Multilayered disciplinary policies including sophisticated surveillance mechanisms and harsh punitive practices increasingly characterize schools in the United States. Researchers contend that these modalities funnel students into prisons and produce “prison-like” conditions and/or militarized spaces. Most studies have examined the effects of these school policies and practices on boys of color, particularly Black boys. Although these frameworks are useful, they obscure the relationship that school discipline policies have to Black girls and violence. Based on a 12-month case study of a high school in northern California, “Against Captivity: Black Girls and School Discipline in the Afterlife of Slavery,” finds that through formal discipline policies and informal punitive practices, Black girls’ are subject to constant surveillance while their lives are perpetually disavowed. This article contends that school discipline policies position Black girls as “captive objects.” The girls are under constant surveillance while they are refused access to agency, autonomy, and self-defense against multiple forms of violence including gratuitous punishment inflicted by school faculty.
There are special challenges in writing a Presidential Address: you want to address a very broad group of philosophers with knowledge and abilities that far exceed your own, and you want to say something that will be as engaging as possible. Philosophers have addressed a great many issues, with different methods, and I want there to be space in our discipline for all of them. I myself love arcane philosophical topics – put me in a world where I could spend my time pouring over Aristotle’s Metaphysics and I’d be happy – and I believe that philosophy yields knowledge and that is intrinsically valuable. I also love kinds of philosophy that many would not regard as philosophy at all: philosophy as it emerges in thinking about personal and family issues, philosophy in the context of political activism, and philosophy that is inextricable from empirical research.
The social category “children” defines a group of individuals who are perceived to be distinct, with essential characteristics including innocence and the need for protection (Haslam, Rothschild, & Ernst, 2000). The present research examined whether Black boys are given the protections of childhood equally to their peers. We tested 3 hypotheses: (a) that Black boys are seen as less “childlike” than their White peers, (b) that the characteristics associated with childhood will be applied less when thinking specifically about Black boys relative to White boys, and (c) that these trends would be exacerbated in contexts where Black males are dehumanized by associating them (implicitly) with apes (Goff, Eberhardt, Williams, & Jackson, 2008). We expected, derivative of these 3 principal hypotheses, that individuals would perceive Black boys as being more responsible for their actions and as being more appropriate targets for police violence. We find support for these hypotheses across 4 studies using laboratory, field, and translational (mixed laboratory/field) methods. We find converging evidence that Black boys are seen as older and less innocent and that they prompt a less essential conception of childhood than do their White same-age peers. Further, our findings demonstrate that the Black/ape association predicted actual racial disparities in police violence toward children. These data represent the first attitude/behavior matching of its kind in a policing context. Taken together, this research suggests that dehumanization is a uniquely dangerous intergroup attitude, that intergroup perception of children is underexplored, and that both topics should be research priorities.
How can black feminist and women of color feminist theoretical interventions help create frameworks for discerning agentic action in the context of power, oppression, and violence? In this paper, I explore the social dimension of agency and argue that intention is not just authored by the agent as a function of practical reasoning, but is also socially authored through others' discernment and translation of her action. Further, when facilitated by reasoning designed to reinforce and rationalize systems of domination, social authoring systematically distorts the intentions of some agents. Although some theorists have argued that those agents whose intentions are not recognized by others are forced to exercise a diminished agency, I contend that this account obscures agency that is practiced despite or through conditions of oppression. As an alternative, I propose that feminist of color theory that examines the structural and existential erasures of women of color maps a conceptual space to help us better discern agentic action that is practiced by those subjects whose acts are defined away from them.
Although much scholarship has focused on the schooling experiences of African American boys, this article demonstrates that African American girls encounter unique educational perceptions and obstacles. Black girls in a predominately minority school performed well academically, but educators often questioned their manners and behavior. Some tried to mold many of these girls into “ladies,” which entailed curbing behavior perceived as “loud” and assertive. This article advances theories of intersectionality by showing how race and class shape perceptions of femininity for Black girls, and how the encouragement of more traditionally feminine behavior could ultimately limit their academic potential.
Equality before the law is one of the fundamental guarantees citizens expect in a just and fair society. We argue that recent trend toward mass incarceration, which has had vastly disproportionate impact on African Americans, is undermining this claim to fairness and raises a serious legitimacy problem for the legal system as a whole. Using original data from the Race, Crime and Public Opinion study we show that African Americans view the 'War on Drugs" as racially biased in its implementation. This perception of bias consequentially undermines legal system legitimacy by lowering blacks' expectations for police performance in their communities and encouraging receptivity to appeals for jury nullification based on race. Using police officers and undergraduates as participants, the authors investigated the influence of stereotypic associations on visual processing in 5 studies. Study 1 demonstrates that Black faces influence participants' ability to spontaneously detect degraded images of crime-relevant objects. Conversely, Studies 2–4 demonstrate that activating abstract concepts (i.e., crime and basketball) induces attentional biases toward Black male faces. Moreover, these processing biases may be related to the degree to which a social group member is physically representative of the social group (Studies 4–5). These studies, taken together, suggest that some associations between social groups and concepts are bidirectional and operate as visual tuning devices—producing shifts in perception and attention of a sort likely to influence decision making and behavior.
