Rick Tanksley brought a fresh perspective to community policing when he became the Director of Campus Safety and Emergency Preparedness at Occidental College in 2018. Before his time at Occidental, Tanksley was Vice President of Law Enforcement Consulting at Hillard Heintze, where he oversaw, among other initiatives, a project on community‐based policing. He brought those strategies to Occidental so students, staff, and faculty would see the work of his department as a resource and not just view the department as disciplinary. “Many people view us as being associated with the police, and that's not our mission,” Tanksley said. “We're here to be a resource; we're not just looking to arrest someone.”

By presenting problems and good practices, they analyse the potential of community policing to enhance local public order, public safety and citizens' subjective sense of security. Findings: The authors draw attention to the possibilities for municipal police forces to work according to a community policing philosophy. Giving a glimpse into the daily life of one of the specialised agencies of security as a means of achieving our common mission. Value: The authors of the study wish to contribute to the comprehensive scientific research and mapping of the operation of municipal police forces, recognizing the fact that the topic under research is a continuously topical issue of police operation, since the last two decades have brought about a number of unprecedented situations in the operation of the police.

Anthropocentrism as a leading philosophical idea of police care

The article explores the concept of anthropocentrism as the basis of a modern approach to police care in the context of the democratic transformation of society. The paper examines the ideas of anthropocentrism developed by leading philosophers: Aristotle, Hannah Arendt, Martin Buber, Immanuel Kant, Martin Luther King, Emmanuel Levinas, Jean-Jacques Rousseau. It is concluded that the ideas of ... [Show full abstract] anthropocentrism, formed by philosophers, are implemented in modern trends in the development of the Ukrainian police. It is stated that in the context of public administration, anthropocentrism is implemented through an orientation to the needs, safety and well-being of citizens, instead of the priority of the interests of the state as an abstract force. It is found that in the context of the research topic, anthropocentrism includes: preventive work; building trust; supporting vulnerable groups; dialogic communication; participation in solving social problems. The article examines the ethical, philosophical and legal principles of anthropocentrism in police activities. The role of humanistic values, such as dignity, freedom, security and trust, in forming an effective partnership between the police and the community is highlighted. It is determined that police care is important for citizens and affects: ensuring security; assistance in everyday situations; protection of vulnerable groups; trust and partnership; improving the quality of life. The key ideas of human-centeredness in UNDP approaches to police care are summarized: human rights are at the heart of police activities; Service-Oriented Policing; Community Policing; caring for vulnerable groups; development of ethical competence of police officers; digital openness and transparency. It is concluded that human-centeredness in police activities is not only a philosophical concept, but a real basis for building an effective, legitimate and humane law enforcement agency. Attention is focused on the idea that police care should be carried out taking into account the guarantees of constitutional rights and freedoms of man and citizen, guided by the principles of the rule of law.

A novel HP-Growth model for enhancing community policing in South Africa

South Africa (SA) grapples with a rising crime rate, which poses challenges to the safety and economic growth of the country. Despite the limited literature on pattern-based models in SA, frequent pattern-based models, particularly Frequent Pattern Growth (FP-Growth) and Hyper Structure Mining (Hmine), have demonstrated utility in various research fields. This paper introduces a novel model, ... [Show full abstract] Hybrid Pattern-Growth (HP-Growth), which combines the strengths of FP-Growth and Hmine. A comparative analysis of the South African crime statistics (Stats SA crime) dataset’s computational time complexity, scalability, and memory usage revealed that HP-Growth and Hmine outperform FP-Growth. This study establishes association rule thresholds and emphasizes the importance of selecting the most appropriate pattern-based model for generating crime patterns. According to the study, HP-Growth outperformed the other two models on sparse datasets, whereas Hmine excelled on dense datasets. FP-Growth uses more memory and has a greater time complexity than HP-Growth and Hmine. The most suitable model was then integrated into the developed crime support system. The research outcome has practical implications for law enforcement in aiding strategic resource allocation and proactive policing for crime reduction and control.
