Amplifying Indian Women’s Voices and Experiences to Advance Their Access to Technical and Vocational Education Training

Abstract

This chapter questions gender biases that are entrenched in culture and traditions. It shows the gap between educational policy and practice. The practice here is women’s participation in non-formal and Vocational Education and Training programs. The chapter urges policy makers to bring reforms in the vocational track of the education system, by incorporating the reality that many women face. Through Participation Action Research method, Iyengar and Witenstein try to illicit the cultural, religious, intergenerational practices that tend to thwart basic human rights for women in India.
 





This dilemma was unearthed in our study as Witenstein and Iyengar (2021) and Iyengar and Witenstein (2019), and highlights the importance of better messaging from government and municipal organizations and the value of engaging in bottom-up dialogs and studies that tap into the needs and desires of potential enrollees (which has the potential for keener policy development). Gottlieb et al. also holds the meaningful point of acknowledging and studying individual student experiences to make meaning of the in-between spaces that students who are often in the margins may face. As we illustrated in Iyengar and Witenstein (2019), recognizing the liminal, third spaces that many current or potential TVET students "live" in, offer opportunities for practitioners, researchers, and policymakers to facilitate conversations about leveraging their new skills in concert with the decision-making that permeates the social, cultural, and economic dimensions of their lives. Prior to embarking on this special issue, we had begun working on our own technical and vocational education and training (TVET) research project studying women’s upskilling in India. The Indian government demarcated women’s upskilling as an important initiative in their 12th five-year plan (an economic plan strategizing development and growth), which particularly remarked about the criticality of improving access while also notating the challenges and equity points that need to be worked on including economic empowerment and engagement in governance (Planning Commission, 2013). We then realized there was a need for studies on the ground to gauge whether this endeavor/initiative was desired and to begin working on policy development from the bottom up to connect with the Plan’s overall goals. Hence, through our participatory action research work at an upskilling program, we studied women’s access to and interest in participating in TVET programs because we wanted to know how and if they desired to engage in these programs (Iyengar & Witenstein, 2019; Witenstein & Iyengar, 2021).

This paper examines the status of vocational education and training (VET) in India, amid the Indian government’s focus on vocational education in schools to increase their employability. The authors discuss the challenges associated with the VET through socioeconomic implications especially for the marginalized population. The paper highlights the gaps between the aims of VET and Sustainable Development Goals 4 to access equitable and quality education and Sustainable Development Goal-8 for achieving a decent job amid the contrasting development through reduced public funding in education including VET. The paper observes an overlapping of general and vocational education and lower employment. The paper suggests sincere engagement of public and private stakeholders to provide VET to aspirants irrespective of any discrimination. Finally, the paper recommends higher public funding to create a stronger robust VET system and to offer more inclusivity and quality education and training for all.

The Indian Government’s 12th Five Year Plan features ambitious goals regarding the upskilling of women in India. While the Plan acknowledges Indian women’s continued inequality, technical and vocational education and training (TVET) programmes (a main avenue for upskilling) pose considerable challenges. There is significant work to be done if India aspires to meet the 12th Plan’s goals. Moreover, to achieve them in a socially just manner, greater efforts are required to include and amplify women’s voices throughout the process. In pursuit of this aim, the authors of this research note share insights from the first stages of their study of an upskilling programme in the non-formal education sector. They argue for a bottom-up approach to understand how women wish to participate in this programme and in government-recognised TVET more broadly. To understand the women’s perspectives, the authors use the notions of third-space frameworks and “scapes”. These concepts go beyond simply acknowledging the need for labour upskilling and offer opportunities to critique gender biases, stereotypes and patriarchal practices, while formulating new ideas about how to engage as active participants in Indian society. Based on these insights, the authors offer a path forward by directly engaging with women on the ground level, using a bottom-up approach.

Although writings about PAR typically offer an academic argument, it is less common for them to delineate what it takes to do participatory action research (PAR). Therefore, the authors of this chapter asked themselves three critical questions: What is the work involved in enacting PAR? What kinds of opportunities might researchers face and what kinds of problems will they need to solve? And what would it take to solve the problems and leverage the opportunities in such a way that promotes social justice and transforms the context and the players? In this chapter, the authors first provide some definitions for the terms used in the discourse of PAR and then examine some historical markers that may underlie the enthusiasm for the research methodology. The authors’ goal is for readers not only to come to know what informs PAR but also to begin asking their own questions about what it takes to pull off PAR in the educational contexts in South Asia that they seek to support.

The world’s population is ageing fast and it is estimated that the global population aged 65 and above shall reach to 1.3 billion by 2040, which will be more than double of 530 million in 2010. Rapidly ageing population shall result in severe labor shortage across in the global market. The world’s largest economies like Germany, France and US are expected to suffer due to the acute shortage of skilled workers. According to a global study, presently India is one of the largest labor-surplus countries in terms of its working age group (15-64 years) populations worldwide. India is in demographic dividend phase and can generate skilled manpower for employment through effective use of vocational and skill development training. The present study is to examine how to create skilled labor force through effective use of schemes of Government of India, run by different ministries to facilitate its skill development mission target to train 500 million people by 2022.

