As the internet assumes a central role in our lives and remakes our economy, it posits major challenges for policy-makers. Its growing presence has already raised serious concerns about privacy protection and safety, complicated the collection of indirect taxes (value-added taxes, sales taxes), enhanced the possibilities for tax evasion or money laundering and undermined the ability of governments to control the territorial space under their jurisdiction. With the internet anchoring itself ever more as a vector of change, it will impact on many public policies. These will have to be adjusted to a new reality, the omnipresence of cyberspace as a medium of interaction and the implications of its virtual nature for the organization of society.

Playing With Fire: Cigarettes, Taxes and Competition From the Internet

The state corporate income tax has been and remains a vital source of income for the states. The theoretical justifications for this tax, however, are weak and, as reasonably predicted based on its poor design, the state corporate income tax has been in decline as a source of state revenue for decades. Nevertheless, states have taken important steps to shore up their corporate income taxes. At ... [Show full abstract] least one of these major reforms, apportioning the state corporate income tax base on the basis of in-state corporate sales, was probably undertaken on the basis of implausible policy arguments. Despite the ad hoc (at best) nature of these reforms, they have changed the state corporate income tax for the better. An initial goal of this Article is to collect this positive news at a time when most fiscal news remains bleak. The argument at the heart of this Article starts from the analytical observation (first made by Charles McLure) that these changes to the state corporate income tax have made the tax into an odd type of sales (consumption) tax. This Article then argues that this observation is important because this new corporate income tax is reaching sales on which no retail sales tax is due (e.g., most services) and sales on which no retail sales tax is generally remitted (e.g., sales made by certain internet retailers). This means that the new corporate income tax is acting not only like a sales tax, but as a complement to poorly designed state sales taxes. This Article argues that, assuming that states will not act directly to broaden their sales tax base, they can act to broaden their consumption tax base indirectly through their corporate income taxes.

No Longer a Tax Haven? The Impact of Taxes on Internet Purchase Behavior

Using the online transaction data of 88,814 U.S. households in 2006, we analyze how local tax rates affect online purchasing behavior. Although earlier survey-based research has found that consumers who live in high-tax localities are more likely to shop online, our transaction-based data show the opposite. We find that higher local tax rates are associated with lower online expenditures, reduced ... [Show full abstract] transaction frequency, and a lower probability of making an online purchase. A disaggregate analysis shows that increased sales tax does not significantly boost demand from tax avoiding retailers but significantly lowers demand for online retailers that collect tax. In addition online shoppers are more than twice as sensitive to tax as traditional store shoppers. Finally, we document that tax losses from Internet sales are more moderate than previously estimated.

Sales Taxes and Internet Commerce

We estimate the sensitivity of Internet retail purchasing to sales taxes using data from the eBay marketplace. Our first approach exploits the fact that seller locations are revealed only after buyers have expressed interest in an item by clicking on its listing. We use millions of location "surprises" to estimate price elasticities with respect to the effective sales tax. We then use aggregated ... [Show full abstract] data to estimate cross-state substitution parameters, and substitution between offline and online purchases, relying on the variation in state and local sales taxes, and on changes in these rates over time. We find substantial sensitivity to sales taxes. Using our item-level approach, we find a price elasticity of around -2 for interested buyers. The results showed that the self-generated revenues had a positive trend in the municipality, which is an important basis for finances in Zapopan, as a result of the implementation of programs and mechanisms oriented to increasing institutional, administrative, and financial capacities, as well as the creation of participation channels and transparency. This research demonstrated that the target municipality was financially and fiscally autonomous, as an expression of co-responsibility in terms of taxes and rights, with an ensued effect on the capture of federal and state resources.

Taxing electronic commerce is one of the most contentious tax policy issues facing state governments in the 21st century. This article focuses on tax compliance and the reaction of consumers towards taxing electronic commerce sales. [Show full abstract] tax were charged on online purchases, would consumers buy less?” This study uses a national survey and found that nearly 50 percent of consumers who purchase online would buy less if a sales tax were charged for online purchases. Controlling for other factors, individuals who agreed that they would purchase less were more likely to be male, married, very social, have more years of online experience, and heavy spenders on purchasing goods or services on the Internet.
