Abstract

A shift in-demand skill in the workforce at the cognitive level and the need to adapt is a challenge for vocational graduates. Therefore a strategy is needed to enhance the 21st-century skills in vocational education. One of the strategies is implementing an active learning model such as Project-Based Learning. This article aim is to gather, summarize and integrate the quality of empirical evidence supporting links between Project-based Learning (PBL) and 21st-century competency framework. This study conducted with a systematic literature review. The data was collected from textbooks, journal articles, and internet searches. The result shows there are a lot of evidence of project Based Learning positive impact in fostering students skill in accordance to 21st-century competency framework including critical thinking, problem-solving, communication ability, collaboration ability, and creativity. The result also shows that several factors that could limit the effectiveness of PBL implementation including the teacher’s role, students’ roles, and other factors including equipment and the environment.

Project-based learning efficacy in vocational education:
Literature review

1. Introduction
Vocational graduates are now facing a challenge of 21st-century skills to survive in the industry. The
importance of skilled and knowledgeable employees for the 21st-century workforce has led the
vocational school to enhance the educational practices and methods which lead the students to gain the
skills needed. The 21st -century competency framework focuses on some skills including critical
thinking skills and problem-solving skills, communication, collaboration, creativity and innovation;
media and technology literacy skills; and interpersonal skills in career development [1,2]. Introducing
and enhancing those skills to vocational students is becoming more crucial to prepare them to adjust the
fast-changing workforce life.
The learning environment should encourage students to engage in the process. Project-Based
Learning (PBL) is one of the models that allow students to get more involved in the learning process. A
lot of strategies critical for enhancing the 21st-century skills are taught in an innovative approach of
PBL [3]. Project-based learning is an instructional model build based on learning activities and gives
students various challenges through their assignment to solve [4]. John Dewey first proposed PBL in
the 1890s, and since then, it has been elaborated and applied to various subject and learning situations
[5]. PBL is usually done by dividing students into groups to achieve shared goals. In its implementation,
students are asked to work on a project in a long time, from one week to one semester. Students are
required to solve a real case or answer questions with high complexity [6].

The evidence of the relationship of PBL in enhancing the 21st-century competency framework
among vocational students is examined in various researches. However, almost all of the researches that
have been done only demonstrates a portion of the overall competency associated as a 21st-century
competency. For instance, research only investigates how PBL could affect the student’s critical
thinking or student motivation. The objective of this study is, therefore, to gather, summarize and
integrate the quality of empirical evidence supporting links between PBL and 21st-century competency
framework. The research questions were addressed including (a) What was the impact of Project-based
learning on vocational education results, especially in terms of 21st-century skills? (b) What factors
likely influenced the efficacy of project-based learning?
2. Methods
This study conducted a systematic literature review to investigate the efficacy of Project-based learning
methods in vocational education. By reviewing relevant literature, we understand the breadth and depth
of the existing body of work and identify gaps to explore [7]. The inclusion criteria of the literature
included the implementation of a project-based learning model in a vocational school. The eligible
article for this research could be either a learning practice report or a research report. The literature used
in this study includes journal articles, book chapters, thesis results, and conference proceedings. The
literature was set in the language both English and Indonesian.
The search was conducted using an online system to find relevant literature based on the research
question. Thus, keywords for this research combine “project-based learning model” and “vocational
education” The synonym terms also used, when appropriate, to reflect the inclusion criteria defined
before. This search was conducted during November 2019 and the selection process involved three
screening levels. The first level was identifying the titles matched the keywords that related the question
research. The second screening level examined the abstract to meet the inclusion criteria. The last
screening level was reading the full text to reassure the literature eligibility. The result will be reported
descriptively with narrative content analysis approaches due to the heterogeneous data in terms of study
design, populations involved, outcomes measured, etc.
3. Results and discussion
There are various researches regarding a project-based learning model implementation. However, there
is only a small number of researches conducted a PBL model on vocational education. After conducting
two steps of the screening system, there were forty-seven articles meets the criteria. The final screening
in this research had led to fourteen articles that meet the inclusion criteria to answer the research
questions.
The first area of 21st-century skills is critical thinking and problem-solving, communication and
collaboration, also creativity and innovation. Regarding those skills framework, evidence show that
PBL could enhance vocational students skills. PBL is then known to have a positive impact on
improving various skills including critical thinking, cooperative skills, problem-solving abilities,
creative thinking, communication abilities, students’ motivation, and also vocational skills. The
limitations and the drawbacks of PBL’s implementation process found in various researches then
become essential factors affecting the efficacy of PBL. The result details are written as follows.
3.1. The impact of project based learning on vocational education results
3.1.1. Students’ motivation. Vocational students have low learning motivation since the enrolment for
new students does not require a high score. Thus, it is common for vocational students to have under
average score [8]. PBL naturally encourages learners to play a key role in all stages of the project, which
increases their motivation to learn [9]. The students who are educated by multiple intelligences
supported with project-based learning methods are more successful and have a higher motivation level.
The process encourages students to get more involved although they most likely have doubt at the
beginning. Hence PBL Methods made students’ motivation continuously grow along the process [10].

