Media Resources Availability and Utilisation for Effective Publication Output by Agricultural Researchers in Southwestern Nigeria

Abstract

The study examines media resource utilisation and effective publication output by agricultural researchers in Southwestern Nigeria. The respondents consisted of agricultural researchers in agricultural research institutes in Southwest Nigeria. The descriptive survey of correlational type was used. Four hundred and sixty two copies of the questionnaire were distributed using total enumeration technique, 334 were returned representing 72.3 return rate. The data collected were analysed using descriptive statistic of frequency counts, percentages, mean and standard deviation while Pearson product moment correlation and multiple regressions were used to test the hypothesis. The result of the finding showed that the internet (Mean=3.78), Email (Mean=3.75), and laptops (Mean=3.32) were the frequently used media resources. Agricultural databases were scantly used. The result also revealed that Email and the internet were the most available media resources while AGORA, LanTEEAL and FAO publications were the most available agricultural databases. Also, some researchers (0.6%) and others (62.3%) had