Functional diversity of programme leaders in four European countries

Abstract

This contribution sets out to discuss programme leaders' (PLs) tasks and responsibilities at four Euro-pean higher education institutions (HEIs). It is sought to carve out their different roles, formal and informal power and resources with regard to the implementation of diversity management in their institutions. The four institutions that are the focus of this study are the University of 1, 2, 3 and 4. Despite seemingly similar functional portfolios, it became obvious throughout the study that PLs are not only differently embedded in their organisations; they also operate with differing roles and resources. In general, PLs at 1 are largely responsible for the overall success of their study programme (in terms of student intake, student success, employability rates). By means of predominantly informal power they seek to promote a spirit of cooperation amongst their functionally diverse (administrative and academic staff) team. Although being rooted in academia they need to act as an interface between the academic and the administrative mind-sets of HEIs. At 3-similarly to 1-PLs take responsibility for the day-today delivery of a designated academic programme. They act as advocates for the programme and foster a sense of student community and 'belonging'. They work collaboratively with academic colleagues, professional services teams and students to offer an excellent student learning experience. They also monitor, review and seek to enhance programme content and delivery. At 4, in contrast, PLs role is much more informal. They are appointed by their peers-in some cases they even appoint themselves-and are not like in "country1" officially announced after a lengthy hearing. PLs tasks at 4 are mainly coordinative and geared towards a smooth and efficient processing of study programmes. Similarly, 2 does not have a designated PL for each study programme. Educational leadership is shared to support regional strategies and a strong knowledge-based approach in each study programme. Development managers work closely with several academic specialists-such as degree or module coordinators and heads of student affairs to support a study programmes' development, student intake, student success and employability.

cases they even appoint themselves and are not like in Austria officially announced after a lengthy
hearing. PLs tasks at TH Cologne are mainly coordinative and geared towards a smooth and efficient
processing of study programmes.
Similarly, Laurea does not have a designated PL for each study programme. Educational leadership is
shared to support regional strategies and a strong knowledge-based approach in each study programme.
Development managers work closely with several academic specialists such as degree or module co-
ordinators and heads of student affairs to support a study programmes’ development, student intake,
student success and employability.
1 INTRODUCTION
Over recent years, a shift from collegial to more entrepreneurial and managerial approaches
has been taking place in the structural foundations of Higher Education Institutions (HEIs)

(Bolden et al. 2008). Thus, HEIs experienced major challenges in developing operational and
organisational structures and decision-making processes. Academic middle management is
central to the effective operation of the vast majority of universities (Scott et al. 2008; Thorpe
and Garside 2017). As Jones (2011, p. 281) states, “there is no way in which the university’s
expectations will be realised if HODs [head of departments] as ‘middle managers’ are unable
or unwilling to put them into action. „However, academic middle managers face an ambiguous
and complex form of leadership, operating in the space between academic and manager
profiles (Murphy and Curtis 2013). This is all the more relevant in view of an increasingly
international and intercultural university environment where PLs are in need to make informed
and context-specific decisions and have an extensive knowledge base of the multitude of
diversity paradigms, their underlying rationales, prescription and focus (Gaisch et al. 2019).
Programme leaders (PLs) - being part of HEI’s lower middle management - play an important
leadership role within universities (Vilkinas and Cartan 2015). Usually, they are academic staff
with responsibility for the delivery of teaching programmes (such as bachelor or master
degrees) within their HEI. They most often have a broad range of responsibilities. First, they
are accountable for the academic health of their programmes and need to ensure that their
programmes are of high quality and that they meet any educational standards that are set.
Thus, course management, curriculum development and staff timetabling are central in their
role description. In addition, they inevitably come into contact with the personal experiences of
students, and therefore need to understand the student perspective (Murphy and Curtis 2013)
and ensure positive learning outcomes for students.
Second, they need to work with external bodies such as secondary schools, professional
bodies and employing organisations. Consequently, marketing and liaising with key
stakeholders is central in their daily activities. As the work at the frontline of HEIs, they are a
hub linking central stakeholders like students, lecturers, central services, industry as well as
representatives from the vocational fields.
Third, they need to provide leadership to those teaching on the programme and to professional
staff that assist with the delivery of the programme (Vilkinas and Cartan 2015). They have
influence on their colleagues (both teaching staff and administrative/ support personnel)
although they often dispose of only informal authority to seek out and secure support for the
implementation of high quality teaching and learning. Hence, programme leaders do not have
the authority that comes with official line management responsibilities, and either lead staff
without official power or make use of their line manager’s support (Vilkinas and Cartan 2015).
Additional to their leadership and management position, PLs may also operate as researchers
and teachers (Ehrenstorfer et al 2015).
Overall, a PLs role is demanding and displays challenging characteristics. It is frequently not
clearly specified or even documented, and may not be rewarded or well resourced (Vilkinas
and Cartan 2015). As PLs different roles commonly are in competition with each other, even
serious role conflicts may occur (Ehrenstorfer et al 2015). Existing literature on PLs roles
highlights such ambiguity as a major source of stress and cause of inefficiency (Murphy and
Curtis 2013).
All in all, PLs role still remains largely in the shadows. There is a plethora of research on the
role of academic leadership generally, and some research devoted to middle management
incorporating heads of department and deanery level (Murphy and Curtis 2013; Floyd 2016).
Hardly any research deals with leadership on the study programme level. In addition, as
programmes vary widely in terms of size and complexity, there is little equity or comparability

