Sweeping It under the Rug: Household Chores and Misreporting of Child Labor

Abstract

We collect data on child labor in almost 3,000 Nepali households, and our analysis shows that estimates of child labor prevalence vary from 11.6% to 29% with the definition of child labor used. The variation comes from the number of hours worked and from which tasks are considered child labor. Furthermore, we use two different surveys during data collection. In the first, an adult (proxy) reports on the daily activities of each child in the household, and in the second, the children (direct) respond themselves. Proxy and direct responses are less likely to match when the definition includes time spent on household chores, which is typically underestimated for girls. We find that proxy reporting of whether the child worked in the past week is 5.5 percentage points lower than the direct reporting. Within households, misreporting is significantly more likely for girls than for boys. Across households, however, misreporting is associated with child's age, not gender. Furthermore, among girls misreporting is associated with the number of younger children at home. Our analysis helps explain why varying measures of child labor used in the literature yield different results.

1. Introduction
Child labor, while socially acceptable in some countries, is illegal and may be harmful to
children. An accurate measure of child labor prevalence is crucial to achieving the global goal of
ending the practice. However, the existing literature uses varying definitions of child labor
(Edmonds, 2009). Some studies limit their definition of child labor to wage work (Psacharopoulos
1997; Ray 2003; Heady 2003), some simply identify all market work as child labor (Ray and
Lancaster 2005), and some include domestic chores (Basu, Das, and Dutta 2010; Assaad, Levison,
and Zibani 2010; Levison, Moe, and Knaul 2001). While in most countries the minimum age to
work is 15, in developing countries such as Nepal, children can work legally at 14. Some research
uses the International Labor Organization’s (ILO) Statistical Information and Monitoring Program
on Child Labor’s definition which is based on the type of activity, time spent working, and age of
the children (up to 17 if engaged in the worst forms of child labor), while the U.N System of
National Accounts defines economic activity as all production, inside and outside of the home,
that could be destined for the market, regardless of whether the decision is made to sell or retain
for own use. Basu et al. (2008) use an all-inclusive definition of child labor, paid or not paid, and
include tasks and chores around the house. They show that children’s participation in domestic
work or chores, more so than children’s engagement in market work, may be the result of
imperfections in the adult labor market. Webbink et al. (2012) show that excluding unpaid
household work, which they refer to as the “hidden” child labor, underestimates the extent of child
labor, and Assaad et al. (2010) emphasize the importance of including domestic activity in the
definition of work, showing that it especially burdens girls. In this study, we survey almost 3,000
Nepali households with children and ask about their activities in the past seven days. We find that
child labor prevalence ranges from 11.4% to nearly 29%, conditional on which definition is used.
We collect our data using two surveys. The household head (if not available, then a
household representative over the age 15) was interviewed first, proxy-reporting on the activities
of all members of the household. Then, after obtaining consent, all children in the household were
interviewed separately

, direct-reporting on themselves. While we would like to know how
children spend their time year-round, considering the accuracy of recall, we adhered to the standard
in the literature and asked about their activities in the past seven days. While previous work has
primarily used the proxy response, our study adds to a smaller body of literature that compares
both responses and yields mixed results. On one hand, Dammert and Galdo (2013) use large-scale,
nationally representative data from Peru and show that for children ages 6 through 14, the proxy
(household head) responses appear to underreport child labor. On the other hand, Dillon et al.
(2012) conduct a randomized control study in Tanzania and show no difference in proxy reporting
(randomly selected person over the age of 15) and direct reporting by children (ages 10 through
15). Even though two surveys come with additional costs, our study aims to add to this literature
and provide clarification for future research and policy makers.
We find significant differences in the reporting of child labor by the household respondent
and by the children themselves. However, these differences vary with the definition of child labor
used, which may explain the mixed findings in existing research. In our data, when the definition

