RESUMO Desastres são processos onde as operações normais dos sistemas urbanos (infraestrutura, prioridades da sociedade e das instituições públicas) são afetadas. Nas circunstâncias em que ocorrem sismos, há uma curta janela de tempo para se preparar para a chegada do evento (no intervalo de segundos a minutos), o que representa um considerável desafio para as operações de emergência para evitar que desastres ocorram. Assim, é de importância fundamental empoderar as instituições e os indivíduos/grupos para avaliar os riscos e ter conhecimento sobre as ações mais apropriadas antes de se confrontarem com tais eventos. Tendo em conta diferentes casos de ocorrência dos mesmos, as perturbações que provocam no espaço assim como o debate no tema, esse estudo considera a disponibilidade e diferenças entre ferramentas digitais para monitorar e avaliar eventos sísmicos. As conclusões mostram um quadro de novas ferramentas digitais para alertas sísmicos que poderiam aumentar o controle social em torno desses riscos. The conclusions show a framework of new digital tools for early-warning that could increase the social control around of these risks.

RESUMO
Desastres são processos onde as operações normais
dos sistemas urbanos (infraestrutura, prioridades da
sociedade e das instituições públicas) são afetadas.
Nas circunstâncias em que ocorrem sismos, uma
curta janela de tempo para se preparar para a chegada
do evento (no intervalo de segundos a minutos), o que
representa um considerável desafio para as operações
de emergência para evitar que desastres ocorram.
Assim, é de importância fundamental empoderar as
instituições e os indivíduos/grupos para avaliar os
riscos e ter conhecimento sobre as ações mais
apropriadas antes de se confrontarem com tais
eventos. Tendo em conta diferentes casos de
ocorrência dos mesmos, as perturbações que
provocam no espaço assim como o debate no tema,
esse estudo considera a disponibilidade e diferenças
entre ferramentas digitais para monitorar e avaliar
eventos sísmicos. As conclusões mostram um quadro
de novas ferramentas digitais para alertas sísmicos
que poderiam aumentar o controle social em torno
desses riscos.

Quando se trata de direitos humanos, deve-se incluir o espaço onde habita a população em suas discussões. Por ocasião da Conferência Rio+20, foram estabelecidos os Objetivos do Desenvolvimento Sustentável, que, em um de seus tópicos, fixaram a busca por cidades inclusivas, seguras, resilientes e sustentáveis, em continuação aos Objetivos do Milênio propostos pela Organização das Nações Unidas (ONU). Este novo objetivo complementa outras iniciativas da ONU visando a redução do risco de desastres, iniciada ainda nos anos 1990, quando da institucionalização de uma década específica para debater problemas relativos aos desastres naturais. Hoje, sabe-se que o homem influencia diretamente na ocorrência de desastres, de modo com que se deve procurar desnaturalizar tais eventos. Se o homem exerce grande impacto na ocorrência de desastres, deve ele adotar providências visando a sua redução, o que se dará por meio da correta ocupação e uso do solo nas cidades e no campo, além de ações educativas diversas junto às comunidades, por exemplo. No Brasil, fomentou-volvida no âmbito do Quadro de Ação de Hyogo, recentemente substituído pelo Quadro de Ação de Sendai, o que marcou a mudança de foco entre a gestão dos desastres (pós-tsunami ocorrido na Ásia em 2005) e o gerenciamento dos riscos (período 2015-2030). No cerne desta campanha, promovia-se a articulação entre governos locais e sociedade, buscando aproximar os órgãos de proteção e defesa civil da população, mormente aquela diretamente afetada pelos desastres. Este trabalho especificamente nos contextos nacionais e internacionais, de que maneira a Campanha risco de desastres, foi desencadeada na Região Metropolitana do Vale do Paraíba, Estado de São Paulo, Brasil, que compreende 39 (trinta e nove) municípios no eixo São Paulo-Rio de Janeiro, por meio da análise dos dados constantes da plataforma PreventionW eb, do Escritório das Nações Unidas para a Redução do Risco de Desastres. Foram verificados quais municípios se inscreveram na Campanha, quais preencheram o relatório de passos essenciais (1º ciclo) e o relatório de progresso local (2º ciclo). Por fim, tem-se que o presente trabalho agrega às discussões relacionadas à redução dos desastres, concluindo-se que a efetividade da Campanha junto às comunidades é mínima, se comparados aos impactos dos desastres nas mesmas comunidades.

