Climate change vulnerability and perceived impacts on small-scale fisheries in eastern Mindanao

The reef fisheries in the Philippines are highly affected by various anthropogenic stressors including climate change, marine pollution and fish depletion arising from overfishing. There is a need for continuous monitoring of the fisheries to identify relevant factors that influence the economic and ecological vulnerability of fish-ers concerning climate change impacts. This study addressed the question: "What are the perceived impacts of climate change on small scale fisheries in relation to fishing communities in eastern Mindanao?" A combination of semi-structured survey of fishers in Cantilan and Mati (N = 222) and eight focus groups were used for data analysis to answer the question. Principal component analysis (PCA) was used to reduce the number of factors examined, and multiple linear regression was used to examine the factors that influence the catch per unit effort of the fisheries. The fisheries factors examined include age, years fishing, years in community, worst, normal, and best catches, boat power, fishing cost and monthly income. In addition, the study examined various sources of vulnerabilities and climate change impacts to the fisheries. The results show that fishing costs, monthly income and weather and coral bleaching influenced the CPUE of the reef fisheries (df = 4, MS = 0.342, F = 5.23, P = 0.001). Past historical catches show that the reef fisheries reached its highest catches in the 1970s (131 kg/trip) and thereafter begun its decline to 14 kg/trip today. Management intervention involves non-fishing based-livelihoods, stricter law enforcement in the fishing grounds and other financial access given to fishers.

Fisheries face clear challenges beyond overfishing, with climate changes increasingly reflected in sea surface temperature, sea level rise, increased storm events, ocean acidification, and large shifts in species distributions (IPCC, 2014). Adaptation to climate impacts will be necessary for small-scale fisheries and fishers (SSFs) to safeguard their food security, livelihoods, and cultural heritage. SSFs are often vulnerable to environmental impacts due to the place-based, multi-scale and direct dependencies on local ecosystems, and generally fewer resources or abilities for relocation, diversification, and modification of their fishing practices. Strategic adaptation is therefore essential. This study emphasizes the timelines, requirements, and burdens of implementing existing and proposed adaptations, e.g., who pays, who does the work, and how long would it take? To categorize possible actions (tools) for analysis, we adapt the FAO climate adaptation framework and propose five areas of action: Institutional, Communication, Livelihood, Risk Resilience, and Science. Our results highlight two interconnected trends; first, the burdens and benefits of proposed climate adaptations are unevenly distributed, usually against fishers themselves. Second, there is a general lack of research focusing on the equity implications of current governance structures that de-emphasize fisher’s needs. This creates a lack of understanding among policy makers about the adaptation priorities of SSFs, and what resources or support they would need to implement them. We applied this framework to a case study involving octopus SSFs in Yucatán, Mexico. Interview results reinforce the finding that adaptation strategies that fishers thought would be most important for them (e.g. changes in policies/regulations to improve healthcare, reduce excess capacity, or reinforce fishing laws) were actions they could not often realize without external support; conversely, tools often proposed as “easier” by non-fishers (e.g. changing jobs, fishing gears, or going further out to sea) were not seen as particularly viable to fishers. Due to these mismatches, we argue there is a need to go beyond the classical focus on quantifying climate vulnerability towards a stronger emphasis on prioritizing adaptation strategies to meet the goals of fisherfolk themselves and aligning organizational and governance structures accordingly. The toolbox organization framework we propose can serve as an initial guidance for many fishing communities, decision makers and other stakeholders to anticipate implementation needs and find the right tools to adapt to future climatic conditions and prevent negative socioeconomic and ecological impacts.

The livelihoods of small-scale fisheries in South Malang of Indonesia are being notably influenced by ecosystem degradation and climate change. Therefore, this study aims to investigate the vulnerability of small-scale fisheries in South Malang of Indonesia using the livelihood vulnerability index. The livelihood vulnerability was estimated using five major components and 20 sub-components. The data were obtained from small-scale fisheries in South Malang of Indonesia through questionnaires directed to the respondents using simple random sampling. The findings indicate that two main components (livelihood strategy and climate variability and natural disaster) were included in high vulnerability, while another two main components (sociodemographic and social network) were categorized as moderate vulnerability. The sensitivity components, including access to water, electricity, and health) were perceived as low vulnerability. Based on the findings of this study, it recommends that policymakers need to develop policies and campaigns regarding climate awareness and adaptation strategies by small-scale fisheries.

