Abstract

This chapter discusses the concept of cultural policy in relation to digital media, digital communication and digital culture. It sets out to account for the different definitions and roles that traditionally have been ascribed to cultural policy and for some of the challenges when “the digital” enters these conceptual and definitional frameworks. When cultural policy is framed on the premises of digital media and digital communications, the notion of participation and online participatory cultures is prominent. The chapter, therefore, engages in discussion on the cultural policies of participation, and how digital platforms such as Instagram, Facebook and Spotify facilitate and condition participative patterns and agency of citizens.

This study examines the impact of digital etiquette training on the development of a digital communication culture among future teachers by providing new perspectives and access to scientific knowledge in the field of digital etiquette. A mixed-methods approach was used both before and after the test. The study included 115 respondents. The preliminary testing between the groups showed that both groups were at the same level in terms of communicative culture indicators. Additionally, participants had no prior knowledge of digital etiquette. An authors' program was created specifically for the course and implemented to help students become more skilled with technology. A set of measures was carried out to develop a digital communicative culture through the means of netiquette and the introduction of technology for individualization and personalization of learning. This study found the impact of digital etiquette on the development of a digital communication culture in future teachers by providing new perspectives and access to scientific knowledge in the field of digital etiquette, as well as the practical application of this knowledge to support cultural digital interaction.

Abstract In the article our aim is to analyse theoretically the questions: (1) what is the relevance of institutional approach in research about cultural policy and cultural institutions, and (2) how do modern cultural institutions change. Cultural policy and cultural institutions cannot escape the strong mechanisms for change in their environments. The continuous urge to change and adapt to new conditions causes dynamics and instability and permanence in the institutions. Our empirical references concerning Nordic countries is twofold: On one hand, we consider cultural policy- making as an institutional formation taking place in concrete historical contexts; on the other, we refer to cultural institutions in a traditional sense. By analysing institutionalist theories, we will present reflections on what might be the contribution of this theoretical tradition to understand and explain developments in cultural policy-making and in traditional cultural institutions. We ask if the Nordic cultural policy has proven its resilience to globalization and neoliberalism in spite of the economic crisis of the 1990s. The main idea is that the concept of path dependency can be used as an explanation for cultural policy resilience. In the analysis, one argument is that the Nordic model has been changed in a liberal direction, but changes are not significant enough to replace the original model. We argue that the Nordic model is still far less resilient towards changes that lead to a less on public funding based cultural policy towards more marked based ideas. However, after the economic crisis was over at the end of the 1990s, some of the things were changing. For example, more public funding is targeted to support instrumentalisation of art and culture to strengthen national economic competitiveness.

A theoretical examination of the surprising emergence of software as a guiding metaphor for our neoliberal world. New media thrives on cycles of obsolescence and renewal: from celebrations of cyber-everything to Y2K, from the dot-com bust to the next big things—mobile mobs, Web 3.0, cloud computing. In Programmed Visions, Wendy Hui Kyong Chun argues that these cycles result in part from the ways in which new media encapsulates a logic of programmability. New media proliferates “programmed visions,” which seek to shape and predict—even embody—a future based on past data. These programmed visions have also made computers, based on metaphor, metaphors for metaphor itself, for a general logic of substitutability. Chun argues that the clarity offered by software as metaphor should make us pause, because software also engenders a profound sense of ignorance: who knows what lurks behind our smiling interfaces, behind the objects we click and manipulate? The combination of what can be seen and not seen, known (knowable) and not known—its separation of interface from algorithm and software from hardware—makes it a powerful metaphor for everything we believe is invisible yet generates visible, logical effects, from genetics to the invisible hand of the market, from ideology to culture.