Transient gravity changes are expected to occur at all distances during an earthquake rupture, even before the arrival of seismic waves. Here we report on the search of such a prompt gravity signal in data recorded by a superconducting gravimeter and broadband seismometers during the 2011 Mw 9.0 Tohoku-Oki earthquake. During the earthquake rupture, a signal exceeding the background noise is observed with a statistical significance higher than 99% and an amplitude of a fraction of μGal, consistent in sign and order of magnitude with theoretical predictions from a first-order model. While prompt gravity signal detection with state-of-the-art gravimeters and seismometers is challenged by background seismic noise, its robust detection with gravity gradiometers under development could open new directions in earthquake seismology, and overcome fundamental limitations of current earthquake early-warning systems imposed by the propagation speed of seismic waves.

Large magnitude earthquakes in urban environments continue to kill and injure tens to hundreds of thousands of people, inflicting lasting societal and economic disasters. Earthquake early warning (EEW) provides seconds to minutes of warning, allowing people to move to safe zones and automated slowdown and shutdown of transit and other machinery. The handful of EEW systems operating around the world use traditional seismic and geodetic networks that exist only in a few nations. Smartphones are much more prevalent than traditional networks and contain accelerometers that can also be used to detect earthquakes. We report on the development of a new type of seismic system, MyShake, that harnesses personal/private smartphone sensors to collect data and analyze earthquakes. We show that smartphones can record magnitude 5 earthquakes at distances of 10 km or less and develop an on-phone detection capability to separate earthquakes from other everyday shakes. Our proof-of-concept system then collects earthquake data at a central site where a network detection algorithm confirms that an earthquake is under way and estimates the location and magnitude in real time. This information can then be used to issue an alert of forthcoming ground shaking. MyShake could be used to enhance EEW in regions with traditional networks and could provide the only EEW capability in regions without. In addition, the seismic waveforms recorded could be used to deliver rapid microseism maps, study impacts on buildings, and possibly image shallow earth structure and earthquake rupture kinematics.

The static and transient deformations produced by earthquakes cause density perturbations which, in turn, generate immediate, long-range perturbations of the Earth's gravity field. Here, an analytical solution is derived for gravity perturbations produced by a point double-couple source in homogeneous, infinite, non-self-gravitating elastic media. The solution features transient gravity perturbations that occur at any distance from the source between the rupture onset time and the arrival time of seismic P waves, which are of potential interest for real-time earthquake source studies and early warning. An analytical solution for such prompt gravity perturbations is presented in compact form. We show that it approximates adequately the prompt gravity perturbations generated by strike-slip and dip-slip finite fault ruptures in a half-space obtained by numerical simulations based on the spectral element method. Based on the analytical solution, we estimate that the observability of prompt gravity perturbations within 10 s after rupture onset by current instruments is severely challenged by the background microseism noise but may be achieved by high-precision gravity strainmeters currently under development. Our analytical results facilitate parametric studies of the expected prompt gravity signals that could be recorded by gravity strainmeters.