Justice is one of the oldest and most central themes of philosophy, but sometimes we would do well to focus instead on injustice. In epistemology, the very idea that there is a first-order ethical dimension to our epistemic practices - the idea that there is such a thing as epistemic justice - remains obscure until we adjust the philosophical lens so that we see through to the negative space that is epistemic injustice. This book argues that there is a distinctively epistemic genus of injustice, in which someone is wronged specifically in their capacity as a knower, wronged therefore in a capacity essential to human value. The book identifies two forms of epistemic injustice: testimonial injustice and hermeneutical injustice. In doing so, it charts the ethical dimension of two fundamental epistemic practices: gaining knowledge by being told and making sense of our social experiences. As the account unfolds, the book travels through a range of philosophical problems. Thus, the book finds an analysis of social power; an account of prejudicial stereotypes; a characterization of two hybrid intellectual-ethical virtues; a revised account of the State of Nature used in genealogical explanations of the concept of knowledge; a discussion of objectification and 'silencing'; and a framework for a virtue epistemological account of testimony. The book reveals epistemic injustice as a potent yet largely silent dimension of discrimination, analyses the wrong it perpetrates, and constructs two hybrid ethical-intellectual virtues of epistemic justice which aim to forestall it.
This book seeks to analyze the issue of race in America after the election of Barack Obama. For the author, the U.S. criminal justice system functions can act as a contemporary system of racial control, even as it adheres to the principle of color blindness.
This essay outlines the emergence of a contemporary synthesis regarding racial thinking in genetic science and in society more broadly. A departure from what Julian Huxley in 1942 termed the "modern synthesis," the contemporary version does not purport to leave race thinking behind in favor of evolution, population genetics, and population-based accounts of natural selection and human diversity. Specifically, the contemporary synthesis blends old concepts (such as that of pure human "types," located within continental land masses) with new attitudes (democratic inclusion, multicultural diversity, and anti-racism). Through various examples, the essay shows how this new synthesis combines ideas about human biological difference that draw on measures of physical characteristics and human genetic material that are both race and population based, yet conflated. This specific amalgam allows old notions of racial types to thrive through conceptual framings that comprise ideas that were once imagined to have the potential to liberate society from racial thinking--and that today remain attached to ideas of progress. As an emergent dynamic, the contemporary synthesis holds the possibility of reinvigorating racism, while simultaneously possessing the potential to promote antiracist science education, disease awareness, and social justice efforts.
On Saturday, September 4, five days after Katrina came ashore, an estimated 25,000 people continued to wait to be rescued in New Orleans. The Superdome was "hell on earth" according to local officials, and 1700 hospital patients and personnel had been without power, food, water, or sanitation for five days. An article in the Times Picayune offered hope to its readers: State officials have set up a temporary booking and detention center in New Orleans to deal with those accused of killing, raping, looting and otherwise terrorizing the tens of thousands of people who were trapped in the aftermath of Hurricane Katrina and awaiting evacuation…It has capacity of 750 people, and is the start of rebuilding and relocating the criminal justice system of New Orleans, officials said. "We are in business," said Louisiana Corrections Secretary Richard Stalder. (Filosa 2005) In light of the citizens' of New Orleans multiple needs, why was the jail the first institution to be "in business" after the city's destruction? In addition, why was the mass media so attentive to the looting and violence in New Orleans during this first week? In order to answer these questions, we must situate them in the context of America's criminalization of poverty.
Epistemic oppression refers to persistent epistemic exclusion that hinders one’s contribution to knowledge production. The tendency to shy away from using the term “epistemic oppression” may follow from an assumption that epistemic forms of oppression are generally reducible to social and political forms of oppression. While I agree that many exclusions that compromise one’s ability to contribute to the production of knowledge can be reducible to social and political forms of oppression, there still exists distinctly irreducible forms of epistemic oppression. In this paper, I claim that a major point of distinction between reducible and irreducible epistemic oppression is the major source of difficulty one faces in addressing each kind of oppression, i.e. epistemic power or features of epistemological systems. Distinguishing between reducible and irreducible forms of epistemic oppression can offer a better understanding of what is at stake in deploying the term and when such deployment is apt.
