The presentation describes the Methodology for a Delphi Study that coordinated three national research teams in Malaysia, Thailand and Vietnam in researching Media Culture, Media System and Media Literacy needs in these countries. Findings were the fundament for national Media Literacy MOOCs and a regional Media Literacy network.

Provides an overview of Facet Theory (FT), a systematic approach to facilitating theory construction, research design, and data analysis for complex studies appropriate for the behavioral and social sciences. FT is based on (1) a definitional framework for a universe of observations in the area of study, (2) empirical structures of observations within this framework, (3) a search for correspondence between the definitional system and aspects of the empirical structure for the observations. In FT, the definition of the behavioral domain provides a rationale for hypothesizing structural relationships among variables employed in a study. Examples are given from studies of spatial abilities, infant development, animal behavior, and others. The use of FT, with careful construction of theory and design, is shown to provide new insights into existing data; it allows for the diagnosis and discrimination of behavioral traits and makes the generalizability and replication of findings possible, which in turn makes possible the discovery of lawfulness. Within both academic and policy discourses, the concept of media literacy is being extended from its traditional focus on print and audiovisual media to encompass the internet and other new media. The present article addresses three central questions currently facing the public, policy-makers and academy: What is media literacy? How is it changing? And what are the uses of literacy? The article begins with a definition: media literacy is the ability to access, analyse, evaluate and create messages across a variety of contexts. This four-component model is then examined for its applicability to the internet. Having advocated this skills-based approach to media literacy in relation to the internet, the article identifies some outstanding issues for new media literacy crucial to any policy of promoting media literacy among the population. The outcome is to extend our understanding of media literacy so as to encompass the historically and culturally conditioned relationship among three processes: (i) the symbolic and material representation of knowledge, culture and values; (ii) the diffusion of interpretative skills and abilities across a (stratified) population; and (iii) the institutional, especially, the state management of the power that access to and skilled use of knowledge brings to those who are ‘literate’