between programme leader roles (Murphy and Curtis 2013). This is even more so, when
different institutional as well as different national backgrounds come into play.
2 METHOD
This study aims to gain insight into current practices and perceptions of leadership, roles and
skills of PLs at four European HEIs. Despite their different national background, these
institutions are highly comparable: which take part in a current Erasmus+ project. Three of
these organisations are Universities of Applied Sciences. The UK institution a post 1992
university - became a fully fledged university due changes in the UK governance systems. As
a former polytechnic it follows a similar mission as the first three mentioned universities of
applied sciences.
To find answers on PLs key roles and tasks within their institutions we opted for an exploratory
qualitative approach (Bryman 2012). Three to six PLs discussed their roles in four focus group
discussions, which took place between November 2018 and February 2019 at the four HEIs.
In our focus groups we encouraged participants to elaborate on their experiences of HE
leadership, the nature of their work and activities involved.
3 PLS DIFFERENT ROLES AND RESPONSIBILITIES
This paper sets out to discuss PLs roles in four different European HEIs, namely University of
Applied Sciences Upper Austria (Austria), TH Cologne (Germany), Birmingham City University
(UK) and Laurea UAS (Finland). It is sought to carve out PLs different roles, formal and informal
power and resources with regard to the implementation of diversity management in their
institutions.
3.1 PL’s role at Birmingham City University (BCU)
At BCU PLs take responsibility for the day to day delivery of a designated academic
programme. They act as advocates for their programme and foster a sense of student
community and ‘belonging’. They work collaboratively with academic colleagues, professional
services teams and students to offer an excellent student learning experience. They also
monitor, review and seek to enhance programme content and delivery.
More precisely, PLs responsibilities refer to (1) leadership, (2) programme management and
programme delivery, (3) programme assessment, programme evaluation and quality
assurance.
Leadership:
PLs are meant to promote a spirit of cooperation and ownership amongst the teaching
team. In addition, it is up to them to enable academic and administrative colleagues to
understand their contribution to the effective delivery of the programme. Finally, it lies
within their responsibility to encourage excellence in performance and attainment by
celebrating success amongst staff and students alike.
Programme management and delivery:
PLs need to ensure that all aspects of the programme comply with the academic and
institutional regulations and that the programme learning outcomes are fit for purpose and
that module learning outcomes are aligned to them. Thus, inclusive practices plays a
central role in the effective delivery of the study programme. Furthermore, PLs need to
identify staffing needs and allocate staff to modules on the programme. It is within their

