Giovani verso l'occupazione. Valutazione di impatto del Servizio Civile Nazionale nella cooperazione sociale

Abstract

Il testo presenta in modo sistematico i risultati di un lavoro di valutazione degli impatti del Servizio Civile Nazionale (SCN) sugli ex volontari ospitati dalle cooperative sociali aderenti a Confcooperative. La valutazione, nata da una felice intuizione di Federsolidarietà- Confcooperative, mirava a verificare dove e come il nesso tra occupabilità e occupazione riesce a risolversi in una sinergia tra vantaggi individuali e collettivi e offre spunti di riflessione anche sulle politiche di promozione dell’occupazione giovanile. Sono stati in passato valutati, in particolare all’estero, gli effetti del SCN sullo sviluppo delle ‘competenze trasversali’, e su cambiamenti di atteggiamenti e pratiche di cittadinanza. Gli studi non si sono soffermati sugli impatti positivi ‘imprevisti’ di tipo occupazionale; impatti indiretti sin’ora trascurati sebbene fosse nota la relazione tra competenze trasversali, capitale sociale e ricadute occupazionali. È, dunque, in un periodo caratterizzato da forti incertezze per i giovani, assenza di prospettive, alti tassi di NEET e debole ‘voce’ come cittadini che occorrono idee e nuove suggestioni per il disegno di misure effettivamente in grado di ridurre il profondo gap di opportunità tra generazioni e tra macro-regioni. . Esiste, infatti, una possibile sinergia tra SCN fondato sui valori di solidarietà e cittadinanza ed interesse dei giovani all’autorealizzazione come cittadini e singoli soggetti. Nel testo si illustrano quali sono le condizioni e i contesti per cui tale felice connubio può realizzarsi. I lettori a cui ci rivolgiamo sono tutti coloro che con ruoli diversi, decisori impegnati nel ridisegno della misura del SCN, dirigenti e operatori del movimento cooperativo e del terzo settore si occupano di SCN, di politiche giovanili e politiche attive del lavoro, di pratiche di cittadinanza attiva, di economia sociale e di promozione dello sviluppo umano ed economico.

En este artículo se analiza la diferente reacción que los mercados laborales italiano y español han tenido ante la crisis económica: la tasa de paro italiana entre 2006 y 2012, ha crecido relativamente poco (pasando del 7,6 al 10,9%) mientras que la española se ha casi triplicado, pasando del 9 al 24,4%. Para ello se han analizado datos relativos a: el mercado del trabajo, la situación socio-económica y la legislación existente. Tras el estudio realizado, tres parecen ser las discrepancias más relevantes: 1) las diferencias en las tasas de actividad femenina entre ambos países; 2) la menor apertura del mercado laboral italiano en los últimos 20 años; y, 3) la diferente legislación sobre despido y flexibilidad. Se han explorado los posibles factores que explican estas diferencias, entre otros: el diferente papel de las políticas activas de empleo, diferencias en al estructuras productivas y en el proceso de flexibilización del mercado del trabajo.

Entre 1950 y 1980, el modelo predominante en los países europeos centrales era el de pleno empleo estable, asalariado, a tiempo completo y con garantías sociales. Entre 1980 y 1995 se produce en la Unión Europea el fin de la hegemonía de ese modelo de empleo para dar paso a otro de características y rasgos netamente distintos. Es un fenómeno que tiene que ver, ante todo, con un cambio paulatino, pero profundo, en la configuración de las relaciones sociales y políticas en los países de la propia Unión Europea. Se empiezan a dibujar otros modelos que mantienen tasas altas de paro, grados importantes de inseguridad y un deterioro progresivo de las garantías sociales mínimas. Esta tendencia se presenta con grandes diferencias entre los países de la Unión. Esas diferencias tienen que ver con un doble orden de factores: en primer lugar con la fortaleza o debilidad del sistema de relaciones laborales de cada país; y en segundo lugar con la incorporación al empleo de nuevos sujetos laborales distintos del varón adulto nacional, en particular jóvenes, mujeres e inmigrantes, grupos en general muy alejados de la influencia sindical y que, por sus peculiares características, han podido contribuir a que formas flexibilizadas de empleo se acaben consolidando como habituales.

In times of economic crisis, volunteer work comes to be seen as a resource, both an economic one that provides social services as the state cuts back on welfare spending; and a social one, to counteract the social disintegration that accompanies disenchantment with politics. As a result, governments across Europe have begun targeting the volunteer workforce through policy instruments. Our paper examines the effects of government policy on volunteering traditions by analyzing the implementation of a national voluntary service in Germany. Drawing on neo-institutional theory, we argue that Germany’s state initiative has sparked competition between the new government voluntary service and preexisting programs organized by civil society organizations. We will show that this conflict has not merely restructured relationships among program leaders, host institutions, educational facilities, and volunteers, but in fact called into question the very nature of volunteering as a civic practice. © 2015, International Society for Third-Sector Research and The Johns Hopkins University.

