The Deceivers As you know that Dr. Gaya Prasad was the chairman of the committee that countered the report submitted by CCS NIAH, Baghpat (https://www.researchgate.net/publication/267705649_Testing_of_FMD_Vaccine_intended_to_be_used_under_FMD-CP_of_Govt_of_India_at_CCS_NIAH_Baghpat_UP_India) on substandard quality of the FMD vaccine used for FMD CP all over India at expense of Central Government. Now you need to decide who is unscrupulous. Today we will take on just two of the many lies of the Dr. Gaya Prasad Committee 1. The committee barks on page 3 at point 8: --Dr. BR Singh/ CCS NIAH did not have the approval from the competent authority in DADF, GOI to undertake stability and sterility testing and doing research on FMD vaccine. 2. At page 4 point 13 the committee wrote -----There was every chance of contamination from the environment. The sterility test results were simply mentioned as yes/ no ------. 1. Now friends for Point 1 at page 3 at no. 8 above, please read the DADF Annual reports of three earlier years before my posting (May to November 2014) and of the year of my posting: A. The Institute has started functioning and is carrying out the following activities: • The virology laboratory is functional with facilities for testing of quality assurance of FMD vaccine by way of testing of serum samples by LPB-ELISA and sterility of vaccines. Institute has tested the FMD vaccine for sterility, safety and potency C. The Institute has started functioning and is carrying out the following activities: a) The virology laboratory is functional with facilities for testing of quality assurance of FMD vaccine by way of testing of serum samples by LPB-ELISA and sterility of vaccines. b) The bacteriology laboratory is also functional to carry out the quality control testing of BQ, HS and Enterotoxaemia (ET) vaccines. c) The Poultry vaccine-testing laboratory has been established with standardization of tests for the New Castle Disease vaccine (Live) and Infectious Bursal Disease (IBD) vaccine. Dear Friends, please now look at the website of CCS NIAH, Baghpat welcome page (http://ccsniah.gov.in/): It reads “----------------CCS NIAH has a committed group of scientists which endeavors to provide best services to the stakeholders for quality control testing of veterinary biologicals, following testing protocols as per Indian Pharmacopoeia 2014 and Drugs & Cosmetic Act 1945.---------------------- ”. The website speaks (http://ccsniah.gov.in/About.html): “Chaudhary Charan Singh National Institute of Animal Health (CCS NIAH), Baghpat was established by the Department of Animal Husbandry, Dairying and Fisheries, Ministry of Agriculture & Farmers Welfare, Government of India, under the sub scheme “Establishment of National Veterinary Biological Products Quality Control Center”, under the Central Sector Scheme ‘’Directorate of Animal Health’’ as a national facility for quality assessment of veterinary vaccines and diagnostics to be used in India.” At http://ccsniah.gov.in/History.html it speaks about: “----------------.The foundation stone for the laboratory was laid on the 2nd March 2003 by the then Hon’ble Union Minister for Agriculture, Shri Ajit Singh.--------------------- The project was inaugurated by the Hon’ble Union Minister for Agriculture, Cooperation and consumer Affairs on the 1st september, 2010.” The Institute having Mission (http://ccsniah.gov.in/Mission.html) Achieve excellence in quality control and assurance of standard, efficient and safe veterinary biologicals in India. Harmonize the quality of veterinary vaccines and diagnostics in India as per global standards. And the mandates http://ccsniah.gov.in/Mandate.html are defined as: • To act as a nodal institute to recommend licensing of veterinary vaccines in the country. • To make available facilities for quality control of veterinary vaccines and diagnostics. • To make available standards for veterinary biologicals and diagnostics 2. Dear friends, for Point 2 at page 4 no. 13, please look the at following: The facilities at CCSNIAH, Baghpat (http://ccsniah.gov.in/Facilities.html; http://ccsniah.gov.in/LaboratoryBlock.html). The campus of CCS National Institute of Animal Health has two blocks namely Administrative and Laboratory Block. Laboratory block consists of BSL-2 and BSL-3 and is connected to the animal house for large and small animal provided with containment ABSL-2+ facility. The Laboratory block is supported with HVAC, LTDP, ETP, incinerator, fire-fighting and alarm systems and an Electric substation. Other supporting facilities are library, conference hall and internet through Wi-Fi. The laboratory block has been divided into office area and laboratory area which is further split into BSL-2 & BSL-3 areas. The laboratories have been designed so as to comply with the safety requirement to allow management of potentially hazardous substances as well as evacuation of the staff with minimum risk, if the need arises. The containment facility of lab has well equipped HVAC, installed to maintain appropriate negative