responsibility to ensure the course timetables, assessment schedules and other aspects
of programme organisation are reviewed prior to the commencement of the academic year
to improve the overall programme delivery and to deliver an excellent and inclusive student
learning experience.
Programme assessment, programme evaluation and quality assurance:
PLs liaise with administrative staff to ensure that examination and assessment issues are
managed appropriately. Their efforts contribute to a high quality student experience by
identifying opportunities for improved practices based on student feedback, module
evaluation/performance data. They lead periodic programme reviews in line with university
procedures and act as a representative of the university during accreditation procedures.
Finally, they monitor student progress, achievement and retention by making full use of all
available data.
3.2 PL’s role at University of Applied Sciences Upper Austria
Similarly to the UK case, Austrian PLs assume a broad range of different functions.
Unsurprisingly, their responsibilities strongly refer to (1) the successful management of their
study programme. However, their role has a strong strategic impetus as well. PLs are meant
to (2) bridge the study programmes strategic priorities with the institution’s strategic focus.
Finally, they act as (3) intermediary between study programme and the external/ professional
world.
Management of their study programme:
PLs are the main decision-makers in their own study programmes and act as strategic
leaders as well as operational managers. That is, PLs take on both strategic responsibilities
and more operational duties. They are held responsible for the academic health of
curriculum of their study programme. Therefore, they promote its content-related and
peadagogical development and thus need to take inclusive practice into account. They
need to ensure that relevant module and programme specifications are maintained. All in
all, their duties comprise tasks around the whole student life cycle including outreach
activities and targeting of non-traditional students. Overall, PLs point to three most
important tasks: improvement of course design and course delivery, consideration or even
recognition of prior learning and orientation along industrial/ vocational fields demands.
Bridging the study programme’s strategic priorities with the institution’s strategic focus:
This function encompasses the alignment of priorities such as employability, student
engagement and student success with the institutional level.
Intermediary between study programme and the external/ professional world:
In terms of external relations, Austrian PLs highlight the need to keep their programmes
up to vocational field’s requirements. Aspiration/ claiming high employability are inherent
in UAS Upper Austria’s identity. Thus, good agreement with industry and vocational fields
is rated as major success factor. They are dealing with partners from industry, with policy
makers, funding agencies and other external stakeholders.

3.3 PL’s role at Technische Hochschule Köln, Cologne University of Applied
Sciences
Programme leadership at TH Cologne is not an institution-wide defined task. In some faculties,
PLs come into charge by election in others more informally. They are always part of teaching
staff and usually do not have any assistants. In most cases, a reduction of their teaching load
is granted.
Only in rare cases, a job description exists covering the following aspects which can be
summarized as management of study programmes.
(1) Conception, implementation and further development of study programmes.
(2) Planning, organization, and evaluation of the curriculum.
(3) Conducting accreditation processes.
(4) Running joint public relation activities together with faculty management and student
advisory services.
(5) Informing staff about key figures of the study programme.
More often PL’s job descriptions at TH Köln are not clearly specified yet. If their responsibilities
rest unstructured, they often take on a wide range of tasks, such as:
(1) Giving information and advice on the study programme and on the different courses
involved.
(2) Supporting first semester students.
(3) Offering emotional support.
(4) Coordinating assessment schedules.
(5) Dealing with conflicts between students and staff.
(6) Maintaining contact with professional services.
(7) Connecting students with alumni.
It seems recommendable to provide PLs with clear role expectations. That would on the one
hand protect them from getting into a task overload by being responsible for “everything”. On
the other hand, this would bear the chance to achieve a more systematic exchange with
professional services and even connect them more closely with strategic goals of their
institution.
3.4 PL’s role at Laurea University of Applied Sciences
There are no directly equivalent “Programme leaders” in charge of sole degree programmes.
Laurea’s organization is managed and organized as one unified institution. Educational
responsibilities are lead on the institutional level by the Vice President, Education, and the
Educational leadership team. Student-centeredness as a leading guideline, strategic
development and decision-making processes are impregnated by collective reflection and
discussions with many stakeholders, including students and external partners. For example,
directors responsible for certain areas (such as pedagogical development, internationalization
and degrees in English language, teaching and guidance, student well-being) work

