Abstract

The Special Committee on Registration of Algal and Plant Names (including fossils) was established at the XVIII International Botanical Congress (IBC) in Melbourne in 2011, its mandate being to consider what would be involved in registering algal and plant names (including fossils), using a procedure analogous to that for fungal names agreed upon in Melbourne and included as Art. 42 in the International Code of Nomenclature for algae, fungi, and plants. Because experience with voluntary registration was key to persuading mycologists of the advantages of mandatory registration, we began by asking institutions with a history of nomenclatural indexing to develop mechanisms that would permit registration. The task proved more difficult than anticipated, but considerable progress has been made, as is described in this report. It also became evident that the Nomenclature Section needs a structure that will allow ongoing discussion of registration and associated issues. Simultaneously with this report we are submitting four proposals that would provide such a structure.

The paper summarises many years of discussions and experience of biodiversity publishers, organisations, research projects and individual researchers, and proposes recommendations for implementation of persistent identifiers for article metadata, structural elements (sections, subsections, figures, tables, references, supplementary materials and others) and data specific to biodiversity (taxonomic treatments, treatment citations, taxon names, material citations, gene sequences, specimens, scientific collections) in taxonomy and biodiversity publishing. The paper proposes best practices on how identifiers should be used in the different cases and on how they can be minted, cited, and expressed in the backend article XML to facilitate conversion to and further re-use of the article content as FAIR data. The paper also discusses several specific routes for post-publication re-use of semantically enhanced content through large biodiversity data aggregators such as the Global Biodiversity Information Facility (GBIF), the International Nucleotide Sequence Database Collaboration (INSDC) and others, and proposes specifications of both identifiers and XML tags to be used for that purpose. A summary table provides an account and overview of the recommendations. The guidelines are supported with examples from the existing publishing practices.

Between International Botanical Congresses, Special‐purpose Committees (SPCs), previously simply called “Special Committees”, fulfill an important governance function on behalf of the International Code of Nomenclature for algae, fungi, and plants (Code) through addressing particular topics assigned to them by the Nomenclature Section of an International Botanical Congress or, since 2017, of an International Mycological Congress. Considering the very diverse topics referred to SPCs, the Code does not set out in detail how such Committees should or could function. Given that SPCs are now prominently mentioned in Division III of the current (Shenzhen) Code, we provide the history that led up to this point. We also provide background on the establishment, membership, and functioning of SPCs, and how they differ from ad hoc and Standing Committees.

The nomenclature of some fossil homonyms of Rubus is additionally resolved. Fossil Rubus mucronatus Palamarev, being an illegitimate later homonym of extant Rubus mucronatus Seringe, is re-named as Rubus eubaticus nom. nov. Rubus ellipticus Pavlyutkin (fossil) is replaced by a new name Rubus primoricus nom. nov., because of the earlier homonym, Rubus ellipticus Smith (extant).

New names are proposed for the fossil European Tertiary species of Ilex (The Palaeoflora Europaea Project): Ilex angustifolioides nom. nov., Ilex boulayi nom. nov., Ilex friedrichii nom. nov., Ilex latifolioides nom. nov., and Ilex opacina nom. nov. Ilex integrifolia Baikovskaja from Central Asia is renamed Ilex aschutassica nom. nov. (non extant Ilex integrifolia Hort. ex Vilmorin and Ilex integrifolia Chapman ex Knowlton). Ilex mormonica nom. nov. of North America is proposed in place of Ilex acuminata Becker (fossil) non Ilex acuminata Willdenow (extant). Ilex polarica nom. nov. from Greenland is validated in place of Ilex macrophylla Heer (fossil) non Ilex macrophylla Blume (extant). Ilex fortunensis Hahn (extant) is renamed Ilex hahnii nom. nov. (not fossil Ilex fortunensis van der Burgh). Ilex subrotunda sp. nov. is validated instead of the previously invalidly published I. ohashii, lacking holotype designation when published. Fossil-species of Ilex, based on the dispersed pollen, Ilex major, I. colchiciformis, I. hyrcaniformis, I. macroclavata, I. tener, are transferred to the pollen fossil-genus Ilexpollenites. Fossil-species based on leaves, Ilex artocarpidioides and Ilex ovata are segregated into a separate genus Celastrilex gen. nov. Fossil-species Ilex pseudostenophylla, based on leaf remains, is excluded from Ilex and placed into a new fossil-genus Frangulops gen. nov. The following new combinations are proposed: Ilex ulmacea comb. nov., Ilexpollenites: Ilexpollenites major comb. nov., I. colchiciformis comb. nov., I. hyrcaniformis comb. nov., I. macroclavata comb. nov., I. tener comb. nov.; Celastrilex artocarpidioides, C. populifolia; Frangulops pseudostenophylla. Furthermore, Celastrus ulmaceus is neotypified; Ilex acuminata Saporta, I. berberidifolia, I. mougeotii and I. rueminiana are lectotypified.

