Abstract

Margaret Hilda Thatcher ha sido una de las políticas más influyentes en el proceso de construcción europea desde su liderazgo del Reino Unido durante un periodo de cambio y profundización en Europa. Su popularidad entre británicos y europeos es todavía alta y sus ideas liberales continúan de actualidad. La participación de la mujer de Estado británica en cuestiones cruciales como el Acta Única Europea o el cheque británico ha tenido consecuencias que afectan aún al conjunto de Europa. Asimismo, la fuerza icónica de su figura ha sido ampliamente utilizada con fines partidistas durante la campaña que precedió al referéndum británico que ha desembocado en el brexit. La presente investigación indaga sobre la figura de Thatcher desde una perspectiva singular, analizando sus contribuciones al avance del proceso de construcción europea y su bloqueo a la integración en algunos campos. El análisis directo de sus acciones, amén de sus frecuentes declaraciones respecto a la integración europea, son el pilar básico de la investigación realizada, cuyo objetivo es desenmarañar la posición de Thatcher con respecto a la Unión Europea. Las fuentes primarias son cardinales en la pesquisa, y se complementan con fuentes secundarias de alta calidad académica que han tratado el tema perpendicularmente. El problema de separar el mito de la realidad, de discernir el personaje real de la imagen, altamente manipulada por diversas corrientes para aprovecharse de su popularidad hoy en día aun alta, ha sido el mayor reto de esta investigación.

Resumen
Margaret Hilda Thatcher ha sido una de las políticas más influyentes en el proceso de
construcción europea desde su liderazgo del Reino Unido durante un periodo de cambio y
profundización en Europa. Su popularidad entre británicos y europeos es todavía alta y sus ideas
liberales continúan de actualidad. La participación de la mujer de Estado británica en cuestiones
cruciales como el Acta Única Europea o el cheque británico ha tenido consecuencias que
afectan aún al conjunto de Europa. Asimismo, la fuerza icónica de su figura ha sido
ampliamente utilizada con fines partidistas durante la campaña que precedió al referéndum
británico que ha desembocado en el brexit. La presente investigación indaga sobre la figura de
Thatcher desde una perspectiva singular, analizando sus contribuciones al avance del proceso
de construcción europea y su bloqueo a la integración en algunos campos. El análisis directo de
sus acciones, amén de sus frecuentes declaraciones respecto a la integración europea, son el

perpendicularmente. El problema de separar el mito de la realidad, de discernir el personaje real
de la imagen, altamente manipulada por diversas corrientes para aprovecharse de su
popularidad hoy en día aun alta, ha sido el mayor reto de esta investigación.

Abstract
Margaret Thatcher has been one of the most influential politicians in the European building
process as she was the head of one of the most outstanding member states of Europe. Numerous
British and European citizens continue to share her ideas currently so her importance goes
beyond her period in politics. Her participation in different European developments such as the
Single European Act or the British Rebate has consequences that still affect the whole of
Europe. In addition, the iconic strength of his figure has been widely used during the campaign
that preceded the British referendum that led to the brexit. The present investigation explores
the figure of Thatcher from a unique perspective when analyzing her contributions to the
process of European construction in the context of her contributions and her concerns to the
integration process. The direct analysis of her actions and her statements regarding European
integration are the basic pillar of the research carried out, with the aim of clarifying Thatcher's
position with regard to the European Union. Therefore, primary sources are essential,
complementing secondary sources of high academic quality that have treated the subject
tangentially. The problem of separating myth from reality, of discerning a character highly
manipulated by different political actors to take advantage of her popularity, even today high,
has been the greatest challenge of this research, whose results clearly reflect a Thatcher united
to Europe, but not to the European Union.

