Abstract
La Comisión de la Verdad y la Reconciliación (CVR) de Sudáfrica ha sidopresentada como una herramienta ejemplar en temas de formación de memoria y esfuerzos por lograr la reconciliación; sin embargo, varias críticas se han formulado frente a sus resultados. En este ensayo se hace énfasis en la crítica relacionada con la exclusión de ciertos discursos en el resultado final de la CVR, especialmente el discurso de las mujeres, el de los excombatientes y el de los desplazados forzosamente. Estos discursos, más allá de estar ausentes en los resultados de la CVR, han encontrado diferentes herramientas para darse a conocer y, a través de esto, han logrado generar una historia de Sudáfrica y una visión del apartheid más completa que la que se dedujo solamente de la comisión.

En el presente artículo se yuxtapone “verdad” y memoria en el análisis del funcionamiento de la Comisión de la Verdad y la Reconciliación en Sudáfrica (1995-2001). Especialmente se exploran las “verdades” resultantes como producto de un proceso de redeinición de ciudadanía y nación (un proyecto político de construcción-reconstrucción nacional) con cierta particularidad que conviene tener presente para poder pensarlas a la luz de similares experiencias en América Latina.
This article focuses on how Brazil dealt with and failed to deal with its authoritarian past, and what lessons this experience may hold for South Africa. The central focus is on victim support groups in both countries and examines their primary concerns: their need for the truth; and their demands for justice. The experiences of Brazil in these areas are examined, with references to equivalent experiences in Argentina and Chile, and lessons for South Africa are extracted. Finally the link between past human rights violations, impunity and rising crime is discussed. RESUMEN
Persons who submitted applications to give testimony received very clear guidance on where their stories should begin, and where they should end; those who wanted to contextualize their experiences of loss were not allowed a platform to contemplate the wider causes of their suffering. Some who gave testimony before the trc recalled afterwards the acute pain brought on by the lack of closure which they experienced in this process. Capturing stories of traumatic experience demands that listeners are able and willing to follow the speaker into unanticipated places. But this requires time and resources, which truth commissions are not necessarily able to provide in adequate measure.
El argumento de este artículo es que, si bien es cierto que la Comisión para la Verdad y la Reconciliación en Sudáfrica fue un loable intento ?sin precedentes? por enfrentar el pasado durante un complejo proceso de transición democrática, también lo es que su fracaso en cuanto a abordar o develar la verdad de las mujeres oscurece sus resultados e, incluso, pone en tela de juicio su razón de ser. Es posible que ninguna de las justificaciones morales o políticas esgrimidas para preferir ?la verdad oficial? de la Comisión fueran esencialmente diferentes de ?la verdad? que un tribunal o un juicio hubieran llevado a las mujeres, pues ellas, en realidad, fueron visiblemente invisibles; o, al menos, su invisibilidad en el trabajo de la Comisión enturbió ?la fotografía completa? que ésta pretendía construir acerca de las condiciones sociales y políticas de la era del apartheid.
This article examines contemporary art work in South Africa in orderto understand its role within the larger process of transitional justice taking place in the country. How has contemporary art contributed to and/or shaped the construction of a 'collective memory' about Apartheid? How has this art interacted with the Truth and Reconciliation Commission (TRC)? The author argues that South African artists have played a significant role in the overall social transformation of the country, undertaking projects which continue to negotiate the legacies of Apartheid.
The book traces the emergence of 'women' as a category in South Africa's Truth and Reconciliation Commission.It draws from research conducted on the Commission's Human Rights Violations Hearings and in Zwelethemba, a small town in the Western Cape. It explores the production of gender difference in human rights work and examines the silences, gaps, elisions and possibilities that emerged from the Commission's process. It remains the only full length monograph on the topic and is widely cited.
This article empirically assesses the effectiveness of the Truth and Reconciliation Commission (TRC) of South Africa as perceived by three ethnic groups in South Africa, namely, Xhosa, Afrikaners, and English. It examines whether the participants of each ethnic group viewed the TRC to be effective in bringing out the truth and bringing about reconciliation. The article also examines whether the TRCwas viewed as having had a positive effect on South Africa’s society, economy, politics, and image in the world. In addition, the perceived overall success of the TRC is assessed. The Afrikaner participants perceived the TRC to be less effective than the English participants and much less effective than the Xhosa participants. Finally, the article discusses potential future benefits that may be gained from the experiences of South Africa’s TRC to manage ethnic and racial conflicts in other parts of the world.
