USING AUTONOMY WITH RESPONSIBILITY AND ACCOUNTABILITY IN HIGHER EDUCATION INSTITUTIONS TO ACHIEVE EXCELLENCE

Abstract

Using autonomy effectively in the higher education institutions have opportunities to substantially improve the overall quality of education to help their global brand building exercise which is crucial for their survival and growth. It is seen that many existing campus-based HEIs are facing challenges for their existence due to competition of technology based online course providers, and hence many existing campus-based higher education institutions are trying to redefine their service quality in terms of teaching-learning model, pedagogy, and other innovations. In this paper, a systematic study on the use of autonomy through responsibility and accountability by the relevant stakeholders is discussed. This include the development of a conceptual discussion based on trend analysis to identify the challenges of campus based higher education institutions to improve the quality of higher education at low cost by awaking the responsibilities of stakeholders along with imposing accountability, and the nature and usage of autonomy given to higher education institutions for academic, research, and technology based innovations, and autonomy for collaboration and expansion. The results of the research to develop suitable frameworks for autonomy with responsibility at the different organizational level in the higher education system, the consequences for autonomy with accountability at different levels of organization in higher education system are included. Finally, the Autonomy for decision making and the Theory of Accountability for achieving Excellence are correlated.