This article focuses on French opinions and perceptions towards the European Union (EU). Its aim is to assess whether nationalism plays a relevant role in shaping people´s views on the EU. For doing so, different proxies of patriotism, nationalism and chauvinism are explored, and French perception of the EU is scrutinized through four dimensions measuring the respondents´ assessment of their EU knowledge, their country´s benefits from EU membership, national sovereignty and support for continuing French EU membership. The data source comes from the survey carried out in 2013 by the International Social Survey Program (ISSP) in which the sample size, in the case of France, is more than 2,000 people. Findings indicate that nationalism and chauvinism correlate negatively with attitudes towards the EU. The contribution to the literature is twofold. Firstly, it is shown that there is a strong negative correlation between chauvinism and the willingness of remaining as a Member State of the EU. Secondly, this research revealed that an improvement in the communication channels between the EU´s institutions and the citizenship could be crucial to counterbalance this effect. RESUMO Este artigo se concentra nas opiniões e percepções dos franceses em relação à União Europeia (UE). Seu objetivo é avaliar se o nacionalismo desempenha um papel relevante na formação de opiniões pessoais sobre a UE. Para isso, ele explora diferentes indicadores de patriotismo, nacionalismo e chauvinismo e examina as percepções francesas sobre a UE por meio de quatro dimensões que medem a avaliação dos entrevistados sobre seu conhecimento da UE, os benefícios de seu país como membro da UE, a soberania nacional e o apoio individual à permanência na UE. A fonte de dados vem da pesquisa de 2013 realizada pelo International Social Survey Program (ISSP), na qual o tamanho da amostra, no caso da França, é de mais de 2.000 pessoas. Os resultados indicam que o nacionalismo e o chauvinismo estão negativamente correlacionados com as atitudes em relação à UE. As contribuições desta pesquisa são duas. Primeiro, ela mostra que há uma forte correlação negativa entre o chauvinismo e a disposição de permanecer como estado-membro da UE. Em segundo lugar, ela mostra que a melhoria dos canais de comunicação entre as instituições da UE e os cidadãos pode ser crucial para neutralizar esse efeito. Para ello, se exploran diferentes indicadores de patriotismo, nacionalismo y chovinismo, y se examina la percepción francesa de la UE a través de cuatro dimensiones que miden la evaluación de los encuestados sobre su conocimiento de la UE, los beneficios de su país como miembro de la UE, la soberanía nacional y el apoyo individual a seguir siendo miembro de la UE. La fuente de datos procede de la encuesta realizada en 2013 por el International Social Survey Program (ISSP) en la que el tamaño de la muestra, en el caso de Francia, es de más de 2.000 personas. La salida del Reino Unido de la Unión Europea (en adelante, UE) se formalizó a principios de 2021, con consecuencias aún por evaluar. Aunque, es evidente de que probablemente se trata de uno de los sucesos de más envergadura en décadas en lo referente a la Unión Europea. El impacto real de la retirada británica puede afectar enormemente tanto al Reino Unido como a la Unión Europea, pese a que actualmente se está realizando una transición ordenada sin catástrofes ni consecuencias apocalípticas. Al respecto, el temido efecto arrastre que hubiera inducido a otros países a abandonar la organización europea no se ha cristalizado, pese a los persistentes y graves problemas con Polonia y Hungría. No se ha producido ninguna disrupción económica de significa-ción y el mercado ha afrontado las nuevas barreras con normalidad. Cierto es que han habido protestas pesqueras, pero que no han generado una tensión excesiva, más allá de protestas pun-tuales y el uso populista del asunto, especialmente por Francia y el Reino Unido en la zona del canal de la Mancha. Por otra parte, la actitud del gobierno británico, no respetando lo negociado tras un largo proceso con la UE, puede generar problemas graves. Su impacto más importante, aunque no el único, hace referencia a la renegociación del protocolo de Irlanda del Norte, que puede tener con-secuencias muy relevantes para la UE, RU y la República de Irlanda. La cancelación unilateral del protocolo por parte del gobierno británico podría desencadenar el fin de los acuerdos con la UE en todos los campos e impactar muy negativamente a las relaciones comerciales entre ambas áreas. Asimismo, podría significar el resurgir de la violencia sectaria en el Ulster debido a la crea-ción de una frontera dura entre ambas partes de Irlanda, ya que la libre circulación de personas y mercancías entre ambas zonas supuso una reducción de la tensión interna que durante tantos años azotó a este territorio. Importance of these segments in the case of homes, in our streets and in all the places where we like to meet, exchange and experience life together. The European Union has signed an Agreement, extending it to the Community. It means defending these values, these rights, these principles all over the world. The European Union is a signatory to the liberalization of human rights, democracy and respect for human rights. "

