Who Gets into Government? Coalition Formation in European Democracies

This article investigates different dynamics in government formation in 16 Western and 10 Central-Eastern European democracies during the post-war period. The study provides the first systematic comparison of determinants of participation in government in the East and the West. Applying mixed effects logit regression models while taking into account missing values in the dataset, the results ... [Show full abstract] demonstrate substantial differences between the two regions and show that most of the existing findings about participation in government are driven by Western democracies. Policy-based factors are relevant in Western countries, but no indications were found for these factors in Central-East European democracies where membership of government is mainly the result of electoral gains and losses.

The Variable Effect of Congressional Competition on Incumbent Accountability: A Multilevel Model

I find that incumbents are sanctioned by voters who disagree with their positions, but that sanctioning is stronger when electoral competition is robust and varies by the type of policy at stake.

[Show full abstract] Developing Areas, and Pye and Verba’s Political Culture and Political Development,1 as their titles suggest, extended the use of the new concept to cover cases of political change. The Civic Culture, as we have seen, has implicit within it many of the ideas current at the time, for instance the empirical theory of democracy, and something similar is true of the studies that took political change as their main focus. Indeed, the similarity extends further, for their own implicit and sometimes explicit assumptions have also come to be seen as reflecting a Eurocentric or indeed Anglocentric bias. These assumptions concern the related ideas of modernization and political development.

Allies of the State: Democratic Support and Regime Support Among China's Private Entrepreneurs

This article examines the intensity and sources of Chinese private entrepreneurs' support for the current political system and consequently their orientation toward democracy. The study presented here is based on data from a representative sample of private entrepreneurs collected from five coastal provinces in late 2006 and early 2007. The major findings indicate that in general China's private ... [Show full abstract] entrepreneurs tend to support the current Party-state and, subsequently, to be in favor of the status quo. In addition, among all the factors analyzed in this study, the subjective values - such as democratic values, life satisfaction, evaluation of government policy performance, and perception of official corruption - apparently play the most decisive role in shaping private entrepreneurs' support for the Chinese-Communist-Party regime. These findings have important implications for the survival of the regime and for the role of private entrepreneurs in a potential political change toward democracy.

[Show full abstract] should not be read to foreclose (even ill-advised) initiative proposals such as California's (now moot) "Presidential Election Reform Act," it is because I do more of what Professor Hasen has done in his piece. Namely, I look closely at places other than Article II where the Constitution uses the phrase "legislature of the States" and carefully examine Supreme Court cases on the topic. My own plowing of the ground Professor Hasen stakes out leads me to a firmer conclusion than the one he ventures.

Do local politicians really want collaborative governance?

Purpose The purpose of this paper is to assess, empirically, the opinions of local politicians concerning citizen participation in collaborative governance processes. Elected politicians play a key role as gatekeepers when it comes to the political impact of participatory initiatives, and by examining their attitudes, it is possible to get an understanding of perceived challenges from the ... [Show full abstract] perspective of elected representatives. Design/methodology/approach The empirical findings come from an ongoing project studying democratic innovation, the primary objective of which is to understand how local politicians think about efforts to increase or deepen citizen participation in political decision making. The source of data is interviews with 29 members of the executive boards of four Norwegian municipalities. Findings Although most of the politicians acknowledge that good reasons exist to facilitate greater citizen involvement, they are particularly worried about figuring out how to realise “inclusiveness” and “popular control” as two democratic goods. They appear to think most people are not motivated to participate; thus, they do not think it is possible or desirable to interact more directly with citizens in collaborative processes to develop shared recommendations for new solutions to public problems. Research limitations/implications The municipalities in this study are not a representative sample of Norwegian municipalities, as each has expressed an interest in democratic innovation. Thus, they would be expected to have more positive attitudes than the average municipality. Originality/value Given that elected representatives decide whether and how to involve citizens in political decision-making processes, their attitudes are crucial to understanding and explaining collaborative governance efforts in western democracies.
