... Carlisle (1999) conceived human capital as the abilities and skills of human resources of a country, while human capacity building refers to the process of acquiring and increasing the number of persons who have the skills, education and experience that are critical for economic growth and development of a country's economy. Human capital is the human factor in the production process; and consists of the combined knowledge, skills or competencies and abilities of the workforce (Chandan, 2011). Byars and Rue, 2016) also shared the same sentiment. ...

This study assessed the use and the performance of committees in the decision making process as well as identified the challenges facing committee system in Obafemi Awolowo University, Ile-Ife. The study utilized primary data, which were collected through the administration of questionnaire on a random sample of 732 academic and non-academic staff of Obafemi Awolowo University, Ile-Ife. The findings revealed that committee system is very effective and has enhanced the decision making process in the university. The challenges facing committee system include: inadequate funding, increased workload for the members, delay in paper circulation, division among committee members and limited time for the committees to work. Others included loyalty of members to their constituencies and the inability to form a quorum. The study thus concluded that the challenges notwithstanding, committees were desirable to university administration and were indeed a necessary part of the institutional life of the university.

Purpose The purpose of this paper is to present an empirical contribution towards the understanding of the process of sharing practical knowledge (PK) in a hostile work environment. The particular focus is an instance of the process of sharing PK between experienced and non‐experienced workers in a bio‐pharmaceutical industry. Design/methodology/approach An interpretive perspective was applied in the inductive and qualitative empirical study. Case study methodology was applied in order to analyse the sharing of practical knowledge. Findings Research findings from this study have unravelled characteristics of this process that to date have not been discussed in the literature. First, Learning‐by‐observing has limitations in promoting PK sharing in hostile environments. Second, because there is a wide range of alternative solutions for performing a specific task, sharing PK lends itself to political uses. Third, socialisation is important in order to facilitate the sharing of PK, but it is not enough. Political issues surrounding PK sharing shape socialisation processes and therefore provide a better explanatory base for PK sharing. Fourth, the use of standard work processes to share PK is limited in complex tasks. Thus, it is argued that the main features of PK support high levels of uncertainty that in turn favours the use of political behaviour in the process of sharing PK. Originality/value Focussing on sharing PK in hostile environments is important since the literature has mainly focussed on organisations in which consensus and participation were either implicitly or explicitly assumed.

he main objective of this study is to establish the extent to which academic T qualifications of Vice Chancellors influence effective management of universities in Nigeria. It adopted a descriptive survey design and it relied on both primary and secondary sources of data. Primary data was obtained from selected Federal, State and Private Universities in South Western Nigeria. Interviews were conducted with key informants. Data collected was analyzed using descriptive statistics such as simple percentage and frequency distribution. Secondary data was also obtained through the review of extant literatures from journals, scholarly articles from the internet, books, newspapers articles and data from library archives. The findings of the study revealed that university governance in Nigeria today is nothing but crises management. It also observed that the university system in Nigeria is faced with series of challenges ranging from policy inconsistency, unregulated proliferation of colleges and universities. The study concludes that Vice Chancellor is hub of all the educational efforts and therefore he has to play the role of organizer, leader and business director. An effective University therefore is that in which the Vice Chancellor and his team can achieve this goal of upholding the system concerning the nature and purpose of the university and are bonded together by the belief that student achievement can best be attained through a common mission, common goals and shared governance. The study recommended measures for effective management of universities in Nigeria.

Describes the range of issues considered in designing a programme of education and development for NHS managers. The programme took the form of a certificate and diploma in management studies with a very work-based approach using action learning sets and applied theory and techniques. Briefly discusses the recent history and debates in management education together with the tensions caused by academic focus on critical analysis and evaluation and the workplace focus of being effective and making improvements. This programme attempts to recognize and build on the strengths of both approaches and also to add some of the best practice from trainers' experience of designing personal development plans. Discusses the emphasis on reflective learning and the use of research-based assignments instead of conventional exams. Concludes with some indications of possible future developments from this model.

Next, ethical responsibility has significant effect on both functionalimage and symbolicimage. Legal responsibility helps enhancing the functional image than symbolic image, meanwhile the ethical responsibility helps enhancing the symbolic image than functional image. The suggestion is that if firms should focus on one aspect of theCSR’s dimension to enhance the brand image.

This book starts from a comparative analysis on theatre management in order to reflect and propose on models and strategies of intervention applicable to all types of cultural venues. Strategies should be adapted to the reality and possibilities of each sectoral and territorial context. Managing cultural organisations is presented as the synthesis of three complementary projects: the artistic proposal, the production project and the strategy for community territorial development. In the second part of the book, these three projects engage in dialogue with traditional management strategies: human resources, funding and costs, marketing and communication, material resources and services, as well as evaluation models. The work is nourished by the professional and academic experience of the authors, complemented with a number of professionals’ quotes from different Latin countries, both of America and Europe. In the foreword, Milena Dragićević Šešić, UNESCO Chair in cultural policy and management and former rector of the University of Arts of Belgrade, situates the Latin experience in the international context. She claims the need to take into account different perspectives, beyond the Anglophone literature, that enable to manage artistic production and presentation from a local viewpoint while considering the wealth of experiences and existing management models at the international level. The result is a thought-provoking book, stemming from a holistic approach which takes the shape of a systematic and scalable proposal incorporating several diagrams. It contributes to a rich in nuances conceptual reflection, in dialogue with the referents of strategic management, cultural economics and cultural policy.

In this article, I argue for a cultural ecology approach to cultural policy and governance, which focuses on collaboration, cooperation, coordination, co-creation, coexistence and cross-fertilizing of nature and humanities, and which goes beyond the logics of cultural administration, hierarchical government, and market rules and economic values. Taking the pre-modern Chinese concept of “nature”, the philosophical principles of “harmony” and “unity of humanities and nature” suggest a very disparate cultural logic or way of reasoning regarding the measurement of cultural value. Such a pro-humanistic Chinese tradition sheds light on a new mode of cultural governance, which emphasizes “self-regulation” and “self-reflection” of both governors and the governed. A cultural ecology approach also indicates a new model of network governance of culture, which involves complex connectivity of cultural, social, political and economic incentives and value variables. A much wider framework for cultural evaluation is needed to strike a balance between instrumental goals and cultural, artistic, social, and humanistic values, which allows the varied values, logics and positions of cultural agents to be understood and taken into fuller account.

Ponajprije, pristup autora. On svakako nije kompilacijski.