Resumen El presente estudio analiza la imagen mediática de Margaret Thatcher con motivo de las elecciones de 1979, 1983 y 1987 en los periódicos españoles La Vanguardia, ABC y El País. A partir del análisis de contenido, se persigue conocer la caracterización que se elaboró con motivo de la llegada de la primera mujer al cargo de jefe de gobierno de un país europeo, hace ahora cuarenta años. La distancia temporal, el variado espectro ideológico, y la relevancia de la figura analizada, permiten adentrarse en la actitud de la prensa y conocer el grado de naturalidad, paternalismo, estereotipación y anomalías con que se trató a la mandataria británica. La elección de una mujer desde un partido conservador, el triunfo del thatcherismo, y el hecho de que fuera capaz de regir a los varones, engloban los discursos principales de las cabeceras.

The European Union is the third largest in the world and one of the most influential actors in terms of economics, trade and development aid. The EU finances more than half of the world's development aid and takes actively part in conflict prevention and peacekeeping activities. In 2008 the EU and its member countries had a budget of 49 billion euros for the aid projects in the developing countries. This represents 0,40 percent of the EU member countries' GNP, which is more than for example in Japan or in the United States. (Europa). In the latest development policy review the EU has announced that the aim is to increase the budget to meet 0,70 percent of the GNP in 2015.

The Union for the Mediterranean is a multilateral partnership between the European Union and its Mediterranean neighbours, including 16 partners from Africa and the Middle East. The essay will focus on its influence on the middle East countries, such as Egypt, Israel, Jordan, Lebanon, the Palestinian Authority, and Syria. The European identity is a necessity in the European Union. As the organization is becoming closer to a new governmental structure, the participation of the people is more needed in the process. Traditionally the European integration has been decided by the governments of the member states plus some influence of the European institutions, without the participation of the European citizens. The main part of the sovereignty was hold by the member states and hence there was no need for the participation of the people. Currently the Union is reaching a point where the sovereignty is being shared in the common forums that are the European institutions, as the European Parliament or the European Commission. Democracy is the main pillar of the political system of Europe, and any new form of government should include it. The people in order to participate in the political system needs to identify themselves with it, needs to find common roots to collaborate with each other in the society. Previously this identification was done through the concept of nation, a community of citizens who shared common values and culture. This article describes the current situation of the common European identity, basic for the proper working of the democratic system in the European level, and proposes different measures in order to increase the cohesion between the people of Europe.

While the discussions among Brexiters mainly focus on the referendum of 2016 or David Cameron’s “great miscalculation” and its repercussions, this book looks at the Brexit as a process that began decades earlier. It analyses EU-UK relations from a new perspective, taking into consideration the historical background, political aspects, and legal and economic matters. The book provides a holistic understanding of the Brexit, approaching the referendum and its outcomes as the culmination of a long process rather than an isolated political event crafted within the corridors of Westminster or Downing Street 10. Accordingly, it addresses a range of thematic issues, historical patterns of political and economic behavior both within and beyond the United Kingdom, and possible future effects on relations between the Union and one of its most important members.

BREXIT has created a new situation in the field on free movement of workers within the EU. It was the change introduced by Lisbon Treaty that gives the EU Member States the right to exit from the European Union. On 29 March 2017, Theresa May send a letter to President of the European Council Donald Dusk a letter with a wish to use the Art. 50 of TEU to exit from the EU, and from European Atomic Energy Community. Europe and Britain are now facing a new situation that has never happened before and therefore any decision of the further collaboration and co-existence gives precedents to potential new “dissociates“ from the EU. The current situation affects also the EU citizens living in Great Britain and British citizens living in other EU countries, as the principles of free movement of persons will no longer automatically apply to either of those groups of people and new agreements need to be imposed.