3.1.2. Communication ability. The implementation of PBL has dealt with teamwork as stimulation for
interactions and students could integrate their language skills, social skill and technological skills [11].
The PBL helps students develop positive communication skills through certain ways like deliver the
presentation where they can try to explain and to convince audiences. Discussion among the groups also
helps students to defend their ideas at the same time they learn to listen to the opinion of their peers.
Students can deliver a more understandable presentation after getting the PBL treatment [12].
3.1.3. Critical thinking skills. Project-based learning is perceived as potentially more interesting for
students and teachers and more successful than traditional approaches for developing high-order
thinking skills. Proved by the research result that confirmed the effectiveness of the constructivist
approach for developing students' ability to ask questions, to query information that does not include
sufficient data and to take a reasoned stance [13,14]. Using the right media to help the PBL process
could accommodate students to understand the material by providing direct learning experiences the
increase their interest, activeness, and interaction to improve their critical thinking [15].
3.1.4. Students’ creativity. Students’ creativity enhances during the process of PBL. PBL is one
example that could improve students’ creativity. PBL provides good conditions for creativity by
integrating creativity training into the curriculum and Stimulate with project tasks that will motivate the
emergence of individual creativity and group creativity [16]. The study also shows that the application
of contextualized learning problems could improve the aspect of originality in creativity and problem
understanding in problem-solving skills, which was usually difficult to improve [17].
3.1.5. Problem solving ability. PBL could facilitate the problem-solving ability of vocational high
school students. It is not only enlightening the general education but also encouraging vocational
education Through PBL activities, the student gains the problem-solving ability and might implementing
the ability to the practical situations which they might face in the future [10]. The aim of PBL as active
learning for students is to address different learning styles, adopting deeper approaches to subjects
relevant for their professional or personal development, and advancing students to higher development
levels including problem-solving ability and higher-order thinking skills [18].
3.1.6. Cooperation and collaboration ability. The PBL has several characteristics that make students
dynamically active, also provides an opportunity for interdisciplinary study for completing the various
stages of the project [19]. The strengths of PBL implementation deals with teamwork as stimulation for
interactions and stimulate social skills [11]. Peer also gives a crucial function as a regulatory force that
is often more powerful than the teacher’s requests, as social ties, peers have an important role in gaining
student motivation and achievement [5,20]. PBL creates an environment that accommodates students to
engage with their peers through several stages to finish their work together as a team. Furthermore, PBL
also makes the student more confident to communicate and collaborate with a group of people that could
be beneficial for their future.
Despite the 21st-century skills, PBL also has several effects on other aspects. PBL has a positive
impact on improving the level of content knowledge among students [21] and improve vocational skills
[22]. Implementation of PBL improves the productive competence of students [23]. Next, PBL
approaches develop self-direct learning skills among learners [9].
3.2. factors influenced the efficacy of project based learning
Although there is a lot of evidence that shows that PBL has a positive impact on improving student skills
regarding the 21st framework skills, it is not necessarily the same in every situation. According to the
studies, various factors influenced the efficacy of PBL implementation. These various factors are
grouped into factors originating from the teacher, students, and other factors besides the said factors.