A consequence of living in a media-saturated world is that we inevitably leave behind digital traces of our media use. In this introduction to the International Journal of Communication's thematic section, we argue for a need to put those digital traces in context. As a starting point, we outline our basic understanding of digital traces, generally defining them as numerically produced correlations of disparate kinds of data that are generated by our practices in a media environment characterized by digitalization. On this basis, we distinguish three contextual facets that are of relevance when considering digital traces: first, the context of the scientific discourse in which research on digital traces is positioned; second, the context of the methods being applied to researching them; and third, the aforementioned context of the empirical field. With reference to the articles in this thematic section, this introduction argues that, in a single study, all three contextual facets interact as the scientific discourse relates to the methods being used, which in turn relates to the entire field of research. Digital Traces as a Phenomenon Whatever we do, wherever we are, by living in a media-saturated social world we leave behind footprints of our media use that compile an archive of "digital traces." To some degree we do this consciously; when we upload photographs to or write comments on the timelines of digital platforms, we leave an enduring imprint of our presence there. On the other hand, however, we are often unaware of the process as an (unintended) side effect of our media-related practices. This article responds to recent debates in critical algorithm studies about the significance of the term “algorithm.” Where some have suggested that critical scholars should align their use of the term with its common definition in professional computer science, I argue that we should instead approach algorithms as “multiples”—unstable objects that are enacted through the varied practices that people use to engage with them, including the practices of “outsider” researchers. This approach builds on the work of Laura Devendorf, Elizabeth Goodman, and Annemarie Mol. Different ways of enacting algorithms foreground certain issues while occluding others: computer scientists enact algorithms as conceptual objects indifferent to implementation details, while calls for accountability enact algorithms as closed boxes to be opened. I propose that critical researchers might seek to enact algorithms ethnographically, seeing them as heterogeneous and diffuse sociotechnical systems, rather than rigidly constrained and procedural formulas. To do so, I suggest thinking of algorithms not “in” culture, as the event occasioning this essay was titled, but “as” culture: part of broad patterns of meaning and practice that can be engaged with empirically. I offer a set of practical tactics for the ethnographic enactment of algorithmic systems, which do not depend on pinning down a singular “algorithm” or achieving “access,” but which rather work from the partial and mobile position of an outsider.

The commentary raises political questions about the ways in which data has been constituted as an object vested with certain powers, influence, and rationalities. We place the emergence and transformation of professional practices such as ‘data science’, ‘data journalism’, ‘data brokerage’, ‘data mining’, ‘data storage’, and ‘data analysis’ as part of the reconfiguration of a series of fields of power and knowledge in the public and private accumulation of data. Data politics asks questions about the ways in which data has become such an object of power and explores how to critically intervene in its deployment as an object of knowledge. It is concerned with the conditions of possibility of data that involve things (infrastructures of servers, devices, and cables), language (code, programming, and algorithms), and people (scientists, entrepreneurs, engineers, information technologists, designers) that together create new worlds. We define ‘data politics’ as both the articulation of political questions about these worlds and the ways in which they provoke subjects to govern themselves and others by making rights claims. We contend that without understanding these conditions of possibility – of worlds, subjects and rights – it would be difficult to intervene in or shape data politics if by that it is meant the transformation of data subjects into data citizens.

Over the past decade, social media platforms have penetrated deeply into the mech­anics of everyday life, affecting people's informal interactions, as well as institutional structures and professional routines. Far from being neutral platforms for everyone, social media have changed the conditions and rules of social interaction. In this article, we examine the intricate dynamic between social media platforms, mass media, users, and social institutions by calling attention to social media logic—the norms, strategies, mechanisms, and economies—underpin­ning its dynamics. This logic will be considered in light of what has been identified as mass me­dia logic, which has helped spread the media's powerful discourse outside its institutional boundaries. Theorizing social media logic, we identify four grounding principles—programmabil­ity, popularity, connectivity, and datafication—and argue that these principles become increas­ingly entangled with mass media logic. The logic of social media, rooted in these grounding principles and strategies, is gradually invading all areas of public life. Besides print news and broadcasting, it also affects law and order, social activism, politics, and so forth. Therefore, its sustaining logic and widespread dissemination deserve to be scrutinized in detail in order to better understand its impact in various domains. Concentrating on the tactics and strategies at work in social media logic, we reassess the constellation of power relationships in which social practices unfold, raising questions such as: How does social media logic modify or enhance ex­isting mass media logic? And how is this new media logic exported beyond the boundaries of (social or mass) media proper? The underlying principles, tactics, and strategies may be relat­ively simple to identify, but it is much harder to map the complex connections between plat­forms that distribute this logic: users that employ them, technologies that drive them, economic structures that scaffold them, and institutional bodies that incorporate them.

