Has the running time protocol outlived its usefulness in today's socioeconomic
environment of high school hockey?

Abstract
The use of running time protocol affected 18.3% of the hockey games played by the Girls
Minnesota State High School League (MSHSL) and Wisconsin Interscholastic Athletic
Association (WIAA) during the 2017-18 season. For the purposes of determining an accurate
least squares rating profile of the teams in these two leagues, a correction term is derived, and
applied to the raw game score to account for this known systematic error caused by running time
clock management. During the analysis of league game data, it was found that the net effect of
running time protocol varied with the magnitude of the final game score differential, and the time
distribution of when goals were scored during each individual hockey game, i.e. the rate of
scoring prior to the start of running time. Overall, it was observed that in 51.3% of these games
that reached running time, the final raw game score differential was completely unaffected by the
protocol, while in the remaining 48.7% of these games, the mean magnitude of the correction
term was 1.052 goals per game. Averaging over all running time games, the average score
correction is approximately one-half of a goal. Recommendations are made with respect to the
justification of continuing the usage of running time in lop-sided high school level contests
compared to the incremental increase in cost to these sporting events caused by running time.

1 Background
By the conclusion of the Girls Interscholastic High School 2017-18 hockey season in
Minnesota and Wisconsin, a total of 1,957 games were played by the teams in these two
intersecting leagues. A subset of 359 games resulted in scores that achieved runtime protocol
status, which is an astonishing 18.3% and is nearly one out of every five games played. For
those not familiar with this specific hockey terminology, runtime protocol refers to the operation
of the game clock as a result of an arbitrary non-standard set of conditions during the third period
of play set forth by a league's governing body. Under normal stop-time conditions in a closely
contested match from start to finish, the game clock can be stopped for various reasons such as
after a goal has been scored, or a penalty called, puck out of play, off-sides, icing, called bench
timeout, etc. During a hockey match where one team is deemed to be leading another by an
arbitrary margin during the third period of play, some, but not all leagues adopt another set of
game clock operation rules. For example, in the Minnesota State High School League (MSHSL)
if or when the leading team has accumulated a six goal leading advantage any time after the end
of the 2nd period of play, MSHSL rules stipulates that the game clock management changes to
running time mode, i.e. the clock runs continuously even during normal stoppages previously
mentioned until the end of regulation play, unless the losing team can narrow the gap by scoring
enough goals to reduce the margin below the designated runtime threshold. This change of game
operational rules has its implications for ranking systems that perform league wide hockey
ratings of its member teams (Massey). The runtime protocol can sometimes drastically alter the
flow of the game, and therefore should be accounted for by analytical means.

2 History
The roots of runtime protocol at the high school (Midget) level are a carry-over from that
of youth hockey leagues across North America. In the opinion of many, the primary purpose of
this rule is to protect the children of the losing team from enduring undue psychological stresses
(or worst trauma) caused as a result of receiving a figurative pummeling on the ice in a contest
that its outcome has more or less been determined after two periods of play. One must consider
that runtime protocol has its merits for younger age groups from Mites to Bantams, but its
usefulness quickly diminishes at the high school level and older age groups. Opinions gathered
from conversations with several Junior A and college hockey scouts and coaches, essentially
running time protocol has three main flaws with regard to games played at the high school level.
First and foremost is that running time in most instances effectively shortens the overall
length of the game contest, thus limiting the game-time opportunities for all the players involved
and observation time of those hockey scouts, coaches, parents, other family and friends viewing
these games. On the players and parents side of this equation, by invoking running time, this in
effect acts as a taxation on the families making participation in the sport incrementally more
expensive. If one contemplates the considerable cost per minute of play (normally 51 stop-time
minutes per game) to host and attend these high school hockey games, increasing the expense
rate by invoking running time in an already cost prohibited sport is not the best of ideas nor a
logical procedure if the goal is to grow participation in the sport. Enthusiasm for the sport is
grown by bulk playing time, not by regulating its content in an inordinate manner. One might
actually argue that the incremental cost increase caused by running time protocol contributes to
the elitism by wealthier families who can afford the cost of their kids playing hockey (Ambrefe).
On the audience side, parents or scouts that may have traveled a significant distance and time to
arrive at the venue are there to watch a full game of hockey regardless of the final margin of the

