ITU-R Study Group 3 Activities towards Use of High Frequency Bands for 5G and Other Wireless Communication Systems

Before frequencies are allocated to new wireless communication systems, it is important to investigate frequency sharing to avoid interference with existing systems. The International Telecommunication Union Radiocommunication Sector Study Group 3 (ITU-R SG 3) supports activities of other SGs by developing and maintaining recommendations for radiowave propagation characteristics and prediction models necessary for frequency sharing studies. This article introduces the activities of ITU-R SG 3 focused on the use of high frequency bands in new wireless communication systems such as the fifthgeneration mobile communication system (5G).

High frequency bands such as mmWave have channel impairments. These impairments are challenges that are necessary to be properly understood. Employing mmWave as a propagation channel requires dealing with these challenges which this paper is aimed at reviewing. One aim of the work is to discuss these challenges in a more elaborate manner using simple mathematical equations and graphics to ensure clarity. To achieve this, current related works were studied. Challenges and solutions are identified and discussed. Suggested research directions for future work are also presented. One is developing suitable electronic such as fast analog-to-digital (ADC) and digital-to-analog (DAC) systems necessary for the transmitter/receiver (TX/RX) system.

Toward Massive, Ultrareliable, and Low-Latency Wireless Communication With Short Packets

Most of the recent advances in the design of high-speed wireless systems are based on information-theoretic principles that demonstrate how to efficiently transmit long data packets. However, the upcoming wireless systems, notably the fifth-generation (5G) system, will need to support novel traffic types that use short packets. For example, short packets represent the most common form of traffic ... [Show full abstract] generated by sensors and other devices involved in machine-to-machine (M2M) communications. Furthermore, there are emerging applications in which small packets are expected to carry critical information that should be received with low latency and ultrahigh reliability. Current wireless systems are not designed to support short-packet transmissions. For example, the design of current systems relies on the assumption that the metadata (control information) is of negligible size compared to the actual information payload. Hence, transmitting metadata using heuristic methods does not affect the overall system performance. However, when the packets are short, metadata may be of the same size as the payload, and the conventional methods to transmit it may be highly suboptimal. In this paper, we review recent advances in information theory, which provide the theoretical principles that govern the transmission of short packets. We then apply these principles to three exemplary scenarios (the two-way channel, the downlink broadcast channel, and the uplink random access channel), thereby illustrating how the transmission of control information can be optimized when the packets are short. The insights brought by these examples suggest that new principles are needed for the design of wireless protocols supporting short packets. These principles will have a direct impact on the system design.

Given the considerable levels of investment required to deploy 5G in rural areas, governments need to provide conducive environments by considering favourable regulatory and investment policies. Regulators need to adopt policies to enhance spectrum utilization by allowing operators to trade excess spectrum, grant sufficient spectrum and licences, and encourage infrastructure sharing to reduce OPEX costs of operators in rural areas.