More and more aspects of our everyday lives are being mediated, augmented, produced and regulated by software-enabled technologies. Software is fundamentally composed of algorithms: sets of defined steps structured to process instructions/data to produce an output. This paper synthesises and extends emerging critical thinking about algorithms and considers how best to research them in practice. Four main arguments are developed. First, there is a pressing need to focus critical and empirical attention on algorithms and the work that they do given their increasing importance in shaping social and economic life. Second, algorithms can be conceived in a number of ways – technically, computationally, mathematically, politically, culturally, economically, contextually, materially, philosophically, ethically – but are best understood as being contingent, ontogenetic and performative in nature, and embedded in wider socio-technical assemblages. Third, there are three main challenges that hinder research about algorithms (gaining access to their formulation; they are heterogeneous and embedded in wider systems; their work unfolds contextually and contingently), which require practical and epistemological attention. Fourth, the constitution and work of algorithms can be empirically studied in a number of ways, each of which has strengths and weaknesses that need to be systematically evaluated. Six methodological approaches designed to produce insights into the nature and work of algorithms are critically appraised. It is contended that these methods are best used in combination in order to help overcome epistemological and practical challenges.

Over the last 30 years or so, human beings have been delegating the work of culture – the sorting, classifying and hierarchizing of people, places, objects and ideas – increasingly to computational processes. Such a shift significantly alters how the category culture has long been practiced, experienced and understood, giving rise to what, following Alexander Galloway, I am calling ‘algorithmic culture’. The purpose of this essay is to trace some of the conceptual conditions out of which algorithmic culture has emerged and, in doing so, to offer a preliminary treatment on what it is. In the vein of Raymond Williams’ Keywords, I single out three terms whose bearing on the meaning of the word culture seems to have been unusually strong during the period in question: information, crowd and algorithm. My claim is that the offloading of cultural work onto computers, databases and other types of digital technologies has prompted a reshuffling of some of the words most closely associated with culture, giving rise to new senses of the term that may be experientially available but have yet to be well named, documented or recorded. This essay, though largely historical, concludes by connecting the dots critically to the present day. What is at stake in algorithmic culture is the gradual abandonment of culture’s publicness and the emergence of a strange new breed of elite culture purporting to be its opposite.

European countries have built cultural policy regimes, which reflect the patterns of national political histories and national cultural fields. These models consist in various ways of establishing culture as a policy domain, in the definition of cultural policy rationales, and in modes of organization and governance compatible with democratic standards. This triple specification process has never been fully achieved. It is being challenged in a way that questions these policy regimes and the notion of cultural policy they had defined.

Online content providers such as YouTube are carefully positioning themselves to users, clients, advertisers and policymakers, making strategic claims for what they do and do not do, and how their place in the information landscape should be understood. One term in particular, ‘platform’, reveals the contours of this discursive work. The term has been deployed in both their populist appeals and their marketing pitches, sometimes as technical ‘platforms’, sometimes as ‘platforms’ from which to speak, sometimes as ‘platforms’ of opportunity. Whatever tensions exist in serving all of these constituencies are carefully elided. The term also fits their efforts to shape information policy, where they seek protection for facilitating user expression, yet also seek limited liability for what those users say. As these providers become the curators of public discourse, we must examine the roles they aim to play, and the terms by which they hope to be judged.