collaboratively in development groups. These regularly meeting groups are composed of
functionally diverse representatives from the academic and administrative staff, and work
closely with work-life and regional stakeholders. A student representative is included in most
of the development groups.
The aim of the organizational structure is to enable continuous, systematic and agile
development of Laurea’s activities. In Finland, Universities of Applied Sciences (UAS) have an
important role in regional development, and thus Laurea’s management model is based on
local units in charge of the degree programmes. The local units are supported by a common
service unit, RDI activities and regional development experts facilitating the co-operation
between worklife, and learning and teaching.
Academic programmes are developed, lead, managed and reviewed bearing in mind the
regional development role and drawing on a strong student-centered mindset. Development
managers would be the closest equivalent to middle managers called “Programme leaders” in
many other European institutions. However, decision-making is often shared among several
experts. The emphasis in development managers’ responsibilities is on leading and supporting
teams to enable optimal learning experiences for the students. Development managers are in
charge of staff allocation, tactical planning, and share day-to-day programme management
with degree coordinators, module responsibles, appointed lecturers and administrative staff.
Quality assurance and pedagogical degree content development is shared with development
managers and degree coordinators. The shared roles and responsibilities are detailed in a
Management policy.
Overall, all management and staff members are empowered to act flexibly and in a self-oriented
way. Shared leadership throughout the organization enables flexible development and
pedagogical choices. The flipside is, obviously, that role and responsibility boundaries may be
perceived confusing, and self-oriented activities may lead to inconsistency.
There is no appointed role for managing diversity or enhancing inclusion at the institutional
level. The topic has not been regularly discussed or developed systematically. Diversity
management is rather perceived to be included in the responsibilities within each area of
expertise. Awareness of and competence for managing diversity and enhancing inclusion is
thus very varied within the organization. However, high flexibility in study paths (day-time
studies, part-time studies, online degrees, open university access) have paved the way for
inclusivity by enabling students to choose a personally suitable way to study.
4 CONCLUSION
PLs (or development managers in Finland) are important decision-makers in their academic
programmes and have the capacity to adapt their curricula to contemporary needs.
Additionally, they dispose of formal and/or informal authority and thus have influence on their
colleagues (both teaching staff and administrative / support personnel) and can highlight the
benefits of an inclusive approach. As PLs are in most cases accountable for the academic
health of their programmes they are meant to have a keen interest in articulating and delivering
effective inclusion and diversity management strategies in the interests of all those involved
(tutors, students, central teams) as well as for their university as a whole. Despite some
international differences in terms of job profile and definitional scope, the influence of PLs
remains uncontested. They have a substantial effect on students and academic and
administrative staff and can therefore encourage genuine across-the-curriculum

implementation of diversity management measures that go beyond stand-alone courses
(Gaisch 2014).
Still, insight into roles, tasks and requirements of higher education middle managers are
lacking. This comes even truer, when relating to their tasks and responsibilities within diversity
management and inclusion.

In der globalen Wissensgesellschaft scheint die Wettbewerbsfähigkeit einer Nation immer stärker vom Bildungsgrad und der Innovationsfähigkeit ihrer Bürger*innen abzuhängen. Dies gilt umso mehr, je ressourcenärmer Gesellschaften sind. Der steigende Bedarf an neuem Wissen im internationalen Standortwettbewerb führt zu einer Expansion des Hochschulzugangs und die breite Teilhabe an post-sekundärer (Aus-) Bildung stellt zunehmend eine gesellschaftliche Notwendigkeit dar. Diese Herausforderungen führen auch zu neuen hochschulischen Systemen der Anerkennung, Zertifizierung und Evaluierung und schaffen neue Realitäten für die Hochschule, wo entgrenztes Studieren, individuelle Bildungspfade und nachfrageorientierte und flexible Qualifizierungsangebote für eine immer heterogenere Studierendenschaft vermehrt in den Blick genommen werden. Differenzierte Studienformate, die vermehrt nichttraditionelle Studierende adressieren, die Einführung von modularisierten Studiengängen, neue Kompetenzportfolios im Einklang mit den Anforderungen des Arbeitsmarktes und ein erhöhter Bedarf an effektiver Begleitung durch das Studium lassen den Ruf nach inklusiveren Hochschulsystemen immer lauter werden. Obwohl Diversität in jüngster Zeit schon eine spürbare Rolle in der Lehre einnimmt, zeigt sich, dass auf der Ebene der Studiengänge das Thema bislang wenig Aufmerksamkeit gefunden hat. Studien belegen, dass die Drop-Out-Raten von nichttraditionellen Studierenden wesentlich höher sind als jene von Regelstudierenden (Holmegaard et al. 2014). Es ist daher davon auszugehen, dass ein geschärfter Blick auf das Student Lifecycle- Management nützlich ist, um adäquate Support-Strukturen zu konzipieren und „Inclusion und Diversity Management (IDM)“ nicht nur auf der Makroebene der Hochschulleitung und der Mikroebene der Lehrver anstaltung, sondern auch auf der Mesoebene der Curricula zu realisieren (Auferkorte-Michaelis/Linde 2018). Genau hier lassen sich Studiengangsleitungen als “enablers for change processes“ (Ehrenstorfer et al. 2015, Vilkinas / Cartan 2015) identifizieren; sind sie es doch, die an der Entwicklung und dem Management von Studiengängen zentral beteiligt und für gelingende Studierbarkeit verantwortlich sind. Meist sind die Verantwortlichen eines Studiengangs selbst in der Lehre verankert und haben zudem maßgeblichen Einfluss auf andere Lehrende und das Verwaltungspersonal in ihren Studiengängen (Preymann et al. 2019). Vor dem Hintergrund einer gewissen Diversitätsblindheit (Gaisch 2014, Holmegaard et al. 2014) scheint es daher umso wichtiger, Studiengangsleiter* innen Werkzeuge an die Hand zu geben, die es ihnen ermöglichen, Handlungsfelder für IDM als Mehrwert zu erkennen und dadurch die Studienarchitektur inklusiver zu gestalten, um Studierende in der Breite besser zum Erfolg zu führen. Das im Folgenden vorgestellte Instrument mit dem Akronym HEAD CD Frame steht für „Higher Education Awareness for Diversity Curriculum Design“ und stützt sich auf zwei Komponenten: Das HEAD Wheel als konzeptionelle Basis für eine Vielfalt an möglichen Perspektiven auf Diversität in Hochschulen und den es umgebenden Rahmen (Frame), der die curricularen Handlungsfelder für die Gestaltung inklusiver Studiengänge in einem dynamisch-komplexen hochschulischen Gefüge aufzeigt. Als eine Antwort auf die bis dato fehlende wissenschaftliche Fundierung (Amundsen/ Wilson, 2012, S 91) soll dieser Rahmen als heuristisches Instrument zur Gestaltung eines nachhaltigen und inklusiven Student Lifecycle-Managements dienen.

