Abstract

This presentation reflects the serious difficulties faced by citizens who must protect fundamental rights in court by revealing the misdeeds committed by civil servants and institutional corruption. The 126 slides constituting this report gather data that should facilitate the in-depth study of the problems disturbing the administrative and judicial organization of the State of Quebec. It is hoped that this research data will stimulate the discovery of solutions compatible with jus cogens to remedy the problem.