Scholars from communication and media studies join those from science and technology studies to examine media technologies as complex, sociomaterial phenomena. In recent years, scholarship around media technologies has finally shed the assumption that these technologies are separate from and powerfully determining of social life, looking at them instead as produced by and embedded in distinct social, cultural, and political practices. Communication and media scholars have increasingly taken theoretical perspectives originating in science and technology studies (STS), while some STS scholars interested in information technologies have linked their research to media studies inquiries into the symbolic dimensions of these tools. In this volume, scholars from both fields come together to advance this view of media technologies as complex sociomaterial phenomena. The contributors first address the relationship between materiality and mediation, considering such topics as the lived realities of network infrastructure. Media scholars, artists, activists, and journalists discuss how the uses of the emerging “Social Web” redefine the public sphere and influence mainstream journalism. Cloud computing and big data are arguably the most significant forces in information technology today. In the wake of revelations about National Security Agency (NSA) activities, many of which occur “in the cloud”, this book offers both enlightenment and a critical view. Vincent Mosco explores where the cloud originated, what it means, and how important it is for business, government and citizens. He describes the intense competition among cloud companies like Amazon and Google, the spread of the cloud to government agencies like the controversial NSA, and the astounding growth of entire cloud cities in China. Is the cloud the long-promised information utility that will solve many of the world’s economic and social problems? Or is it just marketing hype? This chapter discusses the contradictions of creativity and control connected to internet communications and relates this to regulation and citizens’ civic agency on commercial social media. In empirical terms, the author analyses Facebook’s contractual agreements (data policy and statement of rights and responsibilities) relative to current EU regulation concerning audiovisual media services and telecommunications. Finally, the author compares these findings with citizens’ perceptions of Facebook as a space for civic agency. By emphasising the role of regulation, Facebook as technology, and citizens’ insights concerning their use of commercial social media, this chapter highlights positions that cannot be contained within contradictory terms such as creativity and control but must be described as in-between.

The notion of audience labour has been an important contribution to Marxist political economy of the media. It revised the traditional political economy analysis, which focused on media ownership, by suggesting that media was also a site of production, constituting particular relations of production. Such analysis highlighted the active role of audience in the creation of media value as both commodities and workers, thus pointing to audience exploitation. Recently, in light of paradigmatic transformations in the media environment – particularly the emergence of Web 2.0 and social network sites – there has been a renewed interest in such analysis, and a reexamination of audience exploitation. Focusing on Facebook as a case-study, this article examines audience labour on social network sites along two Marxist themes – exploitation and alienation. It argues for a historical shift in the link between exploitation and alienation of audience labour, concurrent with the shift from mass media to social media. In the mass media, the capacity for exploitation of audience labour was quite limited while the alienation that such work created was high. In contrast, social media allows for the expansion and intensification of exploitation. Simultaneously, audience labour on social media – because it involves communication and sociability – also ameliorates alienation by allowing self-expression, authenticity, and relations with others. Moreover, the article argues that the political economy of social network sites is founded on a dialectical link between exploitation and alienation: in order to be de-alienated, Facebook users must communicate and socialize, thus exacerbating their exploitation. And vice-versa, in order for Facebook to exploit the work of its users, it must contribute to their de-alienation.

This article explores the questions associated with what might be thought of as the social power of algorithms. The article, which introduces a special issue on the same topic, begins by reflecting on how we might approach algorithms from a social scientific perspective. The article is then split into two sections. The first deals with the issues that might be associated with an analysis of the power of the algorithms themselves. This section outlines a series of issues associated with the functionality of the algorithms and how these functions are powerfully deployed within social world. The second section then focuses upon the notion of the algorithm. In this section, the article argues that we need to look beyond the algorithms themselves, as a technical and material presence, to explore how the notion or concept of the algorithm is also an important feature of their potential power. In this section, it is suggested that we look at the way that notions of the algorithm are evoked as a part of broader rationalities and ways of seeing the world. Exploring the notion of the algorithm may enable us to see how algorithms also play a part in social ordering processes, both in terms of how the algorithm is used to promote certain visions of calculative objectivity and also in relation to the wider governmentalities that this concept might be used to open up.

Edward Burnett Tylor (1832-1917) was an English anthropologist who is widely considered the founder of anthropology as a scientific discipline. He was the first Professor of Anthropology at the University of Oxford from 1896 to 1909, and developed a broad definition of culture which is still used by scholars. First published in 1871, this classic work explains Tylor's idea of cultural evolution in relation to anthropology, a social theory which states that human cultures invariably change over time to become more complex. Unlike his contemporaries, Tylor did not link biological evolution to cultural evolution, asserting that all human minds are the same irrespective of a society's state of evolution. His book was extremely influential in popularising the study of anthropology and establishing cultural evolution as the main theoretical framework followed by anthropologists in the nineteenth and early twentieth centuries. Volume 2 contains Tylor's interpretation of animism in society.