pressure, temperature required to meet the specific requirement of the activities being carried out. The HVAC system has dedicated units for BSL-2, BSL-3, small and large animal house and also has incorporated building management system for monitoring and control of temperature & humidity. BSL-2 LAB The BSL-2 area has clearly demarcated preparatory & containment facility. The preparatory area has segregated rooms meant specifically for washing & sterilization, holding and performing works on virus and bacteria not requiring contained environment. There is also separate cold room for storing of vaccines and serum samples etc. The containment facility of the BSL-2 area is well designed & equipped facility meant suitably for agents involving moderate potential hazard to personnel, animals & environment with minimum economic loss to animal industries. The BSL-2 labs are provided with BSCs, PPE as primary barrier with secondary barrier being provided by walls, doors & well equipped AHUs which ensure negative pressure of -15 Pas to -50 Pas for bio-safety. For sterility testing of vaccines there is an entirely separate facility with dedicated AHU. Also there is decontamination room at the end of the BSL-2 containment area intended for decontamination of the infected material. BSL-3 LAB Like BSL-2, BSL-3 also has designed preparatory & containment facility. The preparatory area has washing & sterilization area, egg preparatory room, virology lab, media preparatory lab. The containment facility of BSL-3 lab is suitable for handling high risk pathogens which are highly infectious and harmful for animals & human health but safeguard the environment as well as lab personnel. The containment area has facility to conduct quality control testing of bacterial vaccine (aerobic & anaerobic), viral vaccine (large & small) and poultry vaccine of risk group-III organisms. In BSL-3, provision of dedicated rooms for conducting sterility & cell culture work is also there. The area of BSL-3 has a provision for 100% exhaust for total environmental protection by the way of filter in the exhaust with BIBO provision. The additional feature of the BSL-3 containment is CIF and decontamination within the area. All the preparation of challenge organism required for potency testing of vaccine falling in the category are handled in the BSL-3 labs. Dear friends just see the outlay of expenses incurred on maintenance of the facilities at CCS NIAH in 2012-13, 2013-14 and also now days. (These are not exact figures but almost true): Operational expenses at CCS NIAH Baghpat Operational expenses: ~ ₹2 crore per year, From 2013 onward HVAC (Heating, Ventilation and Air Conditioning) Plant maintenance: ~ ₹33 lakh/year (Hepa filters were changed only in early 2014 for Rs. 30 L) LTDP (Liquid Thermal Decontamination Plant) maintenance ~ ₹4.5 Lakh/ year ETP (Effluent Treatment Plant) maintenance: ~ ₹9 lakh/year Incinerator maintenance: ~ ₹3.5 Lakh/ year Civil structure maintenance: ~ ₹15 lakh/ year Fire fighting and Fire alarm system maintenance: ~ ₹5 lakhs/ year Electrical substation maintenance: ~ ₹15 Lakh/ year Electricity charges: ~ ₹80 Lakh per year. Now dear all, you should decide, how many and how big lies Dr. Gaya Prasad (self acclaimed honest personality) and party wrote: • Is it not forgery/ frauds, putting wrong information to the people? • Is it not mal-intention to benefit the producers of substandard vaccine? • Is it not cheating with the nation and poor farmers (consumer of FMD vaccine)? • Is it not an anti-National act of Dr. Gaya Prasad Committee? • Does Dr. Gaya Prasad not know what is the definition of mandates and Mission of an Institute? • Do there is the need of permission for the Director of the Institute from anybody to accomplish the mission of an Institute and fulfil its mandates? • Does Dr. Gaya Prasad not understand BSL-3 norms? • Does Dr. Gaya Prasad not know that about 2 Crore rupees is the annual maintenance cost of the laboratory facility of CCS NIAH? • Does Dr. Gaya Prasad not understand the meaning of putting something on record (work record at CCS NIAH) as Annual report of a Government of India department (DADF)? • Does the information about work done at CCS NIAH get entered in DADF Annual reports (2011-2015) without the knowledge of DADF? Or the Committee members could not see and read? No, friends, nothing was wrong, everything was in order at CCS NIAH and was in knowledge of the Government of India, what we were doing at CCS NIAAH, but collusion of the Committee and some officials at DADF and ICAR was force behind false reporting by Dr. Gaya Prasad and Party. There are other documents like letter from officers from DADF for testing the vaccine, communications about the ongoing testing with me but they are not of much relevance here. Those may be documents for the Honourable Court to decide the identity of people involved in this scam and bluffing the country and farmers of the country under FMD-CP. Dear Friends you yourself have to think what should be done with such people.
