Abstract and Figures

In this study, initially how the health services in Turkey has been provided and its level was examined. Also which state institutions or organizations are active in providing health care was described. By the globalization governments implement about same policies. As is known, serious increases are observed in the health economy around the world. It shows the semi- public property characteristic due to the structure of health care services and this means that the private sector and the public are offering their services together. In the study, the developing health sector tried to analyze in the context of private sector. Between 2002-2017, the results were evaluated in the light of budget data and SSI data. The focus of the study is on the taxation aspect of the private sector’s contribution to the economy.

Technology is changing so rapidly today that it is very difficult to predict possible health-related change scenarios even for the next decade. However, the pace of change is expected to accelerate as the pressures for incremental maintenance costs continue to increase and new maintenance models are developed. The increasing cost and quality expectation of healthcare services is one of the major challenges that puts pressure on the healthcare sector. One of the reasons for the increase in the cost of diagnosis and patient follow-up in healthcare services is probably the use of advanced technologies. This study aims to examine the effect of nurses’ use of technology on hospital costs.

Selçuklu ve Osmanlı Dönemlerinde sağlık hizmetleri çoğunlukla vakıflar üzerinden sunulmaktaydı. Ancak tüm toplumun bu hizmetlerden yararlanması mümkün değildi çünkü hizmetler saray ve asker odaklı ilerlemekteydi. Dönemin koşulları doğrultusunda da özel hekimlik gelişmiş durumdaydı. Maddi olarak yeter gücü olanlar 19.yy'nin sonlarına kadar, evlerinde özel hekimler tarafından tedavi edilir ve bakım hizmet alırlardı. Yaşadığımız Türk coğrafyasının devlet eliyle hizmet sunan ilk donanımlı hastane Gülhane olarak kabul edilmektedir. Bu döneme kadar donanımlı bir sağlık tesisi mevcut değildir. Ancak Gülhane Askeri Hastanesi de döneminin batılı hastaneleri ile kıyaslandığı zaman, hem ekipman hem de bilgi düzeyi olarak oldukça geride kalmıştır. Cumhuriyetin ilanı ile birlikte sağlık birincil konular arasında yer almıştır ve ilk kurulan bakanlıklardan biri olmuştur. Zaman içinde Dünya'da esmeye başlayan, refah devleti ve sosyal devlet akımları Türkiye'yi de etkilemiş ve sağlık hizmetlerinin devlet tarafından garanti edilmesi anlayışı doğmuştur. 1960 yılında sosyalleştirilen sağlık hizmetleri, 1980'lerde gelişmeye başlayan liberal akımlar karşısında zayıflamaya başlamış, değişim göstermek durumunda kalmıştır. 2003 yılında Sağlık Dönüşüm Programı, ülke sağlık sistemini bambaşka bir konuma getirmesinin yanında, sağlık algısında da meydana gelen değişimlerin birinci faz çıktısı olmuştur. Günümüzde SGK primlerinde meydana gelen değişmeler ve Kamu Özel Ortaklıklarının piyasayı domine etmeye başlaması, sağlık sistemimizde daha büyük değişikliklere işaret etmektedir. There is a longstanding debate on whether the government expenditures contribute to economic growth. The endogenous growth theories, in general, predict that effective public expenditures can lead to increases in economic growth trends of countries regardless of their development stages or income levels. Starting from this prediction, this study aims to investigate the effects of governments’ social expenditure proxies namely education, health and social spending on economic growth performances presented by the changes in the gross domestic product (GDP) per capita. Using the feasible generalized least squares (FGLS) estimators based on a balanced panel dataset covering 2002-2013 periods of 18 OECD countries, the study concludes that social expenditures in all three dimensions significantly contribute to the economic growth. Overall results underline that public expenditures can be productive as an investment in the case of selected OECD countries.