This research conducted a comparative study of 29 small-scale fisheries social–ecological systems (SSF SES) affected by global change, aiming to identify vulnerabilities and transition pathways from vulnerability to viability using the I-ADApT (Assessment based on Description and Responses and Appraisal for a Typology) framework. Multiple factor and hierarchical clustering analyses were used to develop a typology of cases, resulting in five clusters based on shared characteristics: vulnerabilities, governance challenges, responses to vulnerabilities, and appraisal of those responses. This typology effectively simplified the complexity of SSF SES data. The primary stressors contributing to vulnerabilities were water quality degradation, especially eutrophication, climate-related environmental changes, alterations in freshwater flows, and habitat loss. Key factors influencing vulnerability included the dynamic effects of global change at various levels, governance systems, management measures, social power dynamics, and livelihood diversification opportunities. The evaluation of past responses to global change issues indicated that both short- and long-term measures were only partially effective. The findings emphasize the importance of timely evaluation of past responses, establishing networks and institutions with diverse social power, prioritizing input control measures over output control, promoting livelihood diversification alongside sustainable strategies, and developing governance systems tailored to local contexts to transition SSF from vulnerability to viability. The additional contribution of this research is the expansion of the use of the I-ADApT framework as a decision-support tool.

This study aimed to find alternative feeds or supplementary feeds that can perform similarly to the existing commercial feeds thereby reducing farmer expense and cutting down their cost of production and increasing their profitability on Milkfish ( Chanos chanos Forsskål, 1775) aquaculture. The formulations for the study included four grow-out treatments mainly: control (commercial feed), taro+control (powdered Colocasia esculenta +commercial fish feed), bloodmeal (formulated fish feed based on bloodmeal), banana stem+control (chopped banana stem+commercial fish feed). The result of the study showed no significant differences between feed treatments from the 6 th week onwards, whether with weight (MS=0.130, df=3, F =1.14, p =0.333) or total length of the treatments (MS=0.008, df=3, F =0.40, p =0.75). The FCR ratio showed bloodmeal (1.60) as the lowest, followed by the control (1.65), and taro+commercial (1.71), and then banana stem+commercial (2.18). In terms of weight gain, fish from the bloodmeal treatment gained the highest (236.97 g), followed by control (223.33 g), then taro (217.67 g), and banana stem (196.99 g). As a result, we find that any of the tested treatments can serve as an alternative feed to using purely commercial fish feeds. Cost-benefit analysis showed that a better gross profit margin of 42% and cost-benefit ratio of 1.37 was observed in taro+commercial feed diet. The experiment showed that the taro, Blood meal, and banana stem can be used as an alternative feed component for sustainable milkfish farming.

Climate change impacts are unpredictable and can change rapidly or over time; anthropogenic stressors work synergistically to strengthen their impact on vulnerable ecosystems including in the fisheries sector. This study focused on understanding and documenting the historical occurrence of extreme climate change impacts as exemplified by super typhoon Pablo (Bopha), which wreaked havoc in Baganga, Davao Oriental, almost a decade ago. A mixed-methods approach was used, using semi-structured interviews (N = 120) and focus group discussions (FGD) with small-scale fishers in the four fishing villages to assess the impacts of climate change and their adaptation after the events occurred. Our findings indicate that the fishing villages were exposed to the same impacts of climate change or the super typhoon which destroyed their lives and livelihoods. Consequently, this affected their catch per trip and fishing operations. Moreover, due to the impact of the super typhoon, fishers in Baganga developed psychological distress and trauma (emotional 44% and physical 24%) due to the extreme event. To survive, their adaptation strategies relied on government and non-government assistance provisions and projects, e.g., planting mangrove trees, construction of a seawall with wave breakers, cash-for-work activities, and tourism, as an alternative livelihood. Moreover, our study revealed that the communities have limited knowledge about the impacts of climate change, the local government lacks clear management goals for fisheries conservation and there was widespread use of illegal fishing gear. There is a strong need to implement rules, policies, and adaptation measures to build more resilient fishing communities.