This book studies the rise of social media in the first decade of the twenty-first century, up until 2012. It provides both a historical and a critical analysis of the emergence of networking services in the context of a changing ecosystem of connective media. Such history is needed to understand how the intricate constellation of platforms profoundly affects our experience of online sociality. In a short period of time, services like Facebook, YouTube and many others have come to deeply penetrate our daily habits of communication and creative production. While most sites started out as amateur-driven community platforms, half a decade later they have turned into large corporations that do not just facilitate user connectedness, but have become global information and data mining companies extracting and exploiting user connectivity. Offering a dual analytical prism to examine techno-cultural as well as socio-economic aspects of social media, the author dissects five major platforms: Facebook, Twitter, Flickr, YouTube, and Wikipedia. Each of these microsystems occupies a distinct position in the larger ecosystem of connective media, and yet, their underlying mechanisms for coding interfaces, steering users, filtering content, governance and business models rely on shared ideological principles. Reconstructing the premises on which these platforms are built, this study highlights how norms for online interaction and communication gradually changed. "Sharing," "friending," "liking," "following," "trending," and "favoriting" have come to denote online practices imbued with specific technological and economic meanings. This process of normalization is part of a larger political and ideological battle over information control in an online world where everything is bound to become "social."

Metadata and data have become a regular currency for citizens to pay for their communication services and security--a trade-off that has nestled into the comfort zone of most people. This article deconstructs the ideological grounds of datafication. Datafication is rooted in problematic ontological and epistemological claims. As part of a larger social media logic, it shows characteristics of a widespread secular belief. Dataism, as this conviction is called, is so successful because masses of people-- naively or unwittingly--trust their personal information to corporate platforms. The notion of trust becomes more problematic because people's faith is extended to other public institutions (e.g. academic research and law enforcement) that handle their (meta)data. The interlocking of government, business, and academia in the adaptation of this ideology makes us want to look more critically at the entire ecosystem of connective media.

This paper will consider a number of issues. Section 1 will introduce the paper, establishing why reliable internationally comparable statistics on cultural participation are needed. Section 2 will address the major and various difficulties that arise in comparing national surveys, both over time and to each other. Section 3 will consider the problems that persist even with cross-national surveys for comparative purposes. Section 5 will conclude the paper with some policy recommendations.

Policy rhetoric around strategies to and the value of increasing participation in the arts has been well documented internationally over more than a decade. But in the UK, which is the focus for this article, targets to increase participation have been consistently missed and there remains a direct correlation between those taking part in cultural activity and their socio-economic status. The starting point for this article is to examine the barriers to increasing participation in the arts and question the way that such policy has been implemented within the English context, which may have relevance for policy-making in other countries. What is demonstrated is that policy implementation is influenced by vested interest of those in receipt of funding and that a narrow range of voices, from a powerful cultural elite, are involved in the decision-making in the arts. The article makes a case for widening the range of voices heard in decision-making in order to support both artistic practice and public engagement.