In the implementation of PBL, teachers need to understand and master the stages of the
implementation along with the expected results of each stage. To enhance students’ skills, the teacher
needs to master those skills. The ability to solve problems and to improve the content knowledge and
skills is a challenge, especially to deal with students with low ability, lack of motivation and lack of
focus, the lecturers/teachers should be more patient [19]. Next, a teacher is obligated to ensure students
remain focus and have a deep understanding of a concept and a teacher also has to give immediate
feedback and evaluate on students’ work [24]. Mastery of the latest technology is also important for
teachers to manage PBL classes.
However, students also have an important role in the successful adoption of PBL. The attitudes of
students are essential to prepare students to face similar challenges in a professional life work
environment [25]. Students also need to conduct student self-management in accordance to manage the
time effectively. It is important to divide students in a more heterogeneous group consist of the various
capability to ensure students who have a weakness in the process could be helped with their peers.
Other factors that influence the efficacy of PBL implementation are providing tools or media to
complete the project. Accessible location is also preferable to save time and cost consuming, arrange
sufficient time and set the time limit for a student to finish their project. Create an equal level of agency
and participation of group work, using suitable assessment tools to monitor progress reports, and create
a conducive learning environment that comfortable for both teachers and students. To implement
effective PBL not only depends on the teachers' interdisciplinary competency, practical knowledge,
work experience, and employed approach and method but could also depend on the equipment involved,
as well as the surrounding environment [26].
4. Conclusions
There are a lot of evidence of project Based Learning positive impact in fostering students skill in
accordance with 21st-century competency framework based on the literature review of several studies.
PBL is proven to improve student skills as the said system. However, several factors that affect the
efficacy of PBL implementation. The factors then categorized as teachers’ roles, students’ roles, and
other factors including equipment and the environment.

The application of a Project-Based Learning (PBL) strategy and the use of video as a teaching medium for narrative writing are the main objectives of this project. The objective is to gauge the method's efficacy by looking at how grade XI students at SMA Negeri 21 Bandung perceive it. The study employs a survey design and a quantitative methodology. Descriptive statistical analysis and a questionnaire with a 5-level Likert scale were used to gather data. The validity and reliability of the research tool have been examined (Cronbach's Alpha = 0.906). The results showed that most students positively perceived PBL and video media, with an average score above 3.47 ("High" category). Students stated that PBL helps them understand the material, increase motivation, and study activeness. The implication is that video media effectively facilitates understanding concepts and increases writing confidence. This study implies that PBL and video media can be applied effectively in English language learning, significantly improving students' narrative text-writing skills. These two approaches may offer educators a workable way to raise the standard of writing instruction, particularly when it comes to teaching English.

Digital image processing is an integral part of the computer vision field. However, traditional digital image processing teaching methods mainly focus on theoretical knowledge, lacking practical teaching content. To address this issue, this article proposes a project-based learning (PBL) model that consists of four key stages: project proposal, implementation, summary, and evaluation. Instructors design one or more digital image processing projects in the project proposal stage with specific objectives, backgrounds, content, and deliverables. During the implementation stage, students work on the projects under close guidance, applying various teaching methods such as independent learning, teamwork, and academic exchange. The summary stage involves students reflecting on and evaluating their project outcomes, challenges, and potential improvements. Finally, the evaluation stage utilizes a comprehensive, operable, impartial, and traceable system to assess project completion quality and student performance. Through case studies, this project-based learning model demonstrates how it can help students better understand the theoretical knowledge of digital image processing, apply it to practical projects, and improve their ability to apply theoretical concepts to practical operations. Ultimately, this improves teaching quality and facilitates the achievement of teaching goals.