This study aims to develop a path analysis of marketing distribution efficiency of small pelagic fish in the islands, particularly on Ambon Island, and investigate its most significant determinant. Producer price, consumer price, marketing cost and marketing margin are examined as determinants of marketing efficiency. An efficient marketing system provides benefits for business actors involved in the production process, so that their products can reach target consumers. A longer marketing chain results in higher marketing costs, which ultimately determines the end consumer price. The data was analysed in a descriptive-quantitative manner, conducting a supply chain analysis and a path analysis to determine the marketing margin and marketing efficiency of small pelagic fish marketing distribution in Ambon City. The results show that all distribution channels are efficient because the calculated efficiency value is <30%. First path analysis producer prices (X1) have no significant effect on marketing margin (Y), consumer prices (X2) have a positive and significant effect on marketing margins (X3); and marketing costs have a significant effect on marketing margin (Y). The second equation, all variables (X1, X2, and X3) have a significant effect on marketing distribution efficiency (Z) through marketing margin (Y). It can be concluded that marketing costs and marketing margins greatly influence the efficiency of marketing distribution. These findings imply that to gain profits, small pelagic fish fishermen (as producers) must estimate marketing costs accurately.

The incompatibility of centralised, exclusionary fisheries management systems with the diverse, mixed fisheries of tropical countries has led to a growing focus on participatory, community-driven management frameworks. While customary resource management systems gain global attention, little is known about the ecological and socioeconomic conditions sustaining them or the factors shaping their evolution. This paper looks at Minicoy Island in the Lakshadweep archipelago, where one of India’s few island-based common property management systems evolved over centuries. Its fisheries management system, based on traditional ecological knowledge, includes detailed, adaptive practices for spatial and temporal resource use, conflict resolution and benefit-sharing coordinated by strong local institutions. Drawing on five years of qualitative research, we analyse the preconditions enabling Minicoy’s customary systems and the factors driving their transitions. We discuss the insights arising from our exploration of this traditional governance system and their relevance to the theory and practice of contemporary participatory resource management.

Community mapping is a powerful tool for documenting and visualizing human-environmental relationships and resource use. This project focuses on Minicoy Island, where traditional ecological knowledge (TEK) plays a crucial role in sustainable resource management. Our participatory mapping initiative involved local stakeholders to create a detailed map reflecting their usage of commons and spatial resource management arrangements. This map highlights the community's deep connection with their environment and showcases how integrating TEK with conventional knowledge systems can enhance conservation efforts. It also underscores the importance of community engagement in conserving resources, illustrating how local practices contribute to ecological balance and sustainability. By digitizing and illustrating the traditional usage patterns of coastal and marine commons, we aim to safeguard the community's access rights to their fishing grounds and common spaces from larger developmental pressures. This approach helps in resource conservation, simultaneously strengthening the community's resilience against external pressures. The Minicoy case demonstrates the potential of community mapping as an effective tool for documenting and promoting sustainable resource use, emphasizing the need for inclusive conservation strategies that honour and integrate local knowledge and practices.