Based on the authors' previous work, co-seismic deformations for a spherical symmetric earth model are summarized and reformulated. Unified expressions presented herein accommodate physical deformations: displacement, potential, gravity, geoid and strain changes. The corresponding Green's functions are derived by combining spheroidal and toroidal deformations. Sign errors in previous publications are corrected in these new formulas. These expressions are developed basically for a deformed earth surface because most traditional geodetic measurements are performed on the terrain surface. However, through development of space geodetic techniques, such as the satellite gravity missions, co-seismic gravity changes can be detected from space. In this case, the above dislocation theory (e.g., the co-seismic gravity change) cannot be applied directly to the observed data because the data do not include surface crustal deformation (the free air gravity change). Correspondingly, the contribution by the vertical displacement part must be removed from the traditional expressions. For this purpose, we present the corresponding expressions applicable to space observations. Some numerical technical problems are discussed. In addition, a smoothing technique is necessary to damp the high-frequency contribution so that the theory can be applied reasonably. Global co-seismic deformations caused by the 2004 Sumatra–Andaman earthquake (M9.3) are studied as an application of the new Green's function. That earthquake caused a global deformation detected by GPS, strain metres and even a satellite gravity mission. These global deformations are calculated based on the derived Green's functions and the seismic-wave derived earth model. A segment-summation scheme is used considering the slip distribution on a limited fault plane. The results are useful for interpreting observed deformations, especially those in the far field. The earthquake reveals global co-seismic deformations and effects of spherical curvature and the earth's layered structure. Comparisons between results for a spherical earth mode and a half-space model show a large discrepancy at an epicentral distance of about 1000 km, implying that effects of spherical curvature and layer structure are considerably large. In addition, the theoretical results are compared with the real observed strain steps, horizontal displacements and gravity changes caused by that earthquake. Good agreement validates the results of the current theoretical work. Finally, we discuss the application the above theory to the GRACE data through several case studies.

This paper studies the potential and gravity changes caused by dislocations in spherically symmetric earth models. We define dislocation Love numbers to describe the elastic deformation of the earth raised by point sources. We discuss the shear and tensile dislocations, which can be expressed by four independent components: a vertical strike-slip, a vertical dip-slip, a tensile opening on a horizontal plane, and a tensile opening on a vertical plane. The results for a homogeneous earth model agree very well, at least within l°, with those predicted from flat-earth theory. The far-field results indicate no larger than 10 per cent difference within 10°. It makes little difference whether we use the theory on a sphere or that for a flat earth in the near field, while it is reasonable to use the spherical theory for global calculation. We proceed to calculations with a radially heterogeneous earth model (Model 1066A). The results are as a whole similar to those for a homogeneous sphere. In some cases, however, the difference between the two becomes significant. For example, the locations of the nodal lines of the gravity change differ significantly between the two models. This indicates that the vertical layering can cause considerable effects on the deformation fields.

This study describes an examination of surface gravity changes caused by dislocations within a 3-D heterogeneous earth. This new theory is described using six independent dislocations: a vertical strike-slip, two vertical dip-slips perpendicular to each other, and three tensile openings on three perpendicular planes. A combination of the six independent dislocations is useful to compute coseismic gravity changes resulting from an arbitrary seismic source at an arbitrary position. Based on the 3-D lateral inhomogeneous P-wave velocity model, we deduce the 3-D density and S-wave velocity models using the relation of Karato. Finally, numerical computations are performed for a location south of Japan (30°N, 135°E). We calculate the coseismic gravity changes resulting from the six independent dislocations for source depths of 100, 300 and 637 km, respectively. Numerical results show that the maximum 3-D effect varies concomitantly with the dislocation type and the source depth. For seismic problems, the effect of elastic parameter μ is dominant.

