Real Organizational Transformation: Task Force Delta and the U.S. Army

In the wake of the Vietnam War and with the end of conscription, the United States Army faced an organizational crisis: having been accused by the American body politic of losing a war, rife with drug use and racial tension, and experiencing reductions in end strength and budgets without a concomitant reduction in mission, the Army had little precedent on how to convert from a conscript force to a professional force. Ten years later, this same organization conducted one of the most decisive combat campaigns in modern history during Operation DESERT STORM. This paper explores one of the major policy initiatives that led to this successful transformation: Task Force DELTA, an unusual and perhaps unique working group of officers and civilians from the military, government, academia and the corporate sectors united in one goal – creating an effective, vital Army. The paper is a case study in successful organizational and social transformation and serves as an important historical datum for scholars interested in the organizational aspects of national security.

Maneuver warfare, often controversial and requiring operational and tactical innovation, poses perhaps the most important doctrinal questions currently facing the conventional military forces of the U.S. Its purpose is to defeat the enemy by disrupting the opponent's ability to react, rather than by physical destruction of forces. This book develops and explains the theory of maneuver warfare and offers specific tactical, operational, and organizational recommendations for improving ground combat forces. The authors translate concepts too often vaguely stated by manuever warfare advocates into concrete doctrine. Although the book uses the Marine Corps as a model, the concepts, tactics, and doctrine discussed apply to any ground combat force.
This new volume provides a comprehensive analysis of both the theory and practice of operational warfare at sea. The book is unique in using diverse sources and examples to present a comprehensive topical description and analysis of the key components of operational warfare at sea today. It opens with a survey of the emergence of operational warfare at sea since the end of the Napoleonic Wars, going on describe and analyze the objectives of naval warfare at the operational level and methods of employment of naval forces for accomplishing these objectives. The book explains the specifics of operational functions in a maritime theatre, discusses the personality traits and professional education required for successful naval operational commanders, and explores naval operational command and control in both peacetime and war, closing with predictions for the future of operational warfare at sea. This book serves as a primer of how to plan, prepare and execute major naval operations and campaigns for naval commanders and their staffs, but will also be of interest to advanced students of naval history, strategic studies and military history in general.
An increasing number of psychiatrists recognize the need of psychiatry for an integrative theory to provide a basis for their diagnostic and therapeutic actions. General living systems theory is a conceptual framework within which the biological and social approaches to the study of living things are logically integrated with the physical sciences. This theoretical integration and the empirical testing of hypotheses which it requires, can provide to psychiatry the theoretical and empirical support that other medical specialties find in cellular biology, physiology, and biochemistry.
Nine types of organizational cultures are defined in terms of the extent transformational and transactional leadership and their effects form accepted ways of behaving. The Organizational Description Questionnaire (ODQ) is used by members of the organizations to describe their cultures.The nine types of organizations include the high-contrast culture with both strong transformational and transactional qualities to the "garbage can" which lacks either kind of leadership of consequence. A majority of organizations are somewhere inbetween either loosely guided, coasting, or contractual.
During the 2 decades preceding the Persian Gulf War in 1991, the U.S. Army went through tremendous reform and rejuvenation. It recovered from the Vietnam War, transitioned to an all-volunteer personnel model, and refocused on a potential future war against a very capable adversary in Europe. The Army's transformation was evident to external observers: from being seen as an organization in distress in the early 1970s, by 1991 the Army became an organization whose professionalism was the source of admiration. Drawing on the relevant literature, the author seeks to explain this important case of military change. This paper makes four central arguments. First, leaders within military organizations are essential; external developments most often have an indeterminate impact on military change. Second, military reform is about more than changing doctrine. To implement its doctrine, an organization must have appropriate training practices, personnel policies, organizations, equipment, and leader development programs. Third, the implementation of comprehensive change requires an organizational entity with broad authority able to craft, evaluate, and execute an integrated program of reforms. In the case of the U.S. Army in the 1970s and 1980s, this organization was the U.S. Army Training and Doctrine Command (TRADOC). To an unprecedented degree, TRADOC was able to ensure that changes in personnel policies, organizations, doctrine, training practices, and equipment were integrated and mutually reinforcing. Finally, the process of developing, implementing, and institutionalizing complementary reforms can take several decades.
