heat loss from earth’s surface and causes global warming, concomitantly wreaking havoc on human and environmental health. Today’s “bad air,” rather than spreading contagion, is causing a pandemic of non-communicable diseases (NCD’s) and decimating our natural environment. Covert tropospheric aerosol geoengineering, especially utilizing coal fly ash, is a primary catalyst for both of these modern disasters, and it must be recognized and halted. Air pollution is the leading environmental cause of disease and death in the world. Combustion products of fossil fuels are major contributors to both global warming and air pollution. The causes of air pollution and associated runaway global warming are modifiable in a short time-frame by reducing industrial and geo-engineering particulate pollution. However, corrective actions hinge on a scientific paradigm-shift and international cooperation at all levels of authority. The modern “miasmas” of complacency encompassing the universal dangers of air pollution and the deadly code of silence on the subject of undisclosed geo-engineering must be dispelled if we are to have a “fighting chance” to confront these global public health emergencies. Despite Snow’s ground-breaking work, the stubborn belief in “miasma” as the cause of infectious disease persisted well beyond his death into the 20th Century; our time is much too short now to delay changing course.
Technology Bill of Rights Needed to Protect Human and Environmental Health and the U. S. Constitutional Republic

For the protection of humanity and the planetary environment in general, and American citizens in particular, what is needed, we posit, is a set of new Constitutional Amendments that collectively form a second Bill of Rights, a Technology Bill of Rights, to protect our freedoms, health, air, water, agriculture, and the planetary environment from deliberate perversion and alteration. We describe the rationale for said Technology Bill of Rights that would: (1) Prohibit the application of any technique or method for changing – through the deliberate manipulation of natural processes – the dynamics, composition or structure of the Earth, including its biota, lithosphere, hydrosphere and atmosphere, or of outer space; (2) Prohibit the application of any technique, including software-based process or platform or method for violating individuals free speech, censoring, altering, editing, deleting, excluding, blacklisting, or engaging in any activities that potentially bias votes or deceive the public on matters of health and/or environmental harm; and, (3) Prohibit activities of such scale and nature that would intentionally or unintentionally alter the complex but delicate balance in nature by and between myriad biota and their environments that makes our planet habitable for life. Whereas the meaning of (1) and (2) above is clear, (3) necessitates further clarification that may be inferred from the following non-exclusive examples of prohibited activities: ● Use of metallic and/or nano-particulate additions to aircraft fuel; ● Excessive launching of satellites, numbering in the tens of thousands, whose rocket exhaust might damage the ozone layer; ● Excessive exposure of humans and other biota to electromagnetic radiation; ● Use of electromagnetic radiation to heat the ionosphere; ● Pollution of air, land, water, agriculture, and aquaculture by particulates, toxic chemicals, heavy metals, radioactive nuclides, and bio-toxins; and, ● Strict oversight of biotechnology/bioengineering, including prohibition of gain-of-function experiments with potential pandemic pathogens.
Can atmospheric pollution be considered a co-factor in extremely high level of SARS-CoV-2 lethality in Northern Italy?

This paper investigates the correlation between the high level of Severe Acute Respiratory Syndrome CoronaVirus 2 (SARS-CoV-2) lethality and the atmospheric pollution in Northern Italy. Indeed, Lombardy and Emilia Romagna are Italian regions with both the highest level of virus lethality in the world and one of Europe's most polluted area. Based on this correlation, this paper analyzes the possible link between pollution and the development of acute respiratory distress syndrome and eventually death. We provide evidence that people living in an area with high levels of pollutant are more prone to develop chronic respiratory conditions and suitable to any infective agent. Moreover, a prolonged exposure to air pollution leads to a chronic inflammatory stimulus, even in young and healthy subjects. We conclude that the high level of pollution in Northern Italy should be considered an additional co-factor of the high level of lethality recorded in that area.
Combustion- and friction-derived magnetic air pollution nanoparticles in human hearts

Air pollution is a risk factor for cardiovascular and Alzheimer's disease (AD). Iron-rich, strongly magnetic, combustion- and friction-derived nanoparticles (CFDNPs) are abundant in particulate air pollution. Metropolitan Mexico City (MMC) young residents have abundant brain CFDNPs associated with AD pathology. We aimed to identify if magnetic CFDNPs are present in urbanites' hearts and associated with cell damage. We used magnetic analysis and transmission electron microscopy (TEM) to identify heart CFDNPs and measured oxidative stress (cellular prion protein, PrPC), and endoplasmic reticulum (ER) stress (glucose regulated protein, GRP78) in 72 subjects age 23.8 ± 9.4y: 63 MMC residents, with Alzheimer Continuum vs 9 controls. Magnetite/maghemite nanoparticles displaying the typical rounded crystal morphologies and fused surface textures of CFDNPs were more abundant in MMC residents' hearts. NPs, ∼2-10 × more abundant in exposed vs controls, were present inside mitochondria in ventricular cardiomyocytes, in ER, at mitochondria-ER contact sites (MERCs), intercalated disks, endothelial and mast cells. Erythrocytes were identified transferring 'hitchhiking' NPs to activated endothelium. Magnetic CFDNP concentrations and particle numbers ranged from 0.2 to 1.7 μg/g and ∼2 to 22 × 109/g, respectively. Co-occurring with cardiomyocyte NPs were abnormal mitochondria and MERCs, dilated ER, and lipofuscin. MMC residents had strong left ventricular PrPC and bi-ventricular GRP78 up-regulation. The health impact of up to ∼22 billion magnetic NPs/g of ventricular tissue are likely reflecting the combination of surface charge, ferrimagnetism, and redox activity, and includes their potential for disruption of the heart's electrical impulse pathways, hyperthermia and alignment and/or rotation in response to magnetic fields. Exposure to solid NPs appears to be directly associated with early and significant cardiac damage. Identification of strongly magnetic CFDNPs in the hearts of children and young adults provides an important novel layer of information for understanding CVD pathogenesis emphasizing the urgent need for prioritization of particulate air pollution control.