score. Families are there to watch their children and grandchildren participate as much as
possible, and are most probably quite annoyed by the runtime process, which may have an
unrealized effect by reducing monetary donations to these cash-strapped high school programs. It
is a valid possibility no matter from what side you argue this point.
Secondly, by invoking runtime protocol, one is denying these teenage players the full
opportunity and benefits of learning to constructively deal with a set of less than ideal conditions.
Running time protocol in some circles might be considered as a preventative mechanism to
minimize teasing by the leading team (Gray), but in reality this protocol is very detrimental to
the development of important social skills that can only be mastered by enduring and reconciling
one's actions and motivations in adverse situations, such as, in this case being on the
overwhelming short end of the stick (Berk). Studies performed by developmental psychologists
show that there is evidence to suggest that sports communities are being overly protective of our
teenagers which is causing them a large disservice in the long run (Williams). Lop-sided losses
in hockey games are opportunities to learn by, and not one to be avoided by minimizing the
event and even stigmatizing the situation with running time clock management.
Thirdly, the pace of the game can be altered in very unintuitive ways that defies the intent
of these non-standard rules that prematurely shorten the length of the contest. In many instances
when a game's scoring margin has become extremely lop-sided by the end of the 2nd period of
play, the leading team might be instructed by its coach to "call off the dogs" during the 3rd
period in which running time is in effect. Well intended, but possibly misguided policy makers
call this "good sportsmanship". On the other hand, this can cause the work ethic and mentality
of the players to change drastically, thus teaching or encouraging the players to not give it their
best on both sides of the ice due to the runtime stigma. This mentality not only disrespects the
opposing (losing) team, this degrades the game of hockey at its core, which relates back to the

previously mention second point in the above paragraph. In addition, often times if a game
finally achieves running time, I have personally observed that it can have a reverse effect similar
to that of ringing the final lap bell in a track race. The leading team now tries to score as many
goals as possible before game time artificially runs out, thus upping their game contrary to the
intent of the protocol. This by the way is called "human nature", not poor sportsmanship.
3 Implications for sports rating systems
Sports team rating systems such as LSQRank that produce least squares adjustments of
game score differential values assume a certain level of homogeneity among the game data.
Specifically in ice hockey, that all games are conducted under uniform operating rules such as
stop-time operation of the game clock for a minimum of three equal length stop-time periods of
play. The implementation of runtime protocol during the third period of a high school hockey
game changes this assumption for approximately 20% of the games, thereby possibly creating a
systematic error in those data entries. Therefore a correction should be applied to the raw game
score to account for this error source. Correcting observation data for systematic errors is
commonplace in engineering surveying applications, such as correcting distance measurements
made with calibrated metal survey tapes for non-standard temperature conditions (Brinker and
Wolf). The error created by invoking runtime protocol is analogous to encountering colder
temperatures which shortens the surveyor's metal tape. In surveying & mapping, a temperature
based correction is applied to the observed distance measurement to correct for this known
systematic error. In the case of a hockey game shortened by runtime protocol, one should
compute a correction term to apply to the raw score tally to "lengthen" the game to standard
conditions. In essence, one is trying to estimate what the final score could or should have been if
the game had been allowed to operate under normal stop-time conditions. A reasonable method