Las sociedades europeas estan experimentando importantes cambios en los pilares axiologicos y politicos de su modelo social. Las politicas sociales y de empleo contemporaneas tienen como principal caracteristica un desplazamiento radical hacia la psicologizacion y moralizacion del trabajo. Un analisis de las nociones centrales del discurso de las instituciones europeas sobre el trabajo (empleabilidad, activacion, flexiguridad) permite desvelar las doxas o presupuestos que lo fundamentan. La paradoja es una estructura retorica fundamental de este discurso. Esta paradoja es reveladora del caracter perverso del discurso neoliberal que, por un lado, apela a la responsabilidad personal, pero, por otro, desprovee al sujeto de las condiciones sociales y politicas necesarias para el ejercicio de la autonomia.

The concept of 'employability' plays a crucial role in informing labour market policy in the UK, the EU and beyond. This paper analyses current and previous applications of the term and discusses its value as an exploratory concept and a framework for policy analysis. It then traces the development of the concept, discusses its role in current labour market and training strategies (with particular reference to the UK) and seeks to identify an approach to defining employability that can better inform labour market policy, by transcending explanations of employment and unemployment that focus solely on either supply-side or demand-side factors. Although the literature offers a range of definitions of 'employability', many policy-makers have recently used the term as shorthand for 'the individual's employability skills and attributes'. It is argued that this 'narrow' usage can lead to a 'hollowing out' of the concept of employability. The paper concludes by presenting a broad framework for analysing employability built around individual factors, personal circumstances and external factors, which acknowledges the importance of both supply- and demand-side factors.

This paper reviews the empirical economic literature on the relative importance of non cognitive skills for school and labour market outcomes, with a focus on Europe. There is evidence that high cognitive test scores are likely to result not only from high cognitive skills but also from high motivation and adequate personality traits. This suggests that part of the contribution of cognitive skills to economic growth could be due to personality traits. Across large parts of the literature, there is consensus that non cognitive skills have important effects both on school attainment and on labour market outcomes. These effects might be as important as the effects of cognitive skills. Less consensus exists on the malleability of non cognitive skills, with some arguing that these skills can be altered until the end of teenage years and others claiming that emotional intelligence can be changed at any age. Most of what economists know about the technology of non cognitive skill formation concerns early educational levels, such as preschools and schools. While it is difficult to argue that all relevant skill formation ends before labour market entry, there is scant evidence on the role of the workplace in the maintenance and development of existing skills. Clearly, more research in this area is needed.

Despite unprecedented recent expansion of international volunteering and service (IVS), there has been relatively little research on impacts. This paper proposes a conceptual model for impact research based on existing research evidence published in English. The model suggests that outcomes for host communities, volunteers, and sending communities vary depending on individual and institutional attributes and capacity. How institutions structure and leverage individual capacity influences who participates and how they serve, and shapes the impact of volunteer action. The aim of the current article was to investigate the psychometric properties of two self-efficacy scales ? the Work Self-Efficacy Scale (WSES) and Search for Work Self-Efficacy Scale (SWSES) ? and their measurement invariance (configural, metric, and residual) across two different cultural contexts: Spanish and Italian. The WSES was measured by 10 items assessing perceived work capability, while the SWSES was measured by 12 items assessing perceived capability to manage and cope with different situations in the search for a job. The sample included 658 young adults from Italy and Spain (20-26 years of age). Multi-group confirmatory factor analysis reveal that both configural and metric invariance can be assumed, suggesting that meaningful comparisons of the relations between latent factors and external variables can be made across Spain and Italy.

El proceso de europeización implica una confluencia de recursos, representaciones sociales y acciones entre los países de la Unión Europea. Ello es resultado, principalmente, de la difusión de ideas y valores compartidos, de los procesos de armonización estructural económica y de la construcción de un sistema institucional transnacional. Este artículo se ocupa de los últimos desarrollos del bienestar asociados al �Modelo Social Europeo� (MSE). Éste y otros conceptos afines, así como otras premisas conceptuales, son analizados en la introducción. En la segunda sección... (Leer más) se examina el desarrollo de los distintos regímenes de bienestar en el proceso de europeización. La activación es el nuevo paradigma asumido, en diversos grados e interpretaciones, por todos los países europeos. Cabe identificar, sin embargo, distintas perspectivas del nuevo paradigma activador, tarea en el que se concentran la tercera y cuarta secciones. El �Método Abierto de Coordinación� (MAC) sirve de principal elemento de referencia y contraste. The authors address the verification of the functional properties of self-efficacy beliefs and document how self-efficacy beliefs operate in concert with goal systems within a sociocognitive theory of self-regulation in contrast to the focus of control theory on discrepancy reduction. Social cognitive theory posits proactive discrepancy production by adoption of goal challenges working in concert with reactive discrepancy reduction in realizing them. Converging evidence from diverse methodological and analytic strategies verifies that perceived self-efficacy and personal goals enhance motivation and performance attainments. The large body of evidence, as evaluated by 9 meta-analyses for the effect sizes of self-efficacy beliefs and by the vast body of research on goal setting, contradicts findings (J. B. Vancouver, C. M. Thompson, & A. A. Williams, 2001; J. B. Vancouver, C. M. Thompson, E. C. Tischner, & D. J. Putka 2002) that belief in one's capabilities and personal goals is self-debilitating.