includes chores, child labor prevalence is significantly lower based on the proxy responses. This
is of particular importance for girls, who are likely to carry the burden of household chores.
2. Reporting of Child Labor
First, we compare the prevalence of child labor in our data using three different definitions.
Table I Panel A considers any child 5-13 years old who worked for at least one hour in the last
seven days as engaged in child labor. We define work as both wage work outside of the home and
work done for the household that could be destined for the market, such as time spent cultivating
a family plot of land, caring for livestock, collecting water, or fetching firewood. Following Basu
et al. (2008) we include chores in this definition of work and show that almost 29% of children
report being engaged in child labor, primarily in domestic work. Panel B uses the same age
thresholds but excludes chores, which reduces the prevalence of directly reported child labor to
below 12%. In Panel C, we use the ILO’s definition which also includes older children in
hazardous work but excludes chores, resulting in a child labor rate of over 15%. We do not show
the comparison to paid labor, as only 3% of the working children in our sample received any
wages.
We test whether the directly reported rates of child labor are significantly different from
the rates reported by the proxy. Our findings, presented in the third column of each panel, suggest
that misreporting is significant only when chores are considered. We cannot tell with certainty
whether the parents are underreporting or the children are overreporting.

Dammert & Galdo (2013) show a larger discrepancy in reporting among younger children,
so we test the younger and older children’s responses separately. In our case the misreporting is
significant for both age groups, although it is more pronounced among older children: 6.02 versus
4.23 percentage points (pp). Moreover, the difference is 6.74 pp for girls compared to only 4.39
pp for boys. When only considering work outside the house, excluding chores (panel B and C),
the results are consistent with Dillon et al. (2012), as we do not find any significant differences in
the reporting of child labor.
Galdo et al. (2018) attribute the underreporting to child/proxy gender mismatch and they
find no reporting differences for boys when the respondent is male. In Figure 1, we explore whether
the consistency in reporting varies by the gender of the respondent in our data. We confirm that
the misreporting is indeed weaker among male respondents and boys. The directly reported rate is
only 1 pp higher among older boys and approximately 2.5 pp higher among younger boys.
However, significant differences of almost 6 pp are observed when men are reporting on girls.
Misreporting among female respondents is statistically significant, regardless of the gender of the
child, and the difference is especially pronounced among older children. Directly reported rates of
child labor are 3.9 to 9.4 pp higher than the rates reported by adult women.

To investigate whether the misreporting is associated with household characteristics, we
regress the direct response on the proxy response and test the coefficients from two models—one
with basic specifications and a full set of controls and one which includes household fixed effects
(FE). The within-household estimates from the FE model are significantly different from the
across-household model (table not reported). Therefore, to further explore what characteristics are
associated with the misreporting, we regress a mismatch indicator, which equals one if there is a
difference between proxy and child response and zero if not

, on the household characteristics to
evaluate the association across households, as well as a household fixed effect model to evaluate
within-household dynamics.

The mismatch is almost exclusively where the proxy response is not classified as child labor. In fewer than 2% of
the cases is it the opposite direction where the child’s response is not classified as child labor. Among the
misreported pairs, 50% result from a difference of fewer than 3 hours per week reported by the children, and over
80% fall within 5 hours per week.

The results presented in Table II Panel A suggest that gender of the child is not a significant
predictor of misreporting across households. However, within a household, girls are significantly
less likely to have their work reported by the proxy respondent. The opposite is true for age of the
child: the older the child, the more likely the misreporting is across households, whereas the child’s
age is not a significant predictor within a household. We estimate the model separately by gender
in panels B and C. We find that girls are more likely to have their work misreported if there are
more younger children in the household. All else constant, the gender of the respondent is not
predictive of misreporting across households, contrary to evidence from rural Ethiopia (Galdo,
Dammert, and Abebaw 2018), though the magnitude is smaller for boys among male respondents.
3. Conclusion
Recognizing the importance of accurately measuring the prevalence of child labor as
societies globally aspire to end it, we administered two surveys in the field. We find significant
differences in the reporting of child labor by proxy and by the children themselves when chores
are included in the definition of child labor. According to children, 28.93% are working, compared
to 23.42% reported by the proxy respondents. One explanation might be that perhaps parents are
not aware which children complete the tasks assigned and underestimate the prevalence of child
labor, or perhaps children are overestimating their involvement in work or chores. The
misreporting appears to be significant for older children, as well as for girls with a higher number
of younger children at home across all households. On the other hand, within-household
discrepancy in reporting is most likely for girls. Our findings imply that when studying child labor,
conducting only one survey may seriously misreport the prevalence. Future research should
expand on the determinants of misreporting and child labor, and it should evaluate whether
responses to policy interventions may vary with the definition of child labor or survey method
used. If prevalence rates differ but policy impacts do not, the need to conduct multiple surveys
could be avoided.