to compute a consistent error correction term involves determining the rate of scoring (ROS) by
the leading team prior to the start of running time (SORT). This prior rate can be divided into the
portion of time remaining on the game clock at the start of running time to obtain the number of
goals that are theoretically possible assuming the continuation of the previous scoring rate by the
leading team. For example, let's say that Team_A is leading Team_B by a score of seven to zero
goals by the end of the second period of play. Based on MSHSL rules, runtime protocol is
invoked for the 3rd period. The previous rate of scoring by Team_A is calculated as 34:00
minutes divided by 7 is equal to 4:51 minutes per goal scored during the first two periods.
Assuming a full 17:00 minute stop-time 3rd period, the theoretical number of additional stop
time goals (TSTG) that Team_A might potentially score is calculated by rounding down to the
whole integer value of 17:00 divided by 4:51, i.e. Truncate( 17:00/4:51 ) equals Truncate( 3.5 )
yields three goals. The next step in the calculation is to compare this value with the actual
number of goals scored by Team_A after the start of runtime protocol (GASORT). In our
example above, let's also assume that Team_A goes on to score an additional two goals during
the third period, yielding a final game score of nine to zero (9 to 0). Subtracting two (GASORT)
from three (TSTG), yields a one goal discrepancy between goals that might have been scored
under stop-time clock operation and what was actually scored during the third period under
runtime conditions. Whether or not Team_A would have scored that third goal is at best a fifty-
fifty proposition, therefore it is reasonable to add-back one-half the difference between the two
values to the raw game score as a correction term (Triola). In this case, for rating purposes, the
corrected score observation now becomes 9.5 to 0, thus incrementing a half goal to Team_A's
final tally. Table A-1 listed in the appendix contains the game data and correction terms applied
for each Girls high school hockey games played by Minnesota and Wisconsin teams during the
2017-18 season. Equations 3-1 and 3-2 below are used to compute this correction term.

4 Discussion
The data contained in Table A-1 is condensed below in Table 4-1 which groups the data
according to the magnitude of game score differential. Note that a game score differential of six
goals or more accumulated by the start of /after the 3rd period invokes runtime clock
management protocol.

In Table 4-1 the column headings have the following meanings. RTG is the number of
runtime games for each level of raw score differential. INV_CUM is the reverse of the
cumulative total of the RTG column. NA is the count of runtime games that did not require a
numerical correction term to adjust its raw score. ADJ is the count of runtime games that
required a non-zero correction term. ADJ_Δ is the correction term computed by equation 3-2
above. Table 4-1 contains some very interesting and non-intuitive trends on further inspection.
Figure 4.1 below illustrates one of these patterns, showing the relationship between the game
score goal differential and the need to adjust that raw game score for rating purposes which is
contained in the ADJ/RTG column of Table 4-1. Figure 4.1 below contains two plotted lines,

the black line represents the actual percentage of game scores adjusted, the pink line is a best
fitting (3rd degree polynomial) trend line modeling the black line. At the six goal differential,
approximately one-third (35%) of game scores require correction and subsequentially increases
to 56% and 54% for goal differentials of seven and eight goals, respectively. The trend line
takes a non-intuitive turn for game score differentials of nine and ten goals, it levels out at 50%.
This is counterintuitive to what one would assume based on the intent of the league policy
makers, i.e. a higher percentage would be expected for larger game score goal differentials, but
obviously this is not the case. If one plots the compliment of the same data in Figure 4.1, i.e. the
NA/RTG column the chart in Figure 4.2 is produced.

In the Figures 4.1 and 4.2 above, we see that at the current runtime threshold of a six goal
differential, in almost two-thirds of these games the runtime clock management protocol has no
effect on the final outcome of the raw score. Of the remaining one-third of these games, the
computed game score correction is only 1.0 goals on average. At the seven and eight goal
differential level 55% of the games are affected with an average correction of 0.8 and 1.0 goals
per game respectively, and subsequently at the nine and ten goal differential 50% of the games
are affected, correcting by an average of 1.2 goals per game. Overall out of 359 games that
achieved runtime status, 184 games (51.3%) fell into the category which required a zero value
score correction term to be applied, and the other 175 games (48.7%) required on average, a
correction magnitude of approximately 1.05 goals. What this is indicating is that if these 359
games would have been allowed to operate under normal stop-time game clock management
rules, the final score differential in 51.3% of them would not have changed, and in the other
48.7% the score differential would most likely changed by a minuscule amount of 1.05 goals on
average. Figuratively, the white elephant in the room is this question: Why is runtime protocol
even necessary when the data shows such a negligible impact on the perceived mechanism that it
is intended to mitigate? Considering the reasons elaborated in section 2 of this paper, the
implementation of runtime protocol for high school age hockey games is of little value with
respect to the incremental increase in cost to the game and its players, coaches, parents and fans
who spend significant resources preparing, hosting and observing these games. With that said, it
is recognized that there will always be a few obstinate policy makers who will argue until they
are blue in the face contrary to the preponderance of data that supports the abandonment of
running time protocol. For those people, perhaps let's consider a compromising option by
changing the threshold of the score differential to that which reflects a more realistic value. This
new value should be one such that the invocation of running time now becomes a "rare event",

