Abstract

Information and communication technologies (ICTs) are among the main enabling tools of modern civilization. These days, it is an integral part of our lives. Globally, the economy needs ICT infrastructure for its activities such as the facilitation of trade and commerce. In addition to that, human welfare and poverty eradication programmes need proper ICT to enable several humanitarian efforts. In this article, we present the importance of ICT restructuring in Ethiopia. First, we analyse the current state of ICT in Ethiopia and then suggest the kind of restructuring it needs. ICT is an important technology sector which provides basic communication services to individuals and helps the overall growth and development of a country. ICT itself is one of the largest economic sectors and contributes to almost 5% of the global GDP, according to the reports of Gartner. These days, ICT is essential for empowering the people all over the world. It provides knowledge and information which is essential for the success of democracy. In the modern world, ICT enables online businesses, provides advanced methods of teaching and learning, plays a key role in the functioning of governance, and enriches the entertainment industry. All branches of science, arts and commerce are benefited from ICT. Recent advances in healthcare and public services are the results of the modern ICT. Overall, ICT has become an integral part of the modern human lives. Ethiopia has achieved some growth and development in the ICT sector over the last couple of decades. As of 2018, fifty-four million people use cell phones in Ethiopia. However, it is still far behind several African countries. It is one the countries with very low Internet penetration. Every year, the International Telecommunications Union (ITU) analyzes the growth and development of ICT services across the world. Based on this analysis, they rank the ICT services of the countries. This is quantified as ICT development index (IDI). In terms of IDI, Ethiopia is ranked at 170 out of total 176 countries for which IDI ranks are available in 2017. Even its neighbouring countries Kenya, Djibouti, and Sudan are ahead of Ethiopia in IDI. Modern digital ecosystem is very much expanded and several new dimensions are added to it every year. All these new services provide some economic benefits and help the country in its development. If we analyze the human development index (HDI) of the countries around the world, we see that HDI and the IDI are very much dependent. The countries which are having high HDI have high IDI. In Table I, we show the correlation between these two indices which are critical for the modern development. In the first five rows, we show the countries which are at the very top of the global IDI. Long term sustainability is very much essential for the overall success of any technology sector. Information and communication technologies (ICT) are among the most widely used global technologies in the recent years. ICT provides several basic services to the modern technologies and businesses. It frames the modern digital world which is essential for the future growth. In the long term, the sustainability of this sector is key to the overall growth and development of other sectors. In Africa, the ICT infrastructure is comparatively less developed and the use of ICT based services is also relatively low. This is one of the main reasons of the slow growth rate in the continent. In this paper, we provide the current ICT use in Africa and how it can be improved over the coming years. We analyze the main factors responsible for ICT growth and development in Africa. We study the main relevant factors and aspects related to the long term sustainability of this sector in Africa. We also present the overall long term effects of the sustainable ICT in Africa.

Information and communication technology (ICT) is an important element to improve teaching-learning practices. This paper is aimed to determine the barriers affecting the implementation of ICT in Ethiopian higher learning institutions by adapting the information system theory (i.e. Technology-Organization-Environment (TOE) framework). The study employed a case study research method by using a qualitative research approach. Purposively the stakeholders from higher learning institutions, ministry of science and higher education, higher education relevance and quality assurance agency, and non-governmental organizations were participated in the semi-structured interview questions and focus group discussions. For qualitative analysis, QDA Miner Lite free version software was employed to identify the technology-organization-environment related themes. The findings were explained based on the TOE framework and indicated that technological, organizational, and environmental barriers which are determining the ICT implementation in the higher learning institutions of Ethiopia. These determined barriers by adopting the TOE framework were critical for the future strategic plan for the effective implementation of ICT in the higher learning institutions teaching-learning practices in the country.

This study aims to produce a UT student service system design at the Distance Learning Unit (UPBJJ) by applying Information and Communication Technology (ICT). This research is a research and development using the method developed by Borg and Gall. In the first year, field studies, data analysis, and design development will be carried out. In the second year, application development and field trials were carried out. The results of the study found that the majority of respondents had access. Most respondents had no difficulty accessing THE services, TMK, online tutorials and web tutorials. The limitation of this research is that some of the available information does not match the respondent's needs and is difficult to reach. There is no problem with UPBJJ's internal management. The recommendations given are to adjust the organizational structure of the Distance Learning Unit (UPBJJ) and revise information about THE services, TMK, online tutorials, and web tutorials so that they are easily accessible and the contents can be used as guidelines for students in accessing Open University Services (UT). This research can be developed by focusing on public trust in distance learning.
