The Effect of Organizational Citizenship
Behavior and Leadership Effectiveness on Public
Sectors Organizational Performance: Study
in the Department of Education, Youth and Sports
in Maluku Province, Indonesia

Abstract
This study examines the effect of organizational citizenship behavior and leadership
effectiveness on organizational performance in the Department of Education, Youth
and Sports in Maluku Province, Indonesia. Results of the study showed that in
simultaneous organizational citizenship behavior and leadership effectiveness give
effect to the strongest towards the achievement of organizational performance. Another
interesting finding in this study is that despite the lack of incentives and rewards for
employees as well as the lack of quality of human resources, it can be reduced by
reforming the internal stem based on resources owned so that organizational perfor-
mance can be optimized.

Introduction
Bureaucratic reform as a form of good governance in the context of implementing
regional autonomy in Indonesia requires all management of public sector organiza-
tions to be performance oriented so that they are no longer policy oriented. This
implementation technically requires government agencies in Indonesia to strive to
optimally improve service quality and organizational performance. A number of
studies have shown that organizational slack occurs characterized by declining
