The Role of e-Governance in IoT Semantic Interoperability

Abstract

In the article, we analyze the Semantic Interoperability problems in Internet of Things. Currently it is hard to integrate IoT components from different companies and groups in a solution. The thesis discussed is that it is unrealistic to expect creation of a common IoT environment that provides Semantic Interoperability because big players are working to enforce their own standards. e-Governance is presented as a generator of different environments and also as a creator of resources of IoT environments with Semantic Interoperability. Governments can play a role in IoT development by encouraging the transfer of Semantic Interoperability from e-Governance to IoT sphere. The problem of electronic identification of individuals, artificial “assistants”, organizations and objects in IoT environment is raised. There is also a reverse effect: the development of IoT affects the e-Governance development. The transfer of practices to IoT in the area of Semantic Interoperability will lead to the evolvement of a common semantic space in which people interact with physical objects, organizations and countries.

The article presents a new vision of IoT/Smart Home configurations. Smart Home can be regarded as an IoT lab. The experience acquired working on Smart Home solutions can be transferred to IoT space. The new IoT vision is presented using Smart Home space. The new vision related to Limited Natural Language Communication, Smart Home-learning and above all, to the transition to a new architecture - Semantic Network Based Architecture is reasoned. According to this paradigm, Smart Home configurations will employ Semantic Oriented (real time) Programing.

The article presents a new concept of Smart Home. It is based on the approach toward the contemporary home as an environment in which people and autonomous devices coexist. The paradigm of conventional integration of systems and devices is replaced with content exchange within a semantic network environment. The control of home related devices is replaced with ad hoc communication. The Smart Home notion is presented as a part of the Internet of things space. Important common issues between development of Smart Home and Internet of Things are discussed.

The article presents the National Model of Data and Processes in Administration (NMDPA) as a part of the integrated system of models constructing the semantic network of the administration. Relationships between external models or configurations of models and models of NMDPA are discussed. Semantic characteristics of such configurations are described. It is given a general description of the semantic network of the administration within the national specifics of the semantic network of the country.
