Abstract
Seit 1990 kämpft die separatistische United Liberation Front of Assam (ULFA) im nordostindischen Unionsstaat Assam mit militärischer Gewalt gegen staatliche Sicherheitsorgane. Nach einer groß angelegten Offensive der indischen Streitkräfte schwächten sich die Auseinandersetzungen von 1993 bis 1996 deutlich ab. Seit etwa vier Jahren sind jedoch wieder verstärkt Kämpfe zu verzeichnen. In den Jahren 1997 bis 1999 fielen diesen in Assam nach offiziellen Angaben über 1.300 Menschen zum Opfer, einschließlich der Opfer bei Auseinandersetzungen mit militanten Bodos (vgl. den Beitrag zu Indien (Bodos)). Im Berichtsjahr starben mindestens 400 Personen in Kämpfen zwischen staatlichen Organen und der ULFA oder durch Anschläge. Dass die indische Nordostregion auch im Jahre 2000 im Ausnahmezustand blieb, wurde unter anderem durch die Präsenz von über 100.000 Soldaten deutlich.