The negotiations for the British accession were successful in the early 1970s only after de Gaulle left his position as President of France. The French blockade to the British accession was removed only after the British Premier had reassured his French colleagues about the British commitment to Europe and secured concessions on specific French concerns. The enlargement of the UK, Ireland, Denmark, and Norway had become a difficult challenge for all the parties involved. The financial contribution to the European Budget was also a major issue during the negotiations. The official reason for the referendum of 1975 was that the UK citizens needed to express their opinion and decide about such an important issue linked with their individual and collective freedoms. This book follows three main hypothesises – claims for the existence of the Constitutional system of the European Union and according to them it is divided into the three structural parts. All of the following hypothesis shall argue for the existence of the complex constitutional system of the supranational entity, the European Union. 1. Our first argument is based on the assertion according to which where society exists (i.e. political and societal structure) there is a Constitution. 2. The second argument is based on the claim that where a law is present (i.e. autonomous legal system) there is a Constitution. 3. The current chapter gives a general overview of Estonian legal system by its historical development, describing the most relevant periods of the ancient Estonian legal society, influences to the local law by the foreign powers and the contemporary impact and position of EU and international law to the current Estonian legal system, and its judicial system. The legal policy of implementation and interpretation of international and supranational law have been explained through the approaches derived from evolving constitutional legal traditions. Estonia is famous for its e-governance and so-called e-law, which is often presented as characteristics of Estonian legal society where the most of the public services offered and used on-line. As the law of e-Governance is not framed as one branch of law, the chapter focuses on e-identity, data protection, ICT law and other relevant legal regulation fields and issues. The last part of the chapter is dedicated to the legal regulation of state security as a part of a legal system. In recent years Estonia has promoted the enhanced international cooperation in state security and the last section provides corresponding overview of the international and EU level legal instruments and their application in Estonia.

Collection of digital evidence is relevant in the majority legal proceedings in some way. In criminal proceedings, the public authorities have powerful legal measures at their disposal that allow collection of evidence, but often these measures are not specifically designed to deal with digital evidence. Besides the problem of suitability of traditional evidence rules, law enforcement also has to deal with higher legal standards and often work together with the private sector. Moreover, the practical use of existing special powers addressing digital evidence (like the ones set forth in the CoE Cybercrime Convention) still needs a lot of encouragement. On the other hand, collection of digital evidence in a civil law suit follows different principles; parties have less control over the process but have more flexibility, and following the “meet and confer” principle can establish better tailored rules for their case. However, failure to properly manage preservation and collection of digital evidence may lead to unfavourable outcomes in legal proceedings and end up in getting fines or disruption of business functions and processes. This article discusses issues relating to collection of digital evidence in criminal proceedings, civil cases, arbitration and other legal purposes in order to identify areas where private sector actions can inform law enforcement efforts and vice versa while outlining a model for legal requirements of digital forensic readiness. Much work on the UK executive still focuses on long-running ‘chestnuts of the constitution’, especially the controversy about the relative power of the prime minister and the cabinet (Heclo and Wildaysky, 1974, pp.341–3). Mackintosh’s (1962, 1968) study crowned the debate with an impressive summary of the historical evolution of cabinet government, but over the last 30 years little systematic fieldwork-based research into the prime minister or cabinet government has been published (the major exceptions are Hennessy, 1986; James, 1992; but see also Herman and Alt, 1978; Headey, 1974). Although this topic lives on as a standard controversy much raked over by students and newspaper columnists, in political science it has been an inactive field.

Information and communications technology (ICT) plays a major role in modern society. The Internet has certain unique factors which make eParticipation and eGovernance particularly appealing, namely the size and extent of the Internet, which enables it to be a medium whereby information can be very widely dispersed. This in turn has made political participation easy online. However, there is also a propensity of ICT to be used to interfere with our right to privacy. There is a need to factor in present and future requirements in the scope of eDemocracy and eGovernance generally, and one of the key issues is the devising of methods to narrow the prevailing digital divide. There is also more need for creation of adequate support tools to enable the user to navigate through vast contents, while also engaging and interacting in a meaningful manner with others. For eDemocracy to flourish, what is needed are newer versions of ICT, interest in eDemocracy (both by the government and public), suitable legislation, financing, and a generally conducive environment for enhancement of democratic ideals. However, by its very nature, technology is not inherently democratic. To indulge in eParticipation, we need to understand the concept of ePersonality. This in turn leads us to the question of what is an ePerson? In order to enable the ePersonality to flourish, the authors propose the need to create a parallel online universe, where rights and liabilities mirror those found in our various earthly conventions and declarations related to human, cultural and political rights, but where the distinction between the real world and the online world persists—thereby creating a situation wherein the twain shall coexist but never meet. This is the cloned heaven specially made for Trishanku, a concept taken from Hindu mythology in an attempt to find the answer for the future from our past.