This study aims to evaluate the effectiveness of the implementation of Total Quality Management (TQM) in increasing the competitiveness of Vocational High School (SMK) graduates in West Java. This topic is important because it is a strategic effort to bridge the gap between vocational education and the needs of dynamic industries. This study uses a qualitative approach to deeply understand how industrial internship programs are integrated into the curriculum and their impact on students and the school's relationship with industry. Data was collected through observation, interviews with the vice principal for curriculum, and document analysis. The data source came from SMK Negeri 9 Bandung City and SMK Negeri 1 Cimahi City which were selected using purposive sampling techniques. Data analysis is carried out interactively and continuously through data reduction, data presentation, and conclusions drawn. Case studies in two vocational schools show that the PDCA (Plan, Do, Check, Action) cycle has been implemented systematically. However, challenges still arise in terms of synchronizing the curriculum with industry needs and resource limitations. The findings show a significant increase in the readiness of graduates to enter the world of work. This study concludes that TQM can be an effective framework for improving the quality of vocational education, provided that it is supported by conducive policies and stronger collaboration between schools, industry, and the government.

Due to the increasing complexity of the demands of the job market, the importance of generic competencies in pupils is increasingly emphasised in secondary vocational education programmes. In this context, critical thinking competency has been highlighted as the one that enables pupils to act as autonomous, competent, independent and reflective professionals who are also willing to change the status quo of existing labour market demands. However, the literature points out a major challenge in developing critical thinking competency in vocational programmes due to the lack of concrete approaches or even guidelines for developing critical thinking. Against this background, this paper aims to propose a theoretical model of teaching for critical thinking in vocational education and training. The model was derived from the generic model of teaching for critical thinking proposed by author Buchberger and was contextualised through an in‐depth literature review within the six dimensions of teaching for critical thinking (learning outcomes aimed at developing critical thinking, critical approach to lesson content, active teaching methods, active assessment methods, critical action, and democratic classroom atmosphere). The contextualisation of the model of teaching for critical thinking in vocational education and training has shown that there are many specificities of vocational education that need to be addressed through the six dimensions of critical thinking teaching, which shows that the generic model of teaching for critical thinking provides a high‐quality starting point for different levels and types of education. Therefore, the proposed model aims to support vocational teachers in teaching for critical thinking. However, it is noted that the model is open and flexible and can therefore be adapted to the needs of particular teaching practises in different learning contexts.

21st-century skills are critical abilities for today’s generation to face changes and challenges in this era. The industrial world greatly needs competence in the field of welding. This study comprehensively seeks to develop a technology-enhanced teaching module using augmented reality integrated (ARI) and animation for valid, effective, and practical learning. This development research was conducted following the DBR model, which consists of five stages: analysis, design, development, implementation, and evaluation. Qualitative data were obtained through comments and suggestions for improvement in questionnaires and interviews. Quantitative data were obtained from validation test scores, practicality tests, validity and reliability tests of questions, and pretest and posttest score data. Data were analyzed using percentage analysis and qualitative descriptions. The validation results from experts obtained a value of 91% with valid criteria. The practicality of the module obtained a value with an average of 84% with practical criteria. The effectiveness of the ARI teaching module was calculated using the N-Gain formula, producing an average value of 0.36, which meets moderate criteria. It can be concluded that the ARI teaching module produced is valid, effective, and practical for training students’ 21st-century skills.

This article discusses Students’ Regional Potential-based Project for Vocational Education in Engineering Field as a strategy to strengthen the quality of project-based learning implementation, covering project-based learning, a project task based on potential of student’s region, the seven standard elements on a project task based on potential of student’s region, the stages of the implementation, and its effectiveness. It was driven by the existence of enormous potentials in Indonesia which have not been optimally developed. Most of universities here are located in urban areas, while most of the students come from rural regions. The previous research discloses students’ positive perceptions toward this learning implementation. It helps them develop their soft skills, fosters better engagement with the learning process, and improves their 4C skills (Critical Thinking, Communication, Collaboration, and Creativity). The approach is able to serve as a model for vocational education learning, particularly in the field of engineering. It not only provides students with the opportunity to acquire knowledge, technology, and soft skills, but also contributes to students’ regional development. This article is highly beneficial for learning implementation in Indonesia, particularly in vocational education, as well as a reference for further studies.