Prior studies on social capital and health have assessed social capital in residential neighbourhoods and communities, but the question whether the concept should also be applicable in workplaces has been raised. The present study reports on the psychometric properties of an 8-item measure of social capital at work. Data were derived from the Finnish Public Sector Study (N = 48,592) collected in 2000-2002. Based on face validity, an expert unfamiliar with the data selected 8 questionnaire items from the available items for a scale of social capital. Reliability analysis included tests of internal consistency, item-total correlations, and within-unit (interrater) agreement by rwg index. The associations with theoretically related and unrelated constructs were examined to assess convergent and divergent validity (construct validity). Criterion-related validity was explored with respect to self-rated health using multilevel logistic regression models. The effects of individual level and work unit level social capital were modelled on self-rated health. The internal consistency of the scale was good (Cronbach's alpha = 0.88). The rwg index was 0.88, which indicates a significant within-unit agreement. The scale was associated with, but not redundant to, conceptually close constructs such as procedural justice, job control, and effort-reward imbalance. Its associations with conceptually more distant concepts, such as trait anxiety and magnitude of change in work, were weaker. In multilevel models, significantly elevated age adjusted odds ratios (ORs) of poor self-rated health (OR = 2.42, 95% confidence interval (CI): 2.24-2.61 for the women and OR = 2.99, 95% CI: 2.56-3.50 for the men) were observed for the employees in the lowest vs. highest quartile of individual level social capital. In addition, low social capital at the work unit level was associated with a higher likelihood of poor self-rated health. Psychometric techniques show our 8-item measure of social capital to be a valid tool reflecting the construct and displaying the postulated links with other variables.

L'obiettivo di questo contributo è esaminare se e come si è modificata negli ultimi decenni la posizione dei giovani nel mercato del lavoro italiano. A partire dall'esame di alcuni indicatori generali e dalle risultanze delle più rilevanti indagini empiriche, l'analisi si è focalizzata sui più importanti nodi critici che ormai da alcuni decenni rendono il mercato del lavoro italiano un luogo decisamente poco accogliente per i giovani. Innanzitutto, l'attenzione si concentrerŕ sulle cosiddette barriere all'ingresso e sulla durevole presenza, tra le giovani generazioni, di preoccupanti aree di inattivitŕ. In secondo luogo, sarŕ evidenziata la persistente differenza tra giovani uomini e giovani donne, nonché il resistente divario territoriale presente nel nostro paese. Infine, sarŕ presa in esame la forte concentrazione fra i giovani delle forme di lavoro atipiche introdotte a partire dalla seconda metŕ degli anni Novanta e il ruolo ancora determinante della famiglia per affrontare la fase di transizione al lavoro. Se ne deduce che i meccanismi di funzionamento del mercato del lavoro italiano, con le sue differenziazioni territoriali e il forte dualismo generazionale e di genere, non possono risolvere, senza importanti e mirati interventi esterni, il problematico rapporto tra i giovani e il lavoro nel nostro paese.

This article deals with the relationship between labour market attainment and individual social capital, referring in particular to the relevance of relational and kinship networks in the process of job matching. After a brief reconstruction of the main characteristics of the Italian labour market, as well as of the peculiar occupational regime that it is realised, the role of individual's social belongings are deepened by means of a specific survey carried on a sample of newly hired people in Milan. The research shows how, in a labour market characterised by closed employment relations, strong ties play a very important role in predefining individual first entry into their occupational career, and subsequently during their work history. By this way, the research falsify Granovetter's thesis of the strength of weak ties.

Este documento presenta series de salarios reales para diferentes sectores y �pocas en Colombia. Apoy�ndonos en datos compilados por varios autores, nuestra principal conclusi�n es que a lo largo de los �ltimos 170 a�os, los salarios reales en Colombia han aumentado menos que el crecimiento de PIB per capita. Esto puede ser una causa parcial de la mala distribuci�n del ingreso en la actualidad en Colombia.