An approach for the evaluation of local hydrological modelling is presented: the deployment of temporal terrestrial gravity measurements and gravimetric 3-D modelling in addition to hydrological point observations. Of particular interest is to what extent such information can be used to improve the understanding of hydrological process dynamics and to evaluate hydrological models. Because temporal gravity data contain integral information about hydrological mass changes they can be considered as a valuable augmentation to traditional hydrological observations. On the other hand, hydrological effects need to be eliminated from high-quality gravity time-series because they interfere with small geodynamic signals. In areas with hilly topography and/or inhomogeneous subsoil, a simple reduction based on hydrological point measurements is usually not sufficient. For such situations, the underlying hydrological processes in the soil and the disaggregated bedrock need to be considered in their spatial and temporal dynamics to allow the development of a more sophisticated reduction. Regarding these issues interdisciplinary research has been carried out in the surroundings of the Geodynamic Observatory Moxa, Germany. At Moxa, hydrologically induced gravity variations of several 10 nm s−2 are observed by the stationarily operating superconducting gravimeter and by spatially distributed and repeated high-precision measurements with transportable relative instruments. In addition, hydrological parameters are monitored which serve as input for a local hydrological catchment model for the area of about 2 km2 around the observatory. From this model, spatial hydrological variations are gained in hourly time steps and included as density changes of the subsoil in a well-constrained gravimetric 3-D model to derive temporal modelled gravity variations. The gravity variations obtained from this combined modelling correspond very well to the observed hydrological gravity changes for both, short period and seasonal signals. From the modelling the amplitude of the impact on gravity of hydrological changes occurring in different distances to the gravimeter location can be inferred. Possible modifications on the local hydrological model are discussed to further improve the quality of the model. Furthermore, a successful reduction of local hydrological effects in the superconducting gravimeter data is developed. After this reduction global seasonal fluctuations are unmasked which are in correspondence to GRACE observations and to global hydrological models.

Poursuivant un bilan des contributions à ce numéro spécial des Annales, l'arti-cle établit la prolifération récente des définitions concernant la notion de risque dit naturel en géographie. Il expose le dilemme de l'opposition aléa-vulnérabi-lité qu'elles cherchent plus ou moins à réduire sans éviter les contradictions, poussant le chercheur à envisager les enjeux épistémologiques de cette évolu-tion. Suivant certains articles ici présents, on est alors amené à confirmer l'inté-rêt de l'analyse systémique pour l'étude des risques en géographie, une méthode que suggère l'évolution des définitions concernant la vulnérabilité. Nous propo-sons un prolongement de cet effort en redéfinissant le risque à partir de la notion intégrative d'endommagement. Tout comme nous suggérons l'intérêt de la dé-marche a posteriori, en dépit des limites que cette dernière connaît, forcément liées à la disponibilité comme à la validité des témoignages de dommages sur lesquels cette démarche repose. Abstract Given the recent development of a so-called geography of natural hazards, the notion of natural hazards has been given different definitions, which all try, not always without contradictions, to solve the dilemma posed by the hazard/vulne-rability opposition. This paper discusses the epistemological issues raised by those definitions, whose evolution is better accounted for by using a method derived from the system analysis of risk in geography. It has lead us to propose a redefinition of risk through an integrative notion of damaging. Likewise, the relevance of a posteriori phenomenological approach is noted, in spite of the numerous difficulties which arises when dealing with the damage evidences that are essential to this method.

We derive expressions in closed form which give the gravity potential changes caused by point dislocations. They enable us to evaluate coseismic changes in surface gravity and geoid height. Numerical simulation shows that a great earthquake could cause a geoid height change of order 1 m.

Gravity Green's functions for a column load of a model atmosphere on a spherical, elastic Earth are presented and they are used to evaluate the contribution of global atmospheric pressure variations to local gravity. The Green's functions are found to be relatively insensitive to the details of the model atmosphere, but they are dependent on the temperature at the base of the column, and on the relative height difference between the base of the column and the gravity station. The total signal that global pressure systems contribute to gravity is about 30 μgal, of which about 90% is produced by the atmosphere within 50 km of the gravity station. A proper local, regional, temperature, and global correction can adequately account for the gravity signal from the atmosphere to within a few tens of ngal in the diurnal band, and about 100 ngal in the days to seasonal band, except during extreme weather conditions. -from Author
