... Collection, timing targeting audience and effect all require reimagining: reflexive realignment around the Mobius strip of action and collection in the current environment. This means also stepping away from the safety blanket of behavioural certainty and applying some science (Lieber, 2020). ...
... A new systems level approach to knowledge is needed. The crux is that a joint approach will best tackle information, based on authorities, adversaries, and opportunities (Jackson & Lieber, 2020;Lieber, 2020). ...

The role of Russian troll factory, the Internet Research Agency (IRA) interference in the US election of 2016 is well known. Other areas of IRA activity have remained largely unexplored. A wider, deeper dive into the data provides clues to understanding and defending ongoing influence spectrum challenges of persistent cyberwarfare in an era of peer competition. These topics include regional and culturally specific and hybrid active measures operating with global cross media diffusion techniques. The terrain of Information Environment (IE) has shifted since 2016. But the clues to the change were there, even then. The article case study conducts a data analysis of IRA measures in response to MH17 and subsequent Australian government and military activity 2014-2018. The analysis finds the topic of MH17 to be the central pivot of IRA influence activities to protect the interests of the Military and Government of the Russian Federation. Further, the data suggests correlation in the IRA troll activity with Australian-themed content, #auspol and #MH17 in relation to Prime Ministerial, diplomatic activity and military asset contest in the Syrian war. The study also finds correlation with IRA activity and subsequent Russian military cyber 'attacks' on the ADF over the 2014 and 2015 period, speculating on the possible presence of a loose Russian hybrid campaign targeting Australia. In an IE where tactical change is the only constant, it is wise to understand how change itself takes place in the IE. In an era of planetary scale internet where a revisionist power can easily reach into Australian society online, current and future adversaries will persistently experiment with influencing discourse generally as well as psychographic targeting of individuals, interest groups and, potentially, populations associated with cyber vulnerable ideologies. Such activity will be combined with cyber intrusion and exfiltration measures. Subsequently, the article asserts the need for a new systems level approach to all information problems as strategic influence.