Solid waste management is a perennial problem in the Philippines and this can be due to lack of information dissemination on proper waste disposal. This study assessed and compared the solid waste management practices of three technical and vocational colleges in Mati City, Davao Oriental. The study utilized a combination of semi-structured interviews (n=90), and actual field collection of solid wastes with weekly sampling for three months. Result of the survey on proper solid waste disposal showed high awareness of the students from the three schools (TS, CS and VS with 37%-67%). In addition, the prevailing perception on impacts of improper solid waste disposal are the following: diseases, pollution, floods, clogging of waterways and providing mosquitoes with breeding areas. Moreover, the respondents also perceived negative impacts on local economy of the improper solid waste disposal. All solid waste found in each institution were classified as either non-biodegradable or biodegradable. A large chunk of solid wastes was primarily plastic (45%) and paper (27%) in the three schools monitored. Based on the result of the field sampling, the non-biodegradable waste was significantly lesser in one of the schools (CS) compared to the other two schools (TS and VS; P=0.000). The results also revealed that the students were willing to pay for their shopping bags, but only if this cost less than Php 5.00 (1.0 U$ cent). Our study underscores the need to continue to conduct information and education campaign among students and youth for proper waste disposal inside school campuses and in immediate surrounding communities.

Preserving coral reef resilience is a major challenge in the Anthropocene, yet recent studies demonstrate failures of reef recovery from disturbance, globally. The wide and vigorous outer-reef system of French Polynesia presents a rare opportunity to assess ecosystem resilience to disturbances at a large-scale equivalent to the size of Europe. In this purpose, we analysed long-term data on coral community dynamics and combine the mixed-effects regression framework with a set of functional response models to evaluate coral recovery trajectories. Analyses of 14 years data across 17 reefs allowed estimating impacts of a cyclone, bleaching event and crown-of-thorns starfish outbreak, which generated divergence and asynchrony in coral community trajectory. We evaluated reef resilience by quantifying levels of exposure, degrees of vulnerability, and descriptors of recovery of coral communities in the face of disturbances. Our results show an outstanding rate of coral recovery, with a systematic return to the pre-disturbance state within only 5 to 10 years. Differences in the impacts of disturbances among reefs and in the levels of vulnerability of coral taxa to these events resulted in diverse recovery patterns. The consistent recovery of coral communities, and convergence toward pre-disturbance community structures, reveals that the processes that regulate ecosystem recovery still prevail in French Polynesia.

The oceans are warming and coral reefs are bleaching with increased frequency and severity, fueling concerns for their survival through this century. Yet in the central equatorial Pacific, some of the world’s most productive reefs regularly experience extreme heat associated with El Niño. Here we use skeletal signatures preserved in long-lived corals on Jarvis Island to evaluate the coral community response to multiple successive heatwaves since 1960. By tracking skeletal stress band formation through the 2015-16 El Nino, which killed 95% of Jarvis corals, we validate their utility as proxies of bleaching severity and show that 2015-16 was not the first catastrophic bleaching event on Jarvis. Since 1960, eight severe (>30% bleaching) and two moderate (<30% bleaching) events occurred, each coinciding with El Niño. While the frequency and severity of bleaching on Jarvis did not increase over this time period, 2015–16 was unprecedented in magnitude. The trajectory of recovery of this historically resilient ecosystem will provide critical insights into the potential for coral reef resilience in a warming world.

Mt. Kilala is part of Mt Hamiguitan Range Wildlife Sanctuary located in Governor Generoso, Davao Oriental, Philippines, which hosts diverse and endemic species of flora and fauna-including amphibians. This inventory of anuran species yielded eight species of anurans that belong to six families. The highest species richness recorded was D=1.010 and species diversity was moderately high (H'=1.73), with 48 individual captures recorded in Site 1 (198 masl). The other two sites only yielded two captures in total despite spending 54 person-hours in search of anurans. The most number of anuran species encountered preferred the aquatic microhabitat. Also, the body size of anurans was a better predictor than its weight for the type of habitat it will occupy. The study recorded one Southeast Asia endemic species, two Philippine endemic species, and four Mindanao island endemic species. Most of these species found were located in the aquatic microhabitat that favors reproduction and development. The differences in their relative abundance are a reflection of the species tolerance limits to their habitats. Included in the inventory of species are Megophrys stejnegeri (Taylor, 1920) and Limnonectes magnus (Stejneger, 1909), which were identified as Mindanao island endemic with vulnerable conservation status in the IUCN red list. The advertised calls of various anurans were from four different species, namely: Kalophrynus sinensis (Peters, 1867), Limnonectes leytensis (Boettger, 1893), Polypedates leucomystax (Gravenhorst, 1829), and Staurois natator (Günther, 1859). Specific call parameters make the vocalization of each species unique. This study, along with other literature, confirms that higher elevation sites harbor fewer anuran species. The occurrence of a high number of endemic and vulnerable anuran species in the area indicates the need for practical conservation and protection measures, which include zoning for access and no access parts in the buffer zone-especially those that harbor aquatic habitats.

