Development of Geospatial Data for WebGIS- Based Mining Land Permits Information System (Case Study: Province of South Sulawesi)

Abstract

Geospatial Information Agency (BIG) shown that the data management systems of land permits which are currently implemented by multi-sector governmental institution in Indonesia have not been integrated yet. Therefore, single geospatial database is strongly needed for data integration and for avoiding ownership conflict especially in overlapped business areas. The main contribution of this study was a WebGIS-based of land permits geospatial information system prototype which could be integrated with a database for each institution in Province of South Sulawesi. The development process exploited the superiority of ArcMap for processing and analyzing spatial data and its attributes; PostGIS for spatial database storage integration and Pmapper for visualizing spatial database as WebGIS services through Web Mapping Service (WMS).

INTRODUCTION
WebGIS is a system connected to the internet network
and can provide GIS function over the web for
integration, sharing and visualizing of geospatial data[1].
The preparation of land use permits spatial database is
needed for multi sector data integration[2]. Data from
Department of Energy and Mineral Resources, Province
of South Sulawesi shown that only 22.7% of mining
permits (IUP) has Clear and Clean (CnC) status from
757 IUP. In implementation, this condition remained land
ownership conflicts, indicated by overlapping of business
areas[3]. Therefore the objective of the research is
minimize the potential conflict by developing a geospatial
data for WebGIS-based mining land permits information
system.
METHODOLOGY
The area of study is Province of South Sulawesi,
geographically located between S 0o12'00'' - 8o0'00'' and E
116o48'00'' - 122o36'00''.
The geospatial data is stored in geodatabase as vector and
raster data format. It can be useful in decision-making and
implementation of activities related to geospatial analysis
such as in land use sector.
The development of geospatial information system
prototype[4], was based on The System Development
Life Cycle (SDLC), which consisted of five stages:
planning, analyzing, designing, implementation, and
maintenance[5]. The system was developed by integrating
applications of open-source and proprietary software, they
were ArcGIS 10.3 with add on application of ArcMap for
spatial data processing (layer map) and ArcCatalog for
organizing attribute data (geodatabase); PostgreSQL 9.1
with PostGIS 1.5 extension for converting shp data to
sql spatial database; MapServer 3.1 with Pmapper 4.3
extension for designing of WebGIS interface and
connecting sql spatial database to visualization engine;
Xampp 5.5 with add on application of PHP for website
development. Overall system development was designed
into 3 level layers[1]:
a. Database Client Layer, contained all imported shp
data in the sql spatial database format.
b. Application Layer, contained Xampp for handling
HTTP requests and MapServer for handling WMS
requests.
c. Client Layer, contained web browser pages designed
by using PHP and Pmapper.

DEVELOPMENT
RESULTS AND DISSCUSION
A prototype of WebGIS-based mining land permits
information system was developed. It contained a layer of
administrative boundaries, mining area, forest and
plantations area as well as cadastral data. The maps
prototype used UTM (Zone 50S) coordinate system,
datum of DGN 1995 and the units of meters. The
prototype made geospatial data accessible by end user
through a web browser interface as presented in figure 2.

The tools on the right side of map could be interactively
operated which help users to obtained information and
overlapped spatial analysis related to land use permits.
To facilitate users to search the desired location and
obtain desired information at the location, a tool for
query searching was added.

The system was also equipped by information related to
owner company, mining activities, mining commodities,
and information status of land use permits from other
related agencies, as follows:

CONCLUSION
The developed prototype of land use permits information
system was developed by integrating various tools of GIS
that were useful for visualizing of spatial database,
analyzing, query function and generating maps with
spatial and attribute data. By integrating an accurate
spatial data provided by related multi-sector institutions in
South Sulawesi, this tool could be minimize the potential
conflict in mining land permits.

There is a growing need for web-based geographic information systems for easy and fast dissemination, sharing, displaying and processing of spatial information. The tremendous growth in the use of web and open-source geospatial resources has sparked development of web-based spatial applications to address multidisciplinary issues with spatial dimensions. This paper presents the integration of open-source geospatial tools and web technology to visualize and interact with spatial data using web browser. The goal of this paper is to implement a prototype system for web-based mapping by providing step-by-step instructions in order to encourage the eager developers and interested readers to publish their maps on the web with no prior technical experience in map servers. The implementation of mapping prototype shows the utilization of open-source geospatial tools which results in a rapid implementation with minimal or no software input cost.
