En el nuevo mundo globalizado, la innovación tecnológica se ha hecho indispensable para desarrollo de ventajas competitivas, ya sea a nivel empresarial o con respecto a la calidad de vida que un país o región pueden ofrecer a sus habitantes. En esa línea los tres ejes generadores de dicha innovación son la universidad, la empresa y el gobierno, y por medio de un modelo de medición se pueda entender la relación entre estos, así como de sus variables para encontrar aquellas que tienen que ser impulsadas, para convertir de la innovación tecnológica, la vía para lograr una mejor calidad de vida en México y nuestra región.

A partir de un enfoque integrador, Proyectos Agropecuarios de Investigación y Desarrollo, De Jorge Alpízar Y Moncerrate Ruiz, ofrece herramientas relacionadas con la actividad científica y profesional, para los futuros egresados de Agronomía, Ingeniería Agrícola, Zootecnia y Agropecuarias. Desarrolla con perspectivas prácticas, temáticas de Metodología de la Investigación, Diseño de Experimentos, Formulación y Evaluación de Proyectos, entre otras. En los diferentes capítulos de este libro, se caracterizan y clasifican los distintos tipos de problemas que enfrenta el profesional agropecuario en el desarrollo de su labor y las diferentes alternativas de acción que al respecto pueden ser asumidas.

Universities are key actors in the social fabric due to their performance in training and teaching activities, research and links with the socio-economic environment. These three missions have been present from the very origin of the universities, although the relative presence of each of them has varied over time and according to the type of universities. In recent decades, however, there has been a growing demand from many governments, both in industrialized and developing countries, for universities to play a more active role in contributing to economic growth and development (the so-called third mission), which has resulted in the implementation of multiple initiatives to encourage universities to strengthen ties with the rest of society. The main objective of this document is to establish a framework for the design of a system of indicators of Third Mission activities. A system of indicators is key for many reasons. On the one hand, to provide universities with the necessary tools to develop their own strategies for linking up with their environment, and to enable them to effectively measure their performance. In other words, for the effective management of the Third Mission support instruments implemented by the universities. On the other hand, to the extent that governments are increasingly willing to allocate resources to support these linkage strategies within universities, a system of indicators is needed to enable governments to base their resource allocation decisions on practical evidence. To this end, it is essential to have an adequate system of indicators for the activities of the Third Mission. The document has been the basis for the development of the Ibero-American Manual of Indicators of University linking with the Socioeconomic Environment of the RICYT (http://www.ricyt.org/manuales/doc_download/152-manual-iberoamericano-de-indicadores-de-vinculacion-de-la-universidad-con-el-entorno-socioeconomico-manual-de-valencia).

The aim of this paper is to study the aspects that influence export activity of companies in developing countries, with a particular focus on their innovative behavior. Most studies have analyzed this issue in advanced countries and only recently, several studies have started to analyze this aspect in developing countries. Our main conclusion -in the case of Mexicos that innovative behavior is directly associated with exporting behavior. All econometric studies that we analyzed define this relation as linear; however, our results show that this conclusion needs reviewing. We show -with empirical data for the case of Mexico- that this linear model could be erroneous. Using a logistic regression model to examine the effect of innovative behavior on export probability, our data reflect a non-linear relationship in the form of an inverted "U". The least innovative companies have a lower export probability, and are followed by the most innovative firms; however, companies with a "medium" level of innovative behavior are the most competitive in the world market. Taken from the company standpoint, we hope to shed light on why innovative behavior should be an important factor when building an internationalization strategy

La realidad social muestra la urgente necesidad de integrar tres de las variables más importantes que han funcionado como ejes fundamentales del crecimiento económico a nivel mundial. Estas variables: La universidad, la Empresa y el Gobierno (UEG) han sido fuertes pilares del desarrollo económico; cada una de ellas han aportado bases importantes en la construcción social, sin embargo, se han movido en diversos espacios, de tal forma que no se establece una vinculación real que permita obtener resultados potenciales producto de esa escasa sinergia con la que han operado. El rol que han asumido cada uno de estos agentes en el tiempo, así como las diversas políticas aplicadas, ha impedido que se edifiquen bases sólidas en la construcción y desarrollo de la investigación e innovación tecnológica del país. Sin embargo, en lo que se trabaja hoy en día tanto en la agenda pública como privada, es en la construcción de políticas económicas y normativas que promuevan la unificación de los esfuerzos a través de reordenar el tipo de relaciones que se han establecido entre estos agentes. El presente trabajo tiene como finalidad identificar cómo se vinculan estos agentes en una región específica con el propósito de determinar si las acciones que establecen entre sí estos agentes están actuando como un soporte para el desarrollo regional de Mazatlán, Sinaloa. 2. La vinculación como elemento estratégico en la construcción de las políticas públicas del desarrollo regional.

An early technological follower can develop technologically advanced products but not necessarily have to face the ever-rising costs and risks of developing cutting-edge technologies. Also, an early technological follower relies on fewer research & development resources and capabilities, including proprietary technologies. In order to remain competitive an early technological follower must develop better target products while making optimum use of research & development resources and capabilities. Collaborative research & development is a frequent strategy followed by an early technological follower to leverage limited resources and increase their new product development effectiveness. A challenge is how to effectively integrate knowledge and technology from various sources into high value products. This paper discusses the concept of systemic innovation capability as an enabler of new product development effectiveness and therefore a source of competitive advantage for an early technological follower. The organization of the paper is as follows: 1) An introduction with contextual information surrounding the topic of the paper; 2) a relevant literature review; 3) the concept of systemic innovative capacity; 4) contextualization of the concept-case study; and 5) limitations and recommendations for future research.