Child domestic work (CDW) is a hidden form of child labour. Globally, there were an estimated 17.2 million CDWs aged 5–17 in 2012, but there has been little critical analysis of methods and survey instruments used to capture prevalence of CDW. This rapid systematic review identified and critically reviewed the measurement tools used to estimate CDWs in Low- and Middle-Income Countries, following PRISMA guidelines (PROSPERO registration: CRD42019148702). Fourteen studies were included. In nationally representative surveys, CDW prevalence ranged from 17% among 13–24-year-old females in Haiti to 2% of children aged 10–17 in Brazil. Two good quality studies and one good quality measurement tool were identified. CDW prevalence was assessed using occupation-based methods (n = 9/14), household roster (n = 7) and industry methods (n = 4). Six studies combined approaches. Four studies included task-based questions; one study used this method to formally calculate prevalence. The task-based study estimated 30,000 more CDWs compared to other methods. CDWs are probably being undercounted, based on current standard measurement approaches. We recommend use of more sensitive, task-based methods for inclusion in household surveys. The cognitive and pilot testing of newly developed task-based questions is essential to ensure comprehension. In analyses, researchers should consider CDWs who may be disguised as distant or non-relatives.

This paper examines school attendance among children in Nepal to evaluate the foregone human capital investment potentially associated with trading child labor for education. The researchers survey almost 2,900 household representatives and more than 3,400 children age 5 to 13. Response comparisons reveal that working children miss school more often than non-working children. Using a regression framework, this study confirms that working children are more likely to miss at least one day of school per week than non-working children. The children's self-reported data reveal that engagement in market work is associated with almost 1.5 missed school days per week for boys and girls. Girls engaged in domestic work attend 0.4 fewer school days per week. Using responses from household representatives, however, the researchers find a roughly 0.3-day reduction for children engaged in market work and no reduction associated with domestic work. Because the tradeoff diminishes using proxy responses, especially among girls, the researchers deploy a randomized survey experiment to investigate whether adults perceive schooling's benefits for boys and girls differently. The study finds that respondents spontaneously identify more benefits for boys than girls. The results warrant further research into which survey instruments accurately measure child labor and school attendance; furthermore, they highlight the importance of including domestic work in child labor research. Two forms of “hidden†child labor – housework and family business work – are studied for 178,000 children in 16 African and Asian countries. About 30% of African children and 11% of Asian children work over 15h a week in hidden child labor. Girls are more involved in housework and boys more in family business work, but this division is not strict. Most (80–90%) of variation is due to household factors. Children work less in urban, less traditional, and more educated areas. Gender differences are larger in Asia, probably due to a stricter form of patriarchy.

In Egypt, girls' work primarily takes the form of domestic tasks, which are not considered in many studies of child labor. This paper investigates the effect of girls' work on their school attendance. It uses a modified bivariate probit approach to estimate the effect of work on schooling while allowing for the simultaneous determination of the two outcomes. It presents evidence that the substantial burden of girls' domestic work leads to lower rates of school attendance. Policies that attempt to ban the labor-force work of children will have practically no effect on girls' education in Egypt, while interventions reducing the drudgery of household labor through, for example, improved water and sanitation infrastructure, have better prospects for success.

Child labor has increasingly been a topic of interest in development economics. The empirical literature has focused on assessing the relative importance of factors that influence child labor and schooling decisions without considering a key survey design decision: self-reporting versus proxy interviewing. This study uses a controlled self/proxy design implemented in a large-scale, nationally representative survey in Peru. The child/proxy disagreement affects 20 percent of the sample, which translates in a 17.1 percentage points difference in the rate of national child labor by type of respondent. As a result, the marginal effects from standard child labor supply functions show large child/proxy differences, particularly when the household experienced adverse income shocks. Moreover, we find that attitudes and social perceptions toward child labor are not related to the likelihood of disagreement. A modified bivariate choice model with misclassification errors reports statistically significant probabilities of misclassification for both child and proxy reports.

This paper analyzes the effect of children’s work on learning achievement. Its particular significance is that it goes beyond the analysis of the effects on school enrollment or attendance by using measures of skills learned in reading and mathematics. The results show that work outside the household has a substantial effect on learning achievement. Although they confirm the accepted wisdom, they introduce a new view of how that arises. A large part of it is direct, and not through school attendance. The direct link could exist because of exhaustion or because of a diversion of interest away from academic concerns.

