New Venture Emergence is very critical for alleviating the serious global challenge of youth unemployment. The concept of New Venture Emergence is understood to involve those activities and events that are undertaken before an enterprise becomes an enterprise. It is still not clear though if Need for Achievement mediates the relationship of Information Asymmetry and New Venture Emergence. This paper however, seeks to determine if entrepreneur"s need for achievement mediate in the relationship between information asymmetry of an entrepreneur and new venture emergence. In this paper, Need for Achievement is characterized by; desire to undertake challenging tasks, pursuit of excellence, desire to succeed in competition, and commitment to overcoming difficulties. On the other hand, Information Asymmetry includes Prior Knowledge of Markets and Prior Knowledge of Customer Problems, while New Venture Emergence is constituted by seeking startup funding, hiring employees, developing new products and services, and setting up an enterprise. Quantitative data is used to establish that, Need for Achievement does not mediate the relationship of Information Asymmetry and New Venture Emergence. Accordingly, recommendations are suggested to improve youth entrepreneurship policy development planning.