New names are proposed for the fossil taxa of Berberis and Mahonia of the American Tertiary and the European Tertiary (The Palaeoflora Europaea Project). Berberis lanceolata Givul. is renamed Berberis miopannonica nom. nov. (non extant Berberis lanceolata Benth.) and Berberis notata nom. nov. is proposed in place of Berberis ambigua Kovar-Eder & Kvaček (fossil) non Berberis ambigua Ahrendt (extant). Berberis notata nom. nov. is validated in place of Ilex ambigua Unger (fos-sil) non Ilex ambigua Elliott (extant), which were previously treated as illegitimate Berberis ambigua Kovar-Eder & Kvaček (fossil) non Berberis ambigua Ahrendt (extant). Alloberberis axelrodii sp. nov. is validated instead of the previously inval-idly published Mahonia sinuata, lacking holotype designation when published. Alloberberis caeruleomontana nom. nov. is validated to replace Ilex sinuata Chaney & Axelrod non Ilex sinuata Saporta. The following new combinations are proposed: A. aceroides comb. nov., A. bilinica comb. nov., A. lobodonta comb. nov., A. marginata comb. nov., A. obliqua comb. nov., Mahonia boulei comb. nov., M. mahoniiformis comb. nov., M. sphenophylla comb. nov. (replacing nomenclaturally superfluous M. aspera). Furthermore, Juglans melaena is neotypified and Alloberberis aceroides is epitypified.

The fossil-species of Scirpus sensu lato are re-classified in currently recognized distinct genera, Amphiscirpus, Bolboschoenus, Schoenoplectiella and Schoenoplectus. New combinations are validated: Amphiscirpus tertiarius comb. nov., Bolboschoenus kreczetoviczii comb. nov., B. longispermus comb. nov., B. pliocenicus comb. nov., B. wieliczkeviczii comb. nov., Schoenoplectiella dravertii comb. nov., S. juliae comb. nov., S. khachlovii comb. nov., S. kipianiae comb. nov., S. lucens comb. nov., S. meotica comb. nov., S. nikitinii comb. nov., S. palaeobucharica comb. nov., S. palibinii comb. nov., S. ragozinii comb. nov., S. suchovii comb. nov., S. szaferi comb. nov., Schoenoplectus liratus comb. nov., S. lusaticus comb. nov. and S. odessanus comb. nov. A new fossil-species Schoenoplectiella isolepioides sp. nov. is validated instead of invalidly published ‘Scirpus (Schoenoplectus) isolepioides’ Mai & Walther. Fossil Scirpus leptocarpus Negru, being an illegitimate later homonym of extant Scirpus leptocarpus Mueller, is re-named Scirpus novorossicus nom. nov. Carex × notholimosioides nom. nov. (C. limosa × C. paleacea) is proposed to replace the later homonym C. × limosoides Cayouette (extant) non C. limosioides Negru (fossil). Cladium crassum Negru (fossil) is replaced by a new name Cladium transdnestrovicum nom. nov., on account of the earlier homonym, C. crassum (Thwaites) Kükenthal (extant). Fossil-species of the genus Dichostylis, a nomenclaturally superfluous name, and unrecognized genus Acorellus are re-classified and transferred to Cyperus: Cyperus distachyoformis comb. nov., C. germanicus comb. nov., C. maii nom. nov., C. pliocenicus comb. nov., C. protohamulosus comb. nov., C. pygmaeoides comb. nov. and C. waltheri nom. nov. Scirpus khachlovii and S. suchovii are lectotypified for the first time.

The INTERNATIONAL FOSSIL PLANT NAMES INDEX (IFPNI) was first launched in May, 2014 as a data base of fossil names of plants, algae, fungi, allied prokaryotic forms (formerly treated as algae and Ñyanophyceae in particular), algae-related protists and fossil microproblematica (so-called ambiregnal organisms) published in using binary nomenclature. The goal of the IFPNI was also to compile and maintain a comprehensive literature based record of these fossil scientific names and bank of author names in palaeobotany. In modern plant science there was no previously comprehensive united index of recorded fossil forms of algae, cyanobacteria and related prokaryotic microorganisms (interpreted in the past as algae), fungi and plants, which were all described since early XIX century up to our days. IFPNI was constructed as a platform to provide an authoritative online, open-access, and community-generated registry of fossil plant nomenclature as a service to the very global scientific community. Dynamic data base aims to document all nomenclatural novelties (new scientific names of extinct organisms) and associated data, including registry of the scientific publications (taxonomic literature) containing nomenclatural acts and authors in palaeobotany and palaeontology in general, and allied geological disciplines. The idea was to settle a working group of systematists to process retro data from old palaeobotanical literature and to invite also actively working palaeobotanists to become sole contributors and invited specialized editors in contributing new nomenclatural and bibliographic data by means of their on-line registration. As a result for one year of active work, at present we have registered 32110 names from 3555 publications from 968 journals and 399 books authored by 2550 authors [statistics on 09 Dec 2015]. The data base is not yet complete, and more work should be done on some remained to verified and analyzed uploaded data. We expected faster growth of the data base, but the result as such is still modest. The inhibitory obstacles were: lack of bibliographic database of registered fossil plant taxonomic literature, which is a main base for extracting and referencing of fossil plant names, lack of journal data base, lack of palaeobotanist author names data base. The IFPNI Platform was developed on the basis of MongoDB data base; it is hosted on the Digital Ocean virtual servers in Europe and easily and freely available to users worldwide with no restrictions in access. In contrast to the International Plant Names Index (http://www.ipni.org/), covering just extant taxa of vascular plants at present, IFPNI was constructed in a similar manner to Zoobank database (http://zoobank.org/) with analogous tools of registration of taxonomic literature, scientific names, and type specimens. IFPNI currently does not incorporate fossil record data; it is an aim of the future development. In addition to mentioned indices, IFPNI first provides comfortable platform and tools for uploading of original photos and inventory numbers of the type specimens which currently housed in Museums and Palaeontological Collections worldwide, to aggregate a valuable specimen documentation.
