Integrated Community Sustainability Planning in Atlantic Canada: Green-Washing an Infrastructure Agenda

In 2005 the Canadian federal government initiated a New Deal for Cities and Communities. The program, which involved bilateral agreements with provincial governments, promised substantial funding to municipalities to promote integrated community sustainability through capacity building and infrastructure renewal. We evaluate the content of sustainability plans and the processes that produced them in one region: Atlantic Canada. The findings suggest that although the state mandate and funding resources produced a large number of sustainability plans, changing national political priorities and local desperation for economic and population growth undermined the program’s initial commitment to and potential for environmental and social sustainability.

This paper situates Canadian local governance practices within a review of international perspectives on the meaning and evaluation of governance quality. The author nds that Canadian authorities have construed local good governance largely in utilitarian terms, as the ef ciency of service delivery. He proposes a broader research program on local governance quality in Canada, one that is expressly comparative, pays equal attention to the quality of decision-making and accountability processes, and is directed toward continuous improvement.

The literatures of both federalism and urban politics conclude that economic, technological and political changes on a global scale have produced limitations on the capacities of national governments, while enhancing the economic and political importance of urban-centred regions. A practical implication is that cities have become central to the study of federalism. This article attempts a synthesis of what we can learn from the federalism and urban politics literatures about the governance of cities in the twenty-first century. It considers the argument in favour of charter cities, as well as the advocacy of a stronger central government to preserve the social safety net, and concludes that both positions are premised on a traditional, hierarchical view of intergovernmental relations, a view that is out of keeping with the exigencies of a borderless world. Instead, it poses the following question: How can we have policies that are truly national and yet fully take into account the very significant differences among regions and communities? The article draws on recent research on the impact of federal policies regarding homelessness and immigration in Vancouver, Winnipeg and Saint John, as well as other research, to consider whether the federal government is doing the best it can to preserve national standards while respecting community difference. It concludes by defining three policy models that show varying degrees of promise in achieving that objective.

The basic argument of this article is simple: the big cities in Canada should be given greater recognition in the Canadian political system. The reason for this is that some of the major societal issues for Canada — polarization and the management of social diversity — are being played out in the big cities and these issues are not being sufficiently discussed, managed and/or acted upon. The second part of the article discusses how this should be done and looks at two main strategies: improving the urban sensitivity of the federal and provincial governments and increasing the power and policy-making capacity of the cities.

Twenty-five years ago, Goldberg and Mercer argued that differences between Canadian and American cities stemmed from distinct political cultures. Taking an alternative approach, this article surveys the historical development, through a series of critical junctures, of distinct institutional foundations of local government and intergovernmental relations in Canada. These institutional forms—greater reliance on general-purpose local government and more consolidated government in metropolitan areas—were the product of the incremental development of provincial capacities to manage municipal affairs absent in American states and have resulted in the more equitable provision of services and a greater capacity to manage urban economic and environmental change. Il y a vingt-cinq ans, Goldberg et Mercer ont fait valoir que la différence entre les villes canadiennes et américaines découlait des cultures politiques distinctes. Cet article, qui prend une différente approche, offre un survol du développement historique, à travers une série d’étapes charnières, de fondations institutionnelles distinctes des gouvernements locaux et de relations intergouvernementales au Canada. Ces formes institutionnelles — une plus grande confiance en un gouvernement local polyvalent et un gouvernement plus consolidé dans les régions métropolitaines — furent le produit d’un développement graduel de la capacité des provinces à gérer les affaires municipales, ce qui n’existe pas dans les États américains. Ceci a entraîné une offre de service plus équitable et une plus grande capacité à gérer l’économie urbaine et les changements environnementaux.

As well as enjoying a rich scientific history, the concept of the “city-region” has also attracted particular attention in recent years. Combinations of an urban core or cores, linked to semi-urban and rural hinterland by functional ties, are increasingly regarded as the “adequate” scale for the implementation of development policies. The popularization and widespread use of the city-region concept for policy-making has important implications for the design and implementation of development strategies. It first signals a change from sectoral to territorial approaches to development and requires the adjustment of development strategies to widely varying contexts, leading to much greater policy diversity and innovation. It also involves a more complex governance structure, characterized by the horizontal and vertical coordination of numerous institutional public and private actors, and enables experimentation with bottom-up and participatory policy-making. This paper evaluates these changes and critically addresses their normative implications, especially in light of the facts that there is still little agreement on how the city-region is defined, that the term has become appropriated by urban elites, and that the problems faced by city-regions may not be that different from those operating at other geographical scales.

Beyond the Equality - Efficiency Tradeoff

Arthur Okun’s equality-efficiency tradeoff offers an incomplete picture of urban public policy. In a post-industrial age in which non-wealthy households are increasingly unable on their own to prepare members of the rising generation for a productive role in mainstream society, social investment is an important consideration. It poses a tradeoff between immediate private consumption and investment in society’s future well-being. Social investment refers to programs for children and youth, ranging from prenatal care and early childhood education to after-school and youth-development programs.With formal credentials assuming a greater role and with adjustment to rapid change of expanding importance, social investment can fill a vacuum left by the inadequacy of household-level capacity. Non-wealthy families lack the full gamut of resources needed to shoulder for society the responsibility of tutoring the younger generation for adult life in a world of fast-changing technology. If we assume that, for future well-being, society needs to provide a highly complex form of education for everyone, then placing this responsibility on individual households runs the risk that a decreasing portion of the younger generation will be able to assume their place as productive members of society. In a society with a highly skewed distribution of private wealth, the tide of opportunity runs heavily against the non-affluent. Serious under-investment in future generations becomes inevitable, and social investment grows in urgency.Social investment faces a feasibility challenge. It represents a collective choice and a future time orientation, involving a disjuncture between policy time and political time. This paper contains three case cases that demonstrate the political feasibility of social investment. A fragmented metropolitan setting provides a special challenge, but one that can be made more manageable by involving the intergovernmental system and non-governmental actors from the business and nonprofit worlds.