This research was motivated by the disappointing results of student projects and the perceived lack of engagement with current instructional materials in flat pattern design courses. The aim was to create a project-based learning e-module designed specifically for this field of study. The study followed Borg and Gall's (1989) research and development (RD) model. Participants consisted of three lecturers and 36 students. Data collection involved using questionnaires and evaluating student project outcomes. The results suggest that the project-based learning e-module is effective and practical in flat pattern design education, promising to improve student learning outcomes. The lecturer responses indicated a 91% rating in the "very practical" category for the e-module, while students similarly rated it at 89% in the same category. The control group showed a low N-gain value of 0.15, whereas the experimental group demonstrated a high N-gain value of 0.74. The e-modules, which employ project-based learning, effectively enhance students' psychomotor skills and engagement, aligning the curriculum with industry demands. Technology integration in the classroom paves the way for further advancements in fashion education and other fields.

Penelitian ini bertujuan untuk menganalisis penerapan Metode Pembelajaran Berbasis Proyek (Project-Based Learning/PBL) dalam meningkatkan kreativitas dan inovasi siswa di SMK Negeri 15 Pandeglang. Masalah utama yang dihadapi oleh sekolah ini adalah rendahnya kreativitas dan inovasi siswa, yang disebabkan oleh penggunaan metode pembelajaran konvensional yang cenderung pasif dan kurang mendorong keterlibatan aktif siswa. Selain itu, keterbatasan fasilitas serta kurangnya pemahaman dan pelatihan bagi guru dalam menerapkan metode PBL menjadi tantangan yang signifikan. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui observasi, wawancara mendalam, dan analisis dokumen dari siswa, guru, serta kepala sekolah. Proses pembelajaran berbasis proyek dirancang dengan melibatkan siswa dalam proyek nyata yang relevan dengan bidang keahlian mereka, seperti teknik dan bisnis. Proyek-proyek tersebut dirancang untuk mengasah keterampilan berpikir kritis, kolaborasi, serta kreativitas dalam menyelesaikan masalah nyata. Hasil penelitian menunjukkan bahwa penerapan metode PBL secara signifikan meningkatkan kreativitas dan inovasi siswa. Siswa menjadi lebih aktif dalam proses belajar, mampu berkolaborasi dengan rekan-rekan mereka, dan mengembangkan ide-ide inovatif dalam proyek yang dikerjakan. Guru juga melaporkan peningkatan motivasi dan keterlibatan siswa dalam pembelajaran. Namun, penelitian ini juga menemukan bahwa masih diperlukan pengembangan lebih lanjut dalam hal fasilitas pendukung dan pelatihan guru untuk menerapkan PBL secara optimal. Dengan demikian, penelitian ini menyimpulkan bahwa metode PBL dapat menjadi solusi efektif untuk meningkatkan kreativitas dan inovasi siswa di SMK Negeri 15 Pandeglang, asalkan didukung oleh fasilitas yang memadai serta pelatihan yang berkelanjutan bagi guru.

With the popularization of artificial intelligence (AI) in life, understanding and learning related knowledge and operation has become one of the learning trends in the tertiary education field. Following the learning trend, vocational education has also begun incorporating AI-related learning elements into the curriculum. This chapter aims to illustrate the possibility of infusing AI-related concepts into students' projects. Critical thinking, creativity, and problem-solving skills are critical for vocational school graduates to enter the workforce in the industrial era 4.0. This study aims to find a learning strategy that can develop these three skills. The study was carried out at SMK X Mojokerto in the Automotive Technology Program in the academic year of 2017/2018. Data were collected using an observation sheet validated by three experts and tested with inter-rater reliability. The data analysis method is the t-test. The results of data analysis showed that Contextual Project Based Learning (CPjBL) was generally effective to improve critical thinking, creativity, and problem-solving skills. Detailed observation included each of these aspects. The findings showed that the implementation of contextualized learning problems could improve the aspect of originality and problem understanding skills, which was usually difficult to improve. On the other hand, CPjBL was not effective in developing the ability to analyze in critical thinking and look-back in problem-solving skills.

