Abstract

This study examines the impact of securitization on the democratization of three countries in the in the Horn of Africa: Djibouti, Somalia and Sudan. The three countries, all members of the Arab League, represent diverse but integrated securitization models. The study assumes that securitization in the region has left democratic transformation low in the list of priorities for the major powers, at a time when counterterrorism rhetoric is overwhelming. The paper raises the following questions: Why has securitization discourse overpowered talk of democracy in the Horn of Africa? How do the mechanisms of the securitization discourse interact with political reality? What is the role of regional institutions in enhancing securitization discourse?

Current Western security doctrines assert that state fragility, radicalization and humanitarian disasters in the global South feed into 'persistent conflict'. Such a scenario consequently requires a closely coordinated and integrated response from political and military actors. In this context, Western governments have introduced the concept of stabilization in their approaches to 'fragile' states. This article aims to understand the expanding activities of the US military in sub-Saharan Africa, which are conducted under the label of stability operations. It will be argued that the vast spectrum of activities under this label - from health projects to drone attacks - can be made comprehensible through the concept of policing, understood as processes of regulating communities with the aim of establishing 'good order'. Key pillars of the US military's stability operations operations doctrine - namely, a focus on the welfare of the population (on a par with the minimum use of force) as well as an extended preventative engagement - overlap with concerns of police power. Presented by security strategists as vulnerable to instability, sub-Saharan Africa has become an experimental ground for the US military, where ideas on stability operations are tested. Empirically, the article discusses two manifestations of stability operations that warrant an analysis through the concept of policing: US Africa Command's (AFRICOM) civil affairs projects and the US military's active involvement in ongoing conflicts.

Terrorism is a word that everyone across the globe has become familiar with in the wake of the events of 11 September 2001. The rhetoric about these events, however, is more than mere commentary seeking to understand the cause of or apportion blame for such attacks and forms part of a much wider western discourse invoked to describe unfamiliar cultures and landscapes. In fact, terrorism is only the most recent in a long line of dangerous conditions that have come to represent how certain areas of the non-western world are usually imagined and subsequently depicted as regions of risk. This article argues that "tropicality," "development," and "vulnerability" form part of one and the same essentializing and generalizing cultural discourse with "terrorism" that historically denigrate large regions of the world as disease-ridden, poverty-stricken, disaster-prone and terrorist-spawning.‐

This volume aims to provide a new framework for the analysis of securitization processes, increasing our understanding of how security issues emerge, evolve and dissolve. Securitisation theory has become one of the key components of security studies and IR courses in recent years, and this book represents the first attempt to provide an integrated and rigorous overview of securitization practices within a coherent framework. To do so, it organizes securitization around three core assumptions which make the theory applicable to empirical studies: the centrality of audience, the co-dependency of agency and context and the structuring force of the dispositif. These assumptions are then investigated through discourse analysis, process-tracing, ethnographic research, and content analysis and discussed in relation to extensive case studies. Military coups in Argentina, Brazil, and Chile in the 1960s and 1970s cast doubt on the liberals' belief that democracy and economic development are mutually reenforcing. Indeed, Guillermo O'Donnell and other radicals argued that democracy was inconsistent with the requirements for develop ment within the strictures of international capitalism. Strong and weak ver sions of the radical thesis linking authoritarian regimes to the interests of multinational corporations are tested by analyzing the flow and profitability of U.S. foreign direct investment. Do multinationals benefit materially from autocratic regimes? Pooled cross-sectional and time-series regression analyses of 48 countries, 1950-85, indicate that U.S. multinational corporations have fared best in the developed democracies; but rates of return in the periphery have been greater under authoritarian regimes. Investment flows have not been significantly related to regime type.

As the rising death toll among humanitarian aid workers suggests, saving strangers has become a dangerous occupation. In addressing the consequences of this increase, this article begins by placing the development—security nexus in its historical context. While it has long been associated with liberalism, two factors distinguish this nexus today: first, the global outlawing of spontaneous or undocumented migration; second, the shift in the focus of security from states to the people living within them. Reflecting these moves, policy discourse now conceives development and underdevelopment biopolitically — that is, in terms of how life is to be supported and maintained, and how people are expected to live, rather than according to economic and state-based models. The household and communal self-reliance that forms the basis of this biopolitics, however, has long been in crisis. Since the end of the Cold War, the destabilizing forms of global circulation associated with this emergency have been reconstituted as threats to the critical infrastructures that support mass consumer society. A new security terrain now links the crisis of adaptive self-reliance with risks to critical infrastructure within a single framework of strategic calculation. Rather than ameliorating the generic life-chance divide between the global north and south, the development—security nexus is entrenching it.

Africa is a region of renewed interest for American foreign-policy elites, both in and out of government. The purpose of this paper is twofold: to explore American foreign-policy elites' assessments of Africa before and after 11 September 2001, and to analyze how these assessments have been translated into American foreign policy toward Africa. The analysis is based on a review of government, think-tank, and other publications and transcripts associated with American foreign-policy elites, including the journal Foreign Affairs. Special focus is given to the strategic ranking and assessment of foreign countries within a global geopolitical code, or mental map of priority areas for U.S. military, economic, and diplomatic resources and engagement. American foreign-policy elites' assessments of Africa have shifted substantially since the 1990s, when the continent was largely regarded as quite marginal to American interests. Since late 2001, concerns about failed and failing states have emerged as a central theme in American foreign-policy elites' assessment of Africa and other parts of the developing world. Concerns about the nexus of transnational Islamist terrorism and failing states have prompted many such elites to call for a grand American geopolitical program of nation-building and military decentralization. To date, the United States has taken only small steps to align its foreign policy toward Africa. Significant tensions and contradictions limiting the execution of a new grand strategy remain.

Several development proponents, nongovernmental organizations (NGOs), and policymakers are pressing the 111th Congress to reform U.S. foreign aid capabilities to better address 21st Century development needs and national security challenges. Over the past nearly 50 years, the legislative foundation for U.S. foreign aid has evolved largely by amending the Foreign Assistance Act of 1961 (P.L. 87-195), the primary statutory basis for U.S. foreign aid programs, or enacting separate freestanding laws to reflect specific U.S. foreign policy interests. Many describe U.S. aid programs as fragmented, cumbersome, and not finely tuned to address the existing needs and U.S. national security interests. Lack of a comprehensive congressional reauthorization of foreign aid for about half of those fifty years further compounds the perceived weakness of U.S. aid programs and statutes. The current structure of U.S. foreign aid entities, as well as implementation and follow-up monitoring of the effectiveness of aid programs, have come under increasing scrutiny in recent years. Criticisms include a lack of focus and coherence overall, too many agencies involved in delivering aid with inadequate coordination or leadership, lack of flexibility, responsiveness and transparency of aid programs, and a perceived lack of progress in some countries that have been aid recipients for decades. Over the last decade, a number of observers have expressed a growing concern about the increasing involvement of the Department of Defense in foreign aid activities.
