A Case Study of Caste System and Inclusive Participation in Panchayat Election in Phulwari Sharif Block

Abstract

The 73rd constitutional amendment makes the caste-based reservation provision in the 9th part of the constitution of India which is related to the establishment of Gram Sabha. The purpose of Caste-based reservation provision adopted in the constitution was not only to ensure the people representation from all caste at the village level but people empowerment and social reforms also. Inclusive participation in PRIs election can make one of the criteria to see understand the situation of empowerment at the village level. In this paper a case study presented of Phulwari Sharif block. The unreserved mukhiya seat in PRIs election is important to understand the real situation of caste-based politics in rural elections. If all caste and class participating on the unreserved seat it means the people participating in the election are inclusive while if certain caste and class participate in the election so it indicates that people casting their vote on the basis of caste, class and wealth of the contesting candidates. such a scenario also presents in Phulwari Sharif block and this paper is presenting caste-based analysis on the election of mukhiya unreserved seat in Phulwari Sharif block, Patna district. The study of Inclusive participation in PRIs election is necessary to understand the caste-based politics at the village level.