The architecture design studio is a core course in architectural learning that trains students' abilities in the architectural design process. Unfortunately, students often fail to meet scheduled task targets, even though the time alloted is sufficient. This article examines the application of the group pin-up as a teaching method and its effectiveness in helping students meet deadlines for completing tasks in the Architecture Design III course, a studio attended by second year students. This study uses documents analysis (reviewing student design drawings to measure student achievement), and interviews (investigating changes in attitudes and perceptions of the students in pin-up group applications). We found that using the group pin-up strategy to impose an in-between deadline leads to improved discipline, better teamwork, and higher motivation due to competition in the group. This method is recommended in architectural design studios as a simulation practice for students before they move up and begin to work in the architecture profession.

This study aims to describe the use of e-book based on project based learning in improving students' critical thinking in inventory materials in VHS. This type of research is a quantitative descriptive study with a case study method. The sample of this research used 30 students in SMK Batik 1 Surakarta. The sampling technique uses simple random sampling technique, while the data collection technique used is essay test. The essay question is made in accordance with the indicators of critical thinking, namely analyzing, evaluating, and creating. The results showed that before using e-book based on project based learning only 8.3% of students were able to analyze, 50% evaluate, and 40% created. However, after using the e-book, students who were able to analyze increased to 55%, evaluated 93.3%, and created 76.7%. any as 10% have enough critical thinking. So, the use of e-book based on Project Based Learning can increase students' critical thinking.

The purpose of this study was to identify and compare instructors and students perceptions of factors that contribute to the effective use of Project-Based Learning (PBL) in Thailand. The sample for the study consisted of 247 electrical technology instructors from Thai vocational education institutes and 161 students who were electrical power graduates from these institutes. The data was analyzed using factor analysis and structural equation modeling with LISRELTM. The results of the study indicated that both instructors and students agreed on the importance of two factors: Motivation to Learn and use of the Scientific Process. Students were significantly more likely to value Sharing Ideas and Thinking Skills. The role of instructors and students in the PBL classroom is discussed.

The study analyses teachers’ perceptions of methods, teacher roles, success and evaluation in PBL and traditional classroom instruction. The analysis is based on empirical data collected in primary schools and vocational secondary schools. An analysis of 109 questionnaires revealed numerous differences based on degree of experience and type of school. In general, project-based methods were preferred among teachers, who mostly perceived themselves as facilitators and considered motivation and transmission of values central to their work. Teachers appeared not to capitalize on the use of ICT tools or emotions. Students actively participated in the evaluation process via oral evaluation.

Project based learning (PoBL) offers promise as an instructional method that engaged student in school grounded through their experience with authentically learning. Findings from previous research shows results of positive effects on student such as create active, interesting and meaningful learning. The PoBL can be used as a teaching method in building 21st century skills. This article reports the effect of PoBL towards students’ level of knowledge in the Integrated Living Skills subject. This subject is a pre-vocational subject and has offers to students of lower secondary school education. The quasi experimental design was employed with the pre and post group design of two groups, the control group of 30 respondents and the treatment group of 33 respondents. The intervention executed took about eight weeks while the instruments used consist of a set of pre-test and post-test for one topic called Project Designs and Production in the subject. The finding shows that there is significant difference in mean scores between the treatment and control group. As a conclusion, the PoBL method can be practiced by teachers in the field of technical and vocational education as well as be made into a pedagogical practice besides traditional teaching in improving students’ level of knowledge.
