Organization performance improvement based on the National Productivity and excellence model a case report from a hospital at Kashan University of medical science

Abstract

Abstract Introduction: Today’s in the changing and competitive world, considering quality and effectiveness of management and performance is the determining factor in achieving of development and competitive programs. Performance assessment is a holistic approach that involves all elements of organization until the desired performance is achieved. Accordingly, this study was conducted at Kashan University of medical science in 2011. Method: This research was a descriptive and cross sectional study that was done in 2011. It was conducted in Shohada Hospital at Kashan University of Medical Science. The study population were 32 managers and ward supervisors. Data collection was a self-assessment questionnaire of the National Productivity and excellence model which was filled out during the group-work and interview sessions with managers ward supervisor. The research data were gathered based on nine criteria of this model. Findings: The hospital acquired 144/9 scores out of 1000 scores in the self-assessment done at the beginning of 2011, and 183/6 scores in self-assessment done at the end of the year, after defining, prioritization and implementation some improvement programs. Conclusion: the National Productivity and excellence model is a systematic approach to gain competitive advantage and value creation in hospital. This model is effective in improving service quality and organization excellence in short term (even a little) so that in long term, it can meet the needs of organizations to improve the situation Keywords: Organization performance, holistic approach, medical science, National Productivity.

One of the requirements for the implementation of Health Promoting Hospitals (HPHs) is comprehensive integration of health promotion (HP) activities and programs in hospital quality management system. Therefore, this systematic review was conducted utilizing a comprehensive European Foundation for Quality Managment (EFQM) model to determine appropriate criteria for the implementation and development of HPH. This systematic review considered the published literature on factors affecting the implementation and development of HPH during 1997-2016. Twenty-three articles were finalized for further investigation. EFQM was used as guidance for the investigation and analysis of studies conducted in relation to HPH. Regarding our results, real need analysis and accurate assessment of needs, attention to infrastructure factors, HPH standardization, promotion of self-care, knowledge enhancement and patient and staff skills training, improvement of quality indicators, continuous participation of HPH committee, designing HP interventions, paying attention to clinical outcome, equity in health, promoting a healthy work environment, continuity and cooperation etc. are among the factors contributing to HPH implementation and development. In case of having high capacity for successful HPH implementation, comprehensive HPH capacity building and resource development are not possible unless they are performed based on one of the framework emphasized by World Health Organization (WHO) such as EFQM.

It may be quite rightly stated that the EFQM Model of the European Foundation for Quality Management is the basic reference model for those organisations whose aim is to achieve excellence. It offers an integral and integrating approach to the most relevant dimensions of the reality of the organisation and permits the establishment of framework that is both objective and rigorous and based on a structured diagnosis. The EFQM Excellence Model is based on a humanist approach that situates the client (in all aspects/senses) as the centre and ultimate reason of the activity of the organisation, emphasizing the role of the latter as a responsible member of the community. An ethical approach is therefore adopted as the best way to serve the long-term interest of the organisation and the people that integrate it (as well as their sustainability in time), exceeding expectations and the policy of society in general. This article analyses in depth, and from the point of view of ethics (one of the key aspects in the search for excellence), the possible ethical implications in the deployment of the nine basic criteria of the EFM Excellence Model which facilitate the understanding of the most relevant dimensions of the reality of an organisation.

This paper reports on the application of Data Envelopment Analysis (DEA) to the classical scoring system of quality management assessments used in the European Foundation for Quality Management’s Business Excellence Model (EFQM-BEM). Following a brief description of the way in which the DEA method of analysis can be applied, an illustrative example demonstrates the power of the approach in identifying meaningful exemplar organisations for each individual component element of the EFQM-BEM. The method uses these exemplars to set realistic targets in each component which are currently being achieved by exemplar organisations. Preserving rank order, the DEA scoring system is a radical development of the original EFQM-BEM system which overcomes the resistance to the standard component values often articulated by public and voluntary sector service providers in particular.
