A plea for the reintroduction of long-term strategic planning at all levels of government. In creating such a system seven basic principles should be respected. First, any proposal for land development should seek maximum benefit and overall value; second, a recognition that certain pieces of land have intrinsic value, for example as a natural habitat; third, matching land use with other uses; fourth, valueing land according to realistic criteria; fifth, recognising and promoting regional diversity; sixth, avoiding irreversible damage; and seventh, adopting the principles of sustainable development. -A.Gilg
