By the turn of the 21st century liberal democracy and democracy promotion have both become strongly entrenched norms in U.S. and E.U. foreign policies. Despite squabbles over a host of international issues, democracy as a system of government and an ideal is fundamentally shared by Americans and Europeans. [Show full abstract] growing appreciation of the links between substantive democracy and economic development, peace and security, have made the goal of democracy promotion a shared one for Americans and Europeans. We argue that contemporary Europe and the United States are united by a normative commitment to democracy and the objective of supporting and promoting its development outside the transatlantic community. But does this mean that the E.U. and U.S. pursue the same democracy promotion strategies? We suggest that the answer is "sometimes, and sometimes not" and that it is dynamic. At times, and in different contexts, E.U. and U.S. strategies and instruments converge and diverge. Finally, we argue that divergence in strategies can be explained with reference to three key factors: the different histories and formative experiences that have shaped E.U. and U.S. thinking and institutions for promoting democracy abroad; differences in international "actorship"; and differences in conception of power.

This paper aims at studying the principles of the EU's external governance and the European Neighbourhood Policy (ENP), launched in 2003 as mean for the enlarged Union to manage its new neighbourhood. A careful study of the ENP reveals that it takes part of the new European external governance which spurs the extension of parts of the Union' internal policies (as acquis communautaire) beyond the ... [Show full abstract] circle of member states towards its immediate neighbourhood. This external governance is based on a new form of near abroad management, where internal and foreign policy goals come together since the EU's internal policies are used to reshape its neighbourhood. However, this EU's external governance has triggered off counterproductive effects and turn to be paradoxical. We assume that some precise look to the EU's Eastern borderlands and to concrete effects of external governance highlights a tension in the EU's external governance and in ENP - between the EU's desire to fulfil its peace mission and the negative effects of its desire for exclusionary borders to protect itself from external threats. Indeed, preserving external security by opening up the Union's external border through the ENP undermines internal societal security, while maintaining a strict border regime by the new Schengen extension for internal security, in turn, undermines external security. Counter-productive effects of external governance is due to a new "Internal/External Security Paradox" and entails potential destabilization of neighbourhood instead of the stabilization wished.
