Socio-Demographic Profile and Performance of Women Punong Barangays in Selected Municipalities of Maguindanao

This study applied the descriptive-correlation research design to assess the performance of barangay officials in terms of their delivery of devolved basic services and facilities during the COVID-19 pandemic. The study’s respondents were the 108 barangay officials and the 360 constituents of a certain municipality in Negros Oriental, Philippines. In this study, the barangay officials’ performance was correlated with the problems they encountered while performing their duties. The data revealed the following: (1) Health and Medical Services and Environmental Management System and Services: the barangay officials’ performance is “very satisfactory” as perceived by both the constituents and the barangay officials themselves; (2) Public Works and Services and Agricultural Support Services: the barangay officials’ performance is “very satisfactory” as perceived by the barangay officials themselves and “satisfactory” as perceived by the constituents; (3) Social Welfare Services: the barangay officials’ performance is “very satisfactory” as perceived by both the barangay officials and constituents; (4) Agricultural Support Services: the barangay officials’ performance is “very satisfactory” as perceived by the barangay officials themselves and “satisfactory” as perceived by the constituents; and (5) Environmental Management System and Services: the barangay officials’ performance is “very satisfactory” as perceived by both respondents. The findings further revealed that there is a significant, inverse, and moderate to strong relationship between the problems encountered by the barangay officials and their performance in delivering the five devolved basic services during the pandemic.
Thesis
This quantitative-descriptive research sought to determine the level of competencies of Barangay Officials of Barangay Dinagaan for the period 2018-2023. Specifically, this study aimed to: describe the profile of the respondents as to age, sex, civil status, educational attainment and training and seminars attended; determine the level of performance of the Barangay Officials as perceived by the respondents in terms of legislative functions, executive functions, and program administration. The subjects of this study were the 273 constituents of Barangay Dinagaan in Legazpi City. The study used frequency count, percentage, and weighted mean. The study found out that the competencies of barangay officials in Barangay Dinagaan reveal a moderate proficiency in Executive Function, Legislative Function, and Program Administration. The study indicates that in terms of Executive Function, Barangay Dinagaan officials exhibit "Moderately Competent" competencies with an average weighted mean of 3.23. Self-evaluation by officials reached 4.05, while Senior Citizens rated 3.31, and Persons with Disability rated the lowest at 2.88. In Legislative Function, officials are also "Moderately Competent" (average weighted mean 3.38), with self-assessment leading at 4.05, the Unemployed group at 3.98, and the Youth Sector at the lowest, 2.73, showcasing competency variations among respondent groups. Program Administration competencies are "Moderately Competent" (average weighted mean 3.06), with Persons with Disability providing the highest rating at 3.89 and the Youth sector the lowest at 2.63, emphasizing diverse perspectives and areas for improvement. The findings conclude that the level of competencies of the barangay officials implies a clear need for targeted strategies and interventions to address specific competency gaps. The conduct of this study provided a new basis in pursuing other research perspectives. Furthermore, it enabled to hone the interest of future researchers to strengthen and improve the barangay performance of Barangay Officials.

The study evaluates the competencies of Punong Barangays in Hadji Panglima Tahil, Province of Sulu, in terms of delivery of basic services, executive functions, and legislative functions during the Fiscal Year 2023. The study involved 100 respondents, mostly female, married, aged 31+, with high school education and an average monthly income of 5,001-10,000. With 100 samples taken through non-probability sampling method via purposive sampling, and with the use of weighted mean, standard deviation, t-test for independent samples, One-way ANOVA, and Pearson’s r the findings indicate that Punong Barangays are generally competent in their duties and functions. The study supports the Antal Szerletics, Gerry Stoker, and B. Guy Peter’s model, which emphasizes the importance of establishing a good governance structure to guide and manage sustainability and responsibility. This structure allows leaders to set direction, establish goals, and create policies to execute strategies. Good governance can be conceived as a basket of practices, including professional civil service, anti-corruption policies, transparency and accountability, democratic decision-making, the rule of law, protection of human rights, and independent judiciary. The findings suggest that the Punong Barangays in Hadji Panglima Tahil, Province of Sulu are competent in their duties and functions, with age, gender, average monthly income, and educational attainment not significantly mediating their assessment of competencies.

This study assessed the office competencies and challenges among the newly appointed Barangay Secretaries of Local Government Unit (LGU) of Nabua in Camarines Sur, Bicol Region in the Philippines. This descriptive method of research used questionnaire and interview using the percentage method and mean as its statistical tools using the four-scale rating to interpret the gathered data. The actual respondents of the study were the 35 of the 45 Barangay Secretaries of LGU-Nabua. Findings reveal that the office competencies of barangay secretaries along stenography, office management, records management, and human relations were all assessed as satisfactory except for computer operation which was assessed as fair. The study further revealed that challenges were seldom encountered by the respondents along their work performance. Majority of the respondents preferred training program on records management and office management but computer operation in varied software with ease may also be given emphasis. Recommendations to enhance the office competencies and address the challenges encountered by barangay secretaries in their present job were also proposed in this study.