The aim of this article is to provide an up-to-date insight and overview into the field of "Lifelong Learning" and "continuing education" at Austrian Higher Education Instiutions (HEI), with a focus on the Universities of Applied Sciences.. This requires, on the one hand, explanations on the general understanding of lifelong learning in the context of higher education and, on the other hand, a Differentiation of the (scientific) continuing education. Based on previous studies, the status quo, using the example of continuing education, described and as a practical example the University of Applied Sciences Upper Austria (FH OÖ). The outlook will show challenges and trends for the future development of lifelong learning and the continuing education at Austrian HEIs. Ziel des Beitrages ist es, einen aktuellen Ein- und Überblick in das Feld „Lifelong Learning“ und „Weiterbildung“ an den österreichischen Hochschulen, mit Schwerpunkt auf den Fachhochschulsektor, zu geben. Dazu bedarf es einerseits Ausführungen zum allgemeinen Verständnis von Lifelong Learning im Hochschulkontext sowie andererseits eine Differenzierung der (wissenschaftlichen) Weiterbildung. Anhand von bisherigen Studien wird der Status Quo, am Beispiel der Weiterbildung, beschrieben und als Praxisbeispiel die Fachhochschule Oberösterreich (FH OÖ) herangezogen. Der Ausblick zeigt Herausforderungen und Tendenzen zur zukünftigen Entwicklung von Lifelong Learning und Weiterbildung an den österreichischen Hochschulen auf.

Der technologische und demografische Wandel beeinflusst alle Aspekte unseres Lebens, von der Arbeitswelt über die Bildungswelt bis hinein in unser persönliches Umfeld und stellt Unternehmen und Bildungsorganisationen quer durch alle Branchen und Sektoren vor neue Herausforderungen. Laut internationalen Zukunftsstudien, bei denen weltweit mögliche Arbeitsszenarien für das Jahr 2030 analysiert wurden, werden zentrale Bereiche des uns bisher vertrauten Lebens einer dynamischen Veränderung unterworfen und damit in eine neue Dimension geführt: Industrie 4.0, Energie 4.0, Medizin 4.0, Landwirtschaft 4.0, Arbeiten 4.0, Studieren 4.0 etc. Nicht zuletzt aufgrund dieser dynamischen Entwicklungen lohnt es sich, unterschiedliche Perspektiven und Szenarien über die Auswirkungen von digitaler Transformation und globalen Trends zu beleuchten. The purpose of this paper is to adopt a holistic diversity lens with the aim to enhance the understanding of the multifaceted paradigms for diversity management at the tertiary level. Design/methodology/approach This contribution takes the inspiration of existing diversity paradigms used in business settings and relates them to higher education. It then articulates them in greater depths in line with the diversity segments of the so-called higher education awareness for diversity wheel and seeks a common denominator that may be shared across disciplines by adding an eclectic and context-specific approach. Findings It was identified that the underlying assumptions which constitute the commonly known diversity paradigms are only partially applicable for the tertiary level. It is further suggested that in view of the highly dynamic kaleidoscope of higher education institutions, multiple, at times conflicting rationales for diversity management need to be addressed. Originality/value This paper seeks to address the paucity of studies with regard to diversity management at the tertiary level. By drawing on relevant paradigms and relating them to specific diversity segments, this study intends to make a meaningful scholarly contribution to the existing body of knowledge.