Child labor statistics are critical for assessing the extent and nature of child labor activities in developing countries. In practice, widespread variation exists in how childlabor is measured. Questionnaire modules vary across countries and within countries over time along several dimensions, including respondent type and the structure of the questionnaire. Little is known about the effect of these differences on child labor statistics. This paper presents the results from a randomized survey experiment in Tanzania focusing on two survey aspects: different questionnaire design to classify children work and proxy response versus self-reporting. Use of a short module compared with a more detailed questionnaire has a statistically significant effect, especially on child labor force participation rates, and, to a lesser extent, on working hours. Proxy reports do not differ significantly from a child’s self-report. Further analysis demonstrates that survey design choices affect the coefficient estimates of some determinants of child labor in a child labor supply equation. The results suggest that low-cost changes to questionnaire design to clarify the concept of work for respondents can improve the data collected.

Incl. bibl., abstract Is there a threshold of hours of work below which the schooling of 12-14 year-olds is not adversely affected by child labour? In order to answer this question, the authors draw on child labour data sets from seven countries to estimate the effects of child labour on school attendance and performance and on non-schooling variables such as mean study time and literacy, controlling for the endogeneity of child labour hours as a regressor. They find robust evidence that child labour hours have a strong negative impact on the educational variables from the moment a child enters the labour market. Existe-t-il un seuil d'heures au-dessous duquel le travail des enfants de 12 à 14 ans n'est pas nuisible à leur scolarité? Pour répondre à cette question, les auteurs ont exploité des données sur sept pays afin d'estimer les effets du travail des enfants sur la durée de la scolarité et d'autres variables telles que le temps consacré aux études à la maison ou les abandons scolaires, en prenant soin de tenir compte du risque d'endogénéité du travail des enfants comme variable explicative. Les résultats démontrent avec force que, dès la première heure de travail, celui-ci a de graves effets négatifs sur la scolarité des enfants.

The paper addresses the issue of child labor in relation to the educational attainment of working children. The empirical analysis is based on household surveys in Bolivia and Venezuela. It was found that labor force participation is non-trivial among those below the legal working age or supposed to be in school. Working children contribute significantly to total household income. The fact that a child is working reduces his or her educational attainment by about 2 years of schooling relative to the control group of non-working children. Grade repetition, a common phenomenon in Latin America, is closely associated with child labor. JEL classification: J13, J21, I21

This paper investigates the main determinants of child labour and child schooling in Ghana, with special reference to their interaction. The study provides evidence on the impact of poverty and quality of schooling on child labour hours, taking into account their potential endogeneity. The exercise distinguishes between cluster poverty and household poverty in the two-stage Heckman estimation procedure. In addition, it relies on a set of non-common regressors to identify the child labour hours regression from the selection equation. Other methodological features include simultaneous equations estimation of child labour, child schooling and poverty, taking into account their joint endogeneity. The empirical results contain some evidence of sharp rural urban differences, thus, pointing to the need to adopt region specific policies in enhancing child welfare. However, rural, semi-urban and urban Ghana agree on the effective role that improved school attendance can play in curbing child labour. Copyright 2002, Oxford University Press.

This paper estimates the risk preferences of cotton farmers in Southern Peru, using the results from a multiple-price-list lottery game. Assuming that preferences conform to two of the leading models of decision under risk--Expected Utility Theory (EUT) and Cumulative Prospect Theory (CPT)--we find strong evidence of moderate risk aversion. Once we include individual characteristics in the estimation of risk parameters, we observe that farmers use subjective nonlinear probability weighting, a behavior consistent with CPT. Interestingly, when we allow for preference heterogeneity via the estimation of mixture models--where the proportion of subjects who behave according to EUT or to CPT is endogenously determined--we find that the majority of farmers' choices are best explained by CPT. We further hypothesize that the multiple switching behavior observed in our sample can be explained by nonlinear probability weighting made in a context of large random calculation mistakes; the evidence found on this regard is mixed. Finally, we find that attaining higher education is the single most important individual characteristic correlated with risk preferences, a result that suggests a connection between cognitive abilities and behavior towards risk.
