This article aims to discuss guidelines for project managers in the field of territorial tourism development. Governance bodies in tourist destinations may already be in place or an initial effort may be necessary to do so. In this way, this study has a goal to be an instrument to support the destinations that need to improve the effectiveness of the relations between the stakeholders and to increase their cooperation, towards to improving the management of their projects and, consequently, achieving greater competitiveness. The methodological procedures adopted in this research were: literature review of the main works and authors that approach concepts of stakeholders, governance, involvement, engagement and empowerment, plus international case studies on management and engagement of stakeholders in tourism projects. Among the main results, it is emphasized the design of strategies for the strengthening of stakeholders, addressing topics such as stakeholder definition, the relationship process amid stakeholders, as well as mechanisms to establish quality engagement, seeking to consolidate governance. Lastly, we present a guide to help achieve maturity and autonomy of governance in tourist circuits and itineraries, by encouraging dialogue and commitment of stakeholders, and by guiding the attributions and responsibilities of each component of governance.