The professional development of middle leaders in higher education is little considered in existing research, though there are general concerns being raised about the suitability of the professional development opportunities currently available. This article develops and explores the use of meta-reflection as a method for professional development, particularly of academics with direct responsibilities for courses and programmes such as course leaders, directors and co-ordinators. As an extension of reflective practice, (co)meta-reflection is proposed as a joint activity involving two or more people, seeking to develop their thought and practice by moving from descriptive to analytical levels of reflection. We provide an example of a (co)meta-reflective exercise and identify it as an approach with considerable potential to address the problems that middle leaders face, and call for further exploration of it as a method for professional development.

The focus of our paper is the leadership role of programme managers in the higher education sector. In particular, we highlight the complex and paradoxical nature of the programme leader’s role, and provide an insight into leadership in this challenging and dynamic environment. We identify cognitive and behavioural complexity as necessary capabilities for programme managers to ensure they can navigate the turbulent river system of academia. The Integrated Competing Values Framework describes some leadership behaviours appropriate for the programme manager’s role. We also argue how critical observation skills, reflection and self-awareness can assist programme managers to provide leadership in this uncertain environment. Our paper concludes with a discussion of areas for future research and important practical implications for universities.

In the last 20 years Higher Education Institutions (henceforth HEIs) experienced major challenges in developing operational and organisational structures and decision making processes. Against this backdrop, modern HEIs have to manage manifold issues of leadership development. Middle-level ‘manager-academics’ defined as “academics who take on management roles in higher education institutions, whether temporarily or permanently” (Deem & Brehony, 2005, p. 232) play a vital role within HEIs and their management structures. Given that they are situated at the “centre of universities management procedures” (Floyd & Dimmock, 2011, p. 388), they operate as the main intermediates “between the strategic apex and the organisation’s operating core” (De Boer, Goudegeburre, & Meek, 2010, p. 231). Further, manager-academics are essential for top management, since they support and implement strategic objectives and decisions on the one hand (Jones, 2011), and represent and defend the interests of their department/institute/faculty within the HEI on the other hand (Bryman, 2007a; Smith, 2005). Accordingly, their position involves an inherent power to cause a stand still. As Jones (2011, p. 281) stated “there is no way in which the university’s expectations will be realized if HODs [head of departments] as ‘middle managers’ are unable or unwilling to put them into action.” Furthermore, De Boer et al. (2010) point to the ability of middle managers to make use of their powerful ‘sandwich’ position for promoting their own interests and agendas. The concept of ‘manager-academics’ seems to be vital for the higher education leadership and management discourse, even more so as “academics continue to lead academics” (Smith & Adams, 2008, p. 348). Manager-academics are expected to feature both, academic excellence and management capacities (De Boer et al., 2010). In fact, even though manager-academics provide leadership and management to faculty, fulfil representational duties (Smith, 2002) and play an increasingly important strategic role (Floyd & Dimmock, 2011), their academic reputation is still a crucial ingredient for the legitimacy as a leader (De Boer et al., 2010; Hancock, 2007). Despite their vital role, literature on middle-level manager-academics is relatively scarce, with only a few studies (e.g. Floyd & Wooldridge, 1997; Currie & Procter, 2005) pointing to their relevance in higher education leadership and management. Existing research is heavily “western-biased” (Nguyen, 2013, p. 1) with the majority of studies coming from Australia, UK and the United States. This is all the more remarkable in view of the assumption that context and tradition are pivotal for structural and executing elements and facets of leadership and management (De Boer et al. 2010). In line with other studies conducted in other national contexts (e.g. Nguyen, 2010; Castro & Tomas, 2011; Meek, Geodegebuure, Santiago, & Carvalho, 2010), this contribution discusses the outcome of an investigation on middle-level manager-academics of two Austrian HEIs, namely, a university of applied sciences (henceforth UAS) a historically young type of HEI in Austria and one more traditional, classical university. The study focused on heads of study programme (henceforth HOSP) at the UAS and heads of department (henceforth HOD) at the classical university, both comparably positioned in the hierarchy structure of their institution. The overall objective was to derive crucial competencies and skills essential for the areas of responsibility that HODs/HOSPs have to assume in their particular institutional environment.

