Se ha prestado cada vez más atención al desarrollo del sector social en Europa. El artículo presenta varios modelos existentes de empresas sociales en Bulgaria y otros Estados miembros, como, la República Checa, Grecia y Hungría, y analiza el ecosistema en el que están funcionando. La selección se basa en características territoriales, demográficas y hasta cierto punto regionales. Se realizó un breve análisis comparativo. El principal aspecto examinado es el marco legal en el que operan. Se presenta una revisión de la posible cartera de instrumentos de financiación internacionales y nacionales y se realiza un breve análisis de la trazabilidad de los resultados. Se comenta la actualización existente y futura de las legislaciones y políticas nacionales. Se ha hecho una evaluación general del entorno necesario para sus actividades. Se deliberan las características básicas y los problemas de los ecosistemas. El artículo analiza las barreras comunes y proporciona recomendaciones en las cuales los países examinados podrían trabajar para mejorar el éxito de las empresas sociales. El artículo indica que la inestabilidad del entorno legal y financiero dificulta el desarrollo de las empresas sociales y reduce su longevidad.

Promoting Social Economy as an Instrument for Institutional Change: The Case of Bulgaria

The following paper presents three related narratives. The first one looks at the dynamics of definitions of social economy and social enterprises. The second presents the Bulgarian perspective on social enterprises from different data sources with a focus on particular regulatory gaps, which impede the development of specific social enterprises in Bulgaria, called chitalishte. They have the longest and most steady tradition in the country among the not-for-profit organizations. The third narrative presents a story of non-profit social enterprises as agents of institutional change. The examples used in the paper arose in different time periods, have different specifics, but all emphasize the importance of the economic and social environment for the degree of sway on the institutional profile of chitalishta. The specific forms of Bulgarian social entities were studied in order to demonstrate their potential for institutional changes, expected level of impact, and compliance with coherent policies. Some regulatory deficiencies that narrow the scope of their action were also analyzed.

Social Innovation is very high on the political agenda, not only as new way of addressing social issues often overlooked either by the private sector or the public sector, but also as a chance to respond to the multiple social, economic and environmental crises that are faced by societies all over the world. In Europe, austerity, budget cuts, unemployment, ageing, migration, and climate change are only a few of the many issues that can be cited as examples of the effects of such crises. Whereas the public sector is often having difficulties to address such challenging issues adequately, the business sector often does not find it profitable to address those issues. Therefore, civil society and individual citizens are often attempting to react and to seek new ways through ‘social innovation’ and, thus, new structures, hybrid organisations or a multitude of attempts across sectors are on the rise. Despite this strong involvement of civil society, and the fact that citizen engagement should be seen as a constant of social innovation policies and activities, social innovation can emerge from any sector. In general, the link between social innovation and the sustainable development agenda and policies is very apparent, especially with regards to social and equity issues. In this Quarterly Report (QR), our intention is to understand and showcase the main initiatives and activities undertaken at the EU level, and present several examples that help to understand how social innovation works in practice. This QR comprises four chapters: The first chapter defines the concept of social innovation, also focusing on the role of social entrepreneurship in the context of the social innovation discourse. The second chapter provides an outlook on the policy activities that are happening in the European Union. In the third chapter, we portray three practical experiences of social innovation that are able to explain of what social innovation is all about. The report concludes by summarising the main topics treated in the previous chapters so as to offer several considerations that can guide the reader in reflecting deeper on the topic.

The discussions on social and economic benefits of social enterprises in the context of Europe 2020 is the key point in a number of strategic and program documents. The paper presents social enterprises as a successful business model but also outlines the main challenges to their development. The study concludes on the main principles that should be followed by the national policies and measures to promote social entrepreneurship in Bulgaria. The problems in social enterprises development are summarized and conclusions and recommendations are made regarding the national legislation development and good practices exchange, as well as information provision, experience and competences development.

Social Entrepreneurship as a Form of Social Responsibility in Bulgaria

Social entrepreneurship is becoming a popular form of social responsibility and a way to solve a variety of urgent social problems. In order for a society to boost social entrepreneurship it needs a specific environment where such ideas can emerge and develop into an active business activity. This paper aims to provide a comprehensive literature review of the terms social responsibility and social entrepreneurship and to examine the current social entrepreneurship activities in Bulgaria. The analysis highlights the importance of social entrepreneurial ideas for improving the business climate in the country. A number of case studies are discussed to provide evidence of particular entrepreneurial activities which have successfully solved a number of social problems.