Anthropogenic marine debris (AMD) is considered a global threat to the marine environment. Mortality from ingestion or entanglement in AMD is widely reported from marine animals and has harmful impacts on seagrass and corals. The distribution of AMD plays a vital role in its interaction with marine organisms. However, there is little information on AMD distribution in the Philippines-a country ranked as the third most significant contributor of AMD in the ocean. During the monitoring of dugong (Dugong dugon) feeding trails in Mati City, Davao Oriental, Philippines, AMD was recorded at one of the sites surveyed. Plastic debris was the most dominant in number and weight of total AMD collected. Here we present the first quantification, characterization, and distribution of AMD in a shallow subtidal area in Mati City, Philippines. More studies are needed to assess the impacts of AMD on the marine environment and organisms, particularly within the Philippines.

Fish is an important component in the diets of people who live on small islands providing most of their protein. The food security of these people are being impacted by the negative impacts of climate variability and change which include higher sea surface temperatures. The purpose of this paper is to assess the responses of fishers to the impacts of climate variability and change in two small islands. Little is known of how persons are adapting to climate change within the Caribbean and the South Pacific, two of the most affected regions in the world. The research broadly sets out to answer the following questions: (1) what is the level of perception of climate change and its impacts among key stakeholders who rely on the coastal environment for their livelihoods? (2) what climate change adaptation plans and options have been implemented within these livelihoods? This study uses a survey questionnaire to elicit data on perception, adaptation measures, demographic and other factors from eighty fishermen on two islands, Antigua and Efate. We found that the fishers’ perceptions did not always match the meteorological data. Nevertheless all fishers had implemented various adaptation strategies, some of which were considered to be routine practices. Coral reefs in the Ryukyu Islands, southern Japan, have been undergoing degradation for at least five decades. Recently, the archipelago has been hit by bleaching events for two consecutive years (summers of 2016–2017). Shallow coral communities have been reported as especially affected. In this study, using underwater transects, we assessed the status of shallow coral reef communities in Kume Island, at seven distinct locations in Shimajiri Bay, following reports from local fishermen and divers of heavy bleaching across the bay. Our data and analyses revealed that the benthic environment in the bay has algae as the main component, with an average coral cover of only 7.2%. Branching coral colonies, which used to be the most common morphology in Kume Island reefs, accounted for just 7.6% of the total coral cover. Notably, the genus Acropora was almost completely absent from our transects, although its recent presence was confirmed by dead colonies making up 4.12% of total transect coverage, suggesting that restoration efforts focused on this genus might be possible in the future. In order for these to be successful, however, a better understanding of the environmental situation at Kume Island is required, including the effects of human activities on coral reef communities.

Marine litter is a global threat to marine biodiversity. However, there is a key knowledge gap on the impacts of marine litter in the Philippines – a country of high marine biodiversity and large exclusive economic zone. This gap is addressed here by using information shared on the internet by citizen scientists and conservation groups to assess the impacts of marine litter on megafauna. Facebook, presently the largest social media platform, was scanned for posts concerning the interaction between litter and marine species in the Philippines. Results showed thirty-two individuals from 17 species were affected by marine litter in the country. Furthermore, ingestion (61%) was the most frequent interaction reported. Mindanao was also identified as a hotspot for marine litter interactions. The study highlights the utility of social media in providing data to create an inventory of marine species adversely affected by litter and the spatial distribution of these interactions.