Transnational Asian adoptees are a unique and understudied population that potentially faces oppression and confusion. Educational institutions are often unresponsive to the needs of immigrant groups, particularly ones with unique circumstances like transnational Asian adoptees. Not only is there a gap generally in the critical and empirical literature across fields when it comes to this population, but it is almost entirely missing from the educational literature. This conceptual paper contributes a better understanding of transnational adoptees through a third space framework. We seek to critically analyze and synthesize the literature on transnational Asian adoptees. The outcome of the investigation bridges the adoption and education literature, situating it within the educational context. In doing so, we present educational implications of transnational Asian adoption that lay the groundwork for much needed empirical analyses.

Skills and knowledge are the driving forces of economic growth and social development of any country. The economy becomes more productive, innovative and competitive through the existence of more skilled human potential. Women are the most vibrant and dynamic segment as well as potentially most valuable human resources. However, despite phenomenal capabilities, India is seriously handicapped with a very weak and narrow knowledge and skills base, with 12.3% gross enrolment ratio, as compared to 21% in China, 54.6% in developed countries and the world average of 23.2%. This paper represents the concept and Meaning of Vocational Education and Training by linking it to lifelong learning. The importance of VET for underprivileged , marginalized groups and women has been pinpointed, as it is a powerful weapon against poverty and hunger, and for women's empowerment. By focusing on the need for VET for women, it was felt that VET can make a big difference for many of the rural poor and women by improving household productivity, employability and income-earning opportunities and also for enhancing food security and promoting environmentally sustainable development and livelihoods.

This paper makes an attempt to provide a review on challenges, outcomes and present situation in vocational education and training (VET) programs in some Asian countries. Various country-specific studies indicate that the VET system has not responded very well in the South Asian region. The VET stream is quite small. Despite there being a growing demand for a skilled labor force, the labor market outcomes of those who have followed the vocational path are not good. However, the governments are giving full attention to making the VET system robust in these countries. Various new policy initiatives have been undertaken by the governments in recent years.

The article argues that Homi Bhabha's important and provocative accountof culture in relation to hybridity relies heavily on Derrida's account ofdifferance and is liable to some of the same reservations - that it risks a'privileging of difference' and an inadequate theorization of identity. This,it is suggested, leads to unwelcome consequences in both the analysis oftexts and the understanding of contemporary politics.

Journal of World History 11.1 (2000) 157-159 Nowadays it is perfectly acceptable to state that "we all live in a global village," "the world is shrinking," and "the world is growing smaller." Economists, sociologists, and anthropologists all realize that globalization has dramatically changed the world. However, they do not agree on the causes and consequences of these changes. In particular, what is "new" about globalization? World historians, especially, are aware of the fact that the "shrinking" of the world started as early as 1492 or 1498. Indeed, mass migration, cross-cultural trade, warfare, and colonization have economically, culturally, and politically been changing the shape of world history over the past five centuries already. In Modernity at Large the cultural theorist Arjun Appadurai has taken up the challenge and has attempted to show what is new about "globalization" in the last two decades or so (pp. 44, 53, 66, 139). His main aim is to focus on the cultural dimension of globalization. He explores how the interconnectedness of migration and modern mass media affects the imagination and defines notions of neighborhood, nation, and nationhood. In his view, it has only been in the past two decades that the media and migration have begun to deterritorialize, which has led to the emergence of long-distance nationalism, "diasporic public sphere," ethnic violence, and the growing disjunction of various economic, cultural, and political aspects of daily life. Here we arrive at the heart of Appadurai's theory. Appadurai became famous in the early 1990s for his neologism -- the use of the suffix -scape, which, when combined with the appropriate prefixes (ethno-, media-, techno-, finance-, and ideo-), offers a radical new framework for examining cultural dimensions of globalization over the last two decades. Central to Appadurai's theory is that the new global cultural economy "cannot longer be understood in terms of existing center-periphery models" (p. 32). These various "scapes" suggest an alternative spatial rendering of the present: one that is not fixed as a typical landscape might be, but amorphous and flowing in various directions and with various sizes. These "scapes" are the building blocks of the contemporary imagined worlds. Modernity at Large is best seen as an extension and a repetition of Appadurai's earlier essays. His appealing rhetoric made him very popular among postmodernists. Despite their rhetorical brilliance, however, these essays have their limitations. Why, for example, does Appadurai distinguish only five "scapes," where I could think of many more, such as "science" and "environment." Furthermore, what is the relation between the different "scapes"? Is there any relation, and if so, how does it work? If the main aim of these essays is to offer a new framework for the cultural study of globalization, what then is so cultural about "finance-scapes"? In his first chapter, "Here and Now," Appadurai makes a great fuss over the difference between culture, cultural, and culturalism, but as far as I can see, he does not use his own analytical framework in any of his other chapters. In other words, Appadurai gives us few clues as to how to use his "scapes" in empirical research. This is particularly striking in his other essays, where he hardly refers to his own theoretical model. The main themes of the other essays in Modernity at Large include the "Indianness" of Indian cricket, the use of counting bodies in colonial states as an important new agenda for a critique of colonial rule, and some thoughts on the "production of locality." Most of these essays refer to another main theme in the book related to "scapes": the fact that modern media and mass migration have separately and together produced an increasing degree of instability in the creation of selves and identities. The near universal access to mass media images has democratized and extended the imagination of ordinary (and often illiterate) people around the world.