This study focuses on disciplinary teachers’ perceptions of International Classroom Affordances (ICA) during English-medium education in a multilingual university setting (EMEMUS) in Austria. The main aim is to generate a conceptual model grounded in the data that points to the perceptual mechanisms of disciplinary teachers involved in this particular case study. Another aim is in line with the research identity of the author who seeks to exercise activist agency by facilitating a shift in perspective by those engaged in English-medium teaching. This research falls under the constructivist-interpretive paradigm within the boundaries of an ecological context and draws on the works of the perceptual psychologist Gibson (1986; 1977) and the sociologist Giddens (1984) who take organism-environment reciprocity as a central element of their theoretical foundations. Constructivist Grounded Theory (Charmaz, 2014, 2008, 2006), enriched by crucial elements of Nexus Analysis (Scollon & Scollon, 2013, 2004, 2002) has provided the methodological underpinning for this research. The systematic application of research methods anchored in the qualitative tradition and their subsequent analysis has resulted in the ICA model as the final outcome of this Constructivist Grounded Theory. By raising the agents’ descriptive accounts to the analytical level required for grounded theory research, it was sought to identify various contextual layers that allow for the generation of inductive and middle-range theory (Charmaz, 2008). Findings leading to the ICA model suggest that teachers perceive ICA on four analytical levels (at the framing, reacting, appropriating and embracing stage). They were found to appropriate their classroom practices in line with the emergent action possibilities they were able to perceive. The sequential affordance-based perception process largely depended on their subjective grounds for action and reflection, but was also stimulated by the researcher in form of itineraries of transformation. Personal agency coupled with hardened internalised societal patterns and the positivist conception of institutional rules were identified as the biggest defordances in EMEMUS.

This study is based on interviews with 25 programme leaders at two universities in England. Programme leadership is ubiquitous and essential to effective university operations, yet there is surprisingly little research on the role. It is an ambiguous and complex form of leadership, existing as it does in the space between standard academic and manager profiles. Existing literature on other leadership roles highlights such ambiguity as a major source of stress and cause of inefficiency. Drawing from the perspectives of current programme leaders, four main areas of difficulty are identified: role confusion, the management of others, the status and demands of leadership, and bureaucratic burdens. The paper suggests that the role of programme leader should be taken more seriously at both a research and institutional level, and that sufficient support should be implemented in relation to the four challenges mentioned above. Any real engagement with leadership at programme level, however, should also take into account the micro-politics of institutional management, a politics that combines issues of values, status and identity with more prosaic concerns over role definition, workload and student support.

Leadership of academic units, in the guise of headship of departments, is crucial for the ongoing well-being of academic life and yet it remains a contested role. This paper argues for the role of heads of department (HODs) as academic leaders, with the managerial side of the role occupying an important but subsidiary place in its overall focus. It is argued that HODs should have a mandate to articulate and implement the vision of the institution, whether research-intensive or operating principally within a teaching and scholarship paradigm. The demands on HODs are articulated by considering the characteristics required of leaders if they are to respond creatively to the many ongoing changes within universities, the dictates of government policy and the drive for external funding. These developments pose substantial challenges to the value systems of HODs, and to the manner in which they focus on relationships and on the diversity of contributions within the academic community.

In the current higher education environment, the need to develop and support good leaders and managers could hardly be more pressing. Yet, research on how academic middle managers are supported in their roles is surprisingly sparse. The purpose of this paper is to address this perceived gap in the literature by reporting on the findings from two separate, but related, research projects investigating the role of the academic middle manager in two culturally different English universities, specifically to examine the support that such leaders have received in relation to taking on and adapting to this increasingly challenging role. By drawing on semi-structured interviews with 28 academic middle managers from one pre- and one post-1992 university, the paper argues that we need to provide more support and individually tailored training for today's middle managers so that the best may become the sector's effective senior leaders of tomorrow.

This study, funded by Australia's ALTC for Learning & Teaching in Higher Education, has identified the capabilities that characterise effective academic leaders in a range of roles and has produced resources to develop and monitor these leadership capabilities. It has identified that the core focus for leadership in the current, highly volatile, operating context faced by our universities has to be on achieving effective change management and implementation.