instead of being common place. In Figure 4.3 below, a trend line showing the relationship
between score differential and running time game cumulative frequency (in %) is shown. In
addition, a red horizon arrow is plotted at the 5% level, which is often used to designate the
threshold of rare events (Triola). The corresponding score differential at the 5% level is
approximately nine goals, which would become the new threshold value used to designate the
start of running time in a lop-sided game.

Another approach to the problematic issue of runtime games that should be highly
considered is to modify current regular season game scheduling methods in such a way that the
likelihood of producing a runtime game is reduced or nearly eliminated. Let's use Warroad HS
to illustrate this point. One might surmise that it makes absolutely no sense for Warroad HS to
travel 2.5 hours to Crookston, MN to play a shorten runtime game when it can travel the same
time and distance to Winnipeg and play a much more competitive game against the likes of Saint
Mary's Academy or Balmoral Hall School (both are Preparatory High Schools located in
Winnipeg, MB). Additionally, provided amendments are made to a few league scheduling rules,
it would be far more beneficial for Warroad to play the Pembina Valley Hawks 17U, which is
actually closer to home than Crookston and several other northern Minnesota opponents. The

same argument can be used for weaker out-state Minnesota teams to play other out-of-state
teams in both North and South Dakota and Wisconsin, without significantly adding to travel
time, and instead playing a much more evenly matched game which benefits both teams, and
additionally the team not scheduled, creating a three way (win-win-win) scenario rather than a
shorten (lose-lose) runtime game.
Figure 4.4 below shows the distribution of the occurrence of runtime games within and
between the regions that make-up the two girls' high school leagues. These regions are divided
into: (1) Metro MN (Twin Cities and surrounding areas); (2) Out-State MN (Non-Metro); (3)
Wisconsin; and (4) Mixed (comprised mostly of Metro MN vs Out-State).

In Figure 4.4, one can identify two opportunities where one could essentially use smart
structured scheduling to eliminate the majority of the most egregiously runtime game match-ups.
The region that contains the largest proportion of runtime games is the Out-State MN
(Minnesota), followed by Metro MN and Wisconsin, and finally inter-regional games to a
smaller degree. Table A-2 in the appendix contains an ordered ranking profile of the 2017-18
high school age teams including and surrounding Minnesota and Wisconsin, (i.e. Northwestern
Ontario, Manitoba, North Dakota, South Dakota, and Illinois). It is divided into four equal count
groups of approximately 60 teams in each group. The concept is rather straight forward, which
is that any one team should schedule regular season games primarily if not exclusively against
teams in their group and adjacent group(s). For example, teams in Group 1 would schedule

games against other teams in Group 1 and Group 2, but not against teams in Group 3 or 4.
Continuing, Teams in Group 2 could schedule games against other teams in Group 2 and Groups
1 and 3, but not against teams in Group 4. Teams in Group 3 could schedule games against other
teams in Groups 3, 2 and 4, but not against teams in Group 1. And finally, teams in Group 4
would schedule games against other teams in Group 4 and Group 3, but not against teams in
Group 1 or 2. This concept is certainly not new, and variations of this methodology are used in
many other sports leagues to insure competitive and entertaining sporting events between its
contestants. For illustration purposes, let's consider a subset of the total 359