This study contributes to the research literature on colorism–discrimination based on skin tone—by examining whether skin darkness affects the likelihood that African Americans will experience school suspension. Using data from The National Longitudinal Survey of Youth, logistic regression analyses indicated that darker skin tone significantly increased the odds of suspension for African American adolescents. Closer inspection of the data revealed that this overall result was disproportionately driven by the experiences of African American females. The odds of suspension were about 3 times greater for young African American women with the darkest skin tone compared to those with the lightest skin. This finding was robust to the inclusion of controls for parental SES, delinquent behavior, academic performance, and several other variables. Furthermore, this finding was replicated using similar measures in a different sample of African Americans from the National Longitudinal Study of Adolescent Health. The results suggest that discrimination in school discipline goes beyond broad categories of race to include additional distinctions in skin tone.
The War on Drugs has had a devastating effect on African American communities nationwide. The concept of the pool of surplus criminality may explain the drug war's focus on African Americans. Faced with a perceived drug problem, White Americans naturally identified African American people as the source of that threat and targeted them for police harassment and penal control. There are ways in which the drug war may be construed as a race war. The disproportionate impact on the African American community, evidence that policy makers anticipated the drug war would disproportionately harm the African American community, and the historic connection between drugs and racial stereotyping support this construction. The concept of the pool of surplus criminality explains why the drug war targeted African American communities and why, consequently, African Americans will always be treated unfairly by the nation's criminal laws.
The racial stereotyping of criminals has been an enduring and unfortunate feature of American culture. However, following the civil rights movement, the linkage between Blacks and crime was galvanized. The stereotyping of Blacks as criminals is so pervasive throughout society that “criminal predator” is used as a euphemism for “young Black male.” This common stereotype has erroneously served as a subtle rationale for the unofficial policy and practice of racial profiling by criminal justice practitioners. This article details the theoretical elements contributing to the development of Black criminal typification to understand how this has been used to justify racial profiling.
Local news programming from three television stations in Orlando, Florida was analyzed for racial and ethnic content in relation to crime. The data show that Blacks are not overrepresented among TV news suspects relative to their proportion in the population or among those arrested in Orlando. Hispanics are slightly overrepresented in relation to their numbers in the population. Qualitatively, Blacks and especially Hispanics who appear as crime suspects do so in more threatening contexts than Whites. Blacks are more likely to appear as criminal suspects than as victims or positive role models, but this pattern is especially amplified for Hispanics. These results suggest that local TV news may contribute to the social construction of threat in relation to Blacks and Hispanics, a condition that is associated with fear of crime, “modern racism,” and the mobilization of various social controls and exclusions.
Shattered Bonds is a stirring account of a worsening American social crisis--the disproportionate representation of black children in the U.S. foster care system and its effects on black communities and the country as a whole. Tying the origins and impact of this disparity to racial injustice, Dorothy Roberts contends that child-welfare policy reflects a political choice to address startling rates of black child poverty by punishing parents instead of tackling poverty's societal roots. Using conversations with mothers battling the Chicago child-welfare system for custody of their children, along with national data, Roberts levels a powerful indictment of racial disparities in foster care and tells a moving story of the women and children who earn our respect in their fight to keep their families intact.
It has long been understood by disaster researchers that both the general public and organizational actors tend to believe in various disaster myths. Notions that disasters are accompanied by looting, social disorganization, and deviant behavior are examples of such myths. Research shows that the mass media play a significant role in promulgating erroneous beliefs about disaster behavior. Following Hurricane Katrina, the response of disaster victims was framed by the media in ways that greatly exaggerated the incidence and severity of looting and lawlessness. Media reports initially employed a “civil unrest” frame and later characterized victim behavior as equivalent to urban warfare. The media emphasis on lawlessness and the need for strict social control both reflects and reinforces political discourse calling for a greater role for the military in disaster management. Such policy positions are indicators of the strength of militarism as an ideology in the United States.
Recent interpretations of slavery in the United States suggest that we may be entering a new phase of scholarship on slavery as new approaches and categories are introduced by historians, and as anthropologists and sociologists again take up the study of an institution that was of such concern to their nineteenth century predecessors.
Too often, identifying practices of silencing is a seemingly impossible exercise. Here I claim that attempting to give a conceptual reading of the epistemic violence present when silencing occurs can help distinguish the different ways members of oppressed groups are silenced with respect to testimony. I offer an account of epistemic violence as the failure, owing to pernicious ignorance, of hearers to meet the vulnerabilities of speakers in linguistic exchanges. Ultimately, I illustrate that by focusing on the ways in which hearers fail to meet speaker dependency in a linguistic exchange, efforts can be made to demarcate the different types of silencing people face when attempting to testify from oppressed positions in society.
Researchers previously have investigated the role of race in capital sentencing, and in particular, whether the race of the defendant or victim influences the likelihood of a death sentence. In the present study, we examined whether the likelihood of being sentenced to death is influenced by the degree to which a Black defendant is perceived to have a stereotypically Black appearance. Controlling for a wide array of factors, we found that in cases involving a White victim, the more stereotypically Black a defendant is perceived to be, the more likely that person is to be sentenced to death.