Social network sites have gained tremendous traction recently as a popular online hangout spaces for both youth and adults. People flock to them to socialize with their friends and acquaintances, to share information with interested others, and to see and be seen. While networking socially or for professional purposes is not the predominant practice, there are those who use these sites to flirt with friends-of-friends, make business acquaintances, and occasionally even rally others for a political cause. I have been examining different aspects of social network sites, primarily from an ethnographic perspective, for over six years. In making sense of the practices that unfold on and through these sites, I have come to understand social network sites as a genre of "networked publics." Networked publics are publics that are restructured by networked technologies. As such, they are simultaneously (1) the space constructed through networked technologies and (2) the imagined collective that emerges as a result of the intersection of people, technology, and practice. Networked publics serve many of the same functions as other types of publics – they allow people to gather for social, cultural, and civic purposes and they help people connect with a world beyond their close friends and family. While networked publics share much in common with other types of publics, the ways in which technology structures them introduces distinct affordances that shape how people engage with these environments. The properties of bits – as distinct from atoms – introduce new possibilities for interaction. As a result, new dynamics emerge that shape participation. Analytically, the value of constructing social network sites as networked publics is to see the practices that unfold there as being informed by the affordances of networked publics and the resultant common dynamics. Networked publics' affordances do not dictate participants' behavior, but they do configure the environment in a way that shapes participants' engagement. In essence, the architecture of a particular environment matters and the architecture of networked publics is shaped by their affordances. The common dynamics fall out from these affordances and showcase salient issues that participants must regularly contend with when engaging in these environments. Understanding the properties, affordances, and dynamics common to networked publics provides a valuable framework for working out the logic of social practices.

Spreadable Media maps fundamental changes taking place in our contemporary media environment, a space where corporations no longer tightly control media distribution and many of us are directly involved in the circulation of content. It contrasts "stickiness"-aggregating attention in centralized places-with "spreadability"-dispersing content widely through both formal and informal networks,some approved, many unauthorized. Stickiness has been the measure of success in the broadcast era (and has been carried over to the online world), but "spreadability" describes the ways content travels through social media. Following up on the hugely influential Convergence Culture: Where Old and New Media Collide, this book challenges some of the prevailing metaphors and frameworks used to describe contemporary media, from biological metaphors like "memes" and "viral" to the concept of "Web 2.0" and the popular notion of "influencers." Spreadable Media examines the nature of audience engagement,the environment of participation, the way appraisal creates value,and the transnational flows at the heart of these phenomena. It delineates the elements that make content more spreadable and highlights emerging media business models built for a world of participatory circulation. The book also explores the internal tensions companies face as they adapt to the new communication reality and argues for the need to shift from "hearing" to "listening" in corporate culture. This article considers cultural participation in relation to locality, by looking at the case of Macclesfield, a town in northwest England. It does so in the context of current arts policy, which aims to rebalance arts participation patterns across localities. Such policies are grounded in particular forms of evidence of differentiated levels of participation, which indicate the position of places within league tables and indices of activities according to the “volume and value” of arts participation and engagement. However, these obscure other cultural practices related to a different understanding of places and their on-going production. The article argues that arts initiatives predicated on situated, vernacular and sometimes ostensibly mundane practices, often excluded from formal definitions of “the arts”, can help such policies to negotiate local “structures of feeling” [Taylor, I., Evans, K., & Fraser, P. London: Routledge] and the multiple trajectories and stories of place, in order to engage those who do not usually attend or participate in the arts. It calls for a different approach to evidence, which draws on historical and relational aspects of space and place, to reveal the specificity and contingency of cultural participation for even the most “unexceptional” place – the “crap town”.

In a world where digital media are everywhere, public attention is spread thin. Attracting an audience is crucial if you want to build social capital, make money, or affect the course of human events. Without an audience, however, media have very little purpose. In The Marketplace of Attention (30 September 2014 / $29.95) James G. Webster explains how audiences take shape and what those patterns of use mean for society. Webster describes the factors that create audiences, including the preferences and habits of media users, the role of social networks, the resources and strategies of media providers, and the growing impact of media measures—from ratings to user recommendations. He incorporates these factors into one comprehensive framework: the marketplace of attention. In doing so, he shows that the marketplace works in ways that belie our greatest hopes and fears about digital media. Some observers claim that digital media empower a new participatory culture; others fear that digital media encourage users to retreat to isolated enclaves. Webster shows that public attention is at once diverse and concentrated—that users move across a variety of outlets, producing high levels of audience overlap. So although audiences are fragmented in ways that would astonish midcentury broadcasting executives, Webster argues that this doesn’t signal polarization. He questions whether our preferences are immune from media influence, and he describes how our encounters with media might change our tastes. In the digital era’s marketplace of attention, Webster claims, we typically encounter ideas that cut across our predispositions. In the process, we will remake the marketplace of ideas and reshape the twenty-first century public sphere.