runtime games (see
Table A-3). Using the 88 runtime games that achieved a 9 goal or greater score differential there
were 11 games played during the State Sectional play-offs which are non-applicable to this
analysis. Out of the remaining 77 runtime games in this subset, 51 games (66%) were between
teams that violate the tiered method above, i.e. these games could have been avoided simply by
scheduling games against similar talented teams. The remaining 26 games (one-third) would
have occurred regardless if a four group division were implemented. Slightly better results to
eliminate more potential runtime games can be achieved by using an asymmetric five group
division [40-40-70-40-40]. In this case, an additional 18 out of the previously remaining 26
runtime games could have been avoided. Although the potential for fewer runtime games is
achieved using an asymmetrical five group scheduling system, it is not without its logistical
challenges for the northern Minnesota teams where the density of girls teams is sparse. The
trade-off is travel time (and travel $) over to North Dakota and north to Winnipeg, MB versus the
need for evenly matched games between all teams.
5 Conclusion
The implementation of running time protocol affects 18.3% of the hockey games played
by the Girls Minnesota State High School League (MSHSL) and Wisconsin Interscholastic
Athletic Association (WIAA). For the purposes of determining an accurate rating profile of the
teams in these two leagues, a correction term is applied to the raw game score to account for this
known systematic error caused by running time clock management. During our analysis of the

season's game data, it was found that the net effect of running time protocol varied with the
magnitude of the final game score differential, and the time distribution of goals scored during
each individual hockey game. Overall, it was determined that in 51.3% of these game that
reached running time their final game score differential was unaffected by the protocol, while in
the remaining 48.7% of these games, the mean magnitude of the correction term was 1.052 goals
per game. Averaging over all running time games, the final score correction is approximately
one-half of a goal.
Even though the final scores for only approximately half of these running time games are
directly affected, 100% the games are negatively impacted by the premature shortening of the
playing time. Under running time, the amount of loss playing time can vary depending upon the
flow of the game involving called penalties, goals scored and other common game time
stoppages. In these situations, diligent referees on the ice generally try to minimize the amount
of loss playing time because as former players themselves, they are cognizant of the ill effects
(stigmatizing) caused by the non-stop clock operation. Determining the actual loss of playing
time for a running time game is imprecise based solely off of published hockey hub game score
sheets. Unless one is in attendance of such game and keeping track of the actual loss of playing
time with a smart phone stop-watch application, one can only guesstimate the actual value of loss
time to these players. Based on a random set of attended running time games, it was observed
that for every normal stoppage of play, as much as 20 to 30 seconds of loss playing time occurs
each time. Over the course of an entire 3rd period of play, perhaps as much as five minutes of
loss stop-time accumulates, which translates to a 30% reduction of playing for that period, and
10% reduction over the entire game. Out of the 359 games listed in Table A-1, a count of 155
games which is 8% of all games played this season had their entire 3rd period played under
running time protocol at an estimated increased game taxation of 10% simply to prevent an

average of an additional one-half goal being scored by the leading team in a lop-sided contest. In
addition, another 204 games (10.3% of total games played during the season) had an average of
7.66 minutes of running time (45% of a regular 17 minute stop-time period) during the 3rd
period which translate to an approximate 4.5% taxation over the span of a game.
Considering the economics of the increased cost to the game of hockey at the girl's high
school level, running time protocol is clearly not justifiable. It is recommended that the usage of
running time protocol be eliminated all together because its means just not justify the net result
on the scoreboard, or the incremental cost to the game, its players and their supporters. If policy
makers cannot find it possible within their Puritian souls to entirely pull the plug on the use of
running time, then alternatively the threshold before invoking runtime should be raised to a nine
goal game score differential to minimize its occurrence to that of a statistically rare event, i.e.
less than 5% of all games played. Finally, a tiered regular season scheduling system should be
implemented based on the previous year's computerized inter-league team ratings to significantly
reduce the potential for runtime game outcomes resulting in a higher percentage of evenly
matched contests.

Human Nature
The general psychological characteristics, feelings, and behavioral traits of humankind, regarded
as shared by all humans.
Least-squares
The best fit in the least-squares sense minimizes the sum of squared residuals (a residual being:
the difference between an observed value, and the fitted value provided by a model). The method
of least squares is a standard approach in regression analysis to approximate the solution of over
determined systems, i.e., sets of equations in which there are more equations than unknowns.
