Mass construction of traffic infrastructure can rebuild the economic geography of China and the world, and realize harmonious development among regions, and also is the necessary choice through the transition from a traffic big country to a traffic powerful country in the world. A perfect transportation system in domestic and international can enhance China's international strategic status, and form the capability of international resources agglomeration. The planning and construction of integrated transportation system urgently need the higher-level law that can embody the basic frame of traffic policy, and to promote the realization of equalization of basic public service. It plays an important guiding role in the planning and construction of transportation system that systematic and perfect theory and method of external economic benefit of traffic.

Determinants of Trade Flows among GCC Countries: Potentials, Limitations, and Expectations

[Show full abstract] infrastructure that we believe have an impact on transaction costs in international trade and might be a significant determinant of trade flows among GCC countries. Our analysis shows that if oil is excluded from trade flows, the GCC intra-trade becomes a significant proportion of total GCC trade flows suggesting that GCC intra-trade is quite intensive and the GCC economies are more trade integrated than what aggregate data (inclusive of oil) may indicate. Next, we estimate the determinants of non-oil trade flows among GCC countries using a gravity model that incorporates, in addition to the traditional variables, indicators for the quality of infrastructure (roads, air transport, port efficiency,and telecommunication). The robustness of the results is tested by estimating a fixed-effect model. Our results suggest that the quality of infrastructure is an important determinant of trade performance. In particular, port efficiency appears to have the largest impact on trade among all indicators of infrastructure. Income levels, factor endowments, as well as level of development have significant effects on non-oil exportsandnon-oil imports. Our findings suggest that policies that promote trade integration in the region should be maintained. Moreover, additional measures need to be undertaken to ensure low transportation costs that include improving both the physical infrastructure and the efficiency of transportation systems.

[Show full abstract] officials is to use the same resources as they have in the past and solve problems as they arise rather than conduct systematic planning for the future. Increasing traffic demands on rural transportation systems, environmental pressures, strict standards, and diversified use make solutions harder to find. Today's legal environment forces cities and counties to adhere to minimum standards in construction and maintenance. The current need for technology transfer and providing assistance to local officials to solve transportation problems is focused on. Several factors adversely affect the transfer of needed information. They fit into two basic categories: ineffective communication on the part of the giver and a lack of desire or ability to receive needed information by local officials. Programs at technology transfer centers throughout the West have been developed to improve the quality and availability of training. The programs are designed to reduce travel, time involvement, cost, and effort required by the local transportation officials to participate in training activities. All of these ideas define technology transfer as communication.

Actualization of climate change phenomenon intensified the research of weather impact in all segments of society development, including transport. Climate changes contributed to the variability of weather conditions characteristics. When it comes to the urban street network, despite the fact that even without specific research can be concluded that adverse weather conditions reduce the transport system efficiency, significant progress in reducing or eliminating consequences of that impact is not made. In this paper, the focus will be on the results of significant studies that analysed adverse weather impact on infrastructural aspect of transportation system supply, i.e. street capacity.

This paper presents our study on the emergency resource-planning problem, particularly on the development of a new approach to resource planning through contraflow techniques with consideration of the repair of damaged infrastructures. The contraflow technique is aimed at reversing traffic flows in one or more inbound lanes of a divided highway for the outbound direction. As opposed to the ... [Show full abstract] current literature, our approach has the following salient points: (1) simultaneous consideration of contraflow and repair of repair of roads; (2) classification of victims in terms of their problems and urgency in sending them to a safe place or place to be treated; and (3) consideration of multiple destinations for victims. A simulated experiment is also described by comparing our approach with some variations of our approach. The experimental results show that our approach can lead to a reduction in evacuation time by more than 50%, as opposed to the original resource operation on the damaged transportation network, and by about 20%, as opposed to the approach with resource replanning (only) on the damaged network. In addition, the multiobjective optimization algorithm to solve our model can be generalized to other network resource-planning problems under infrastructure damage.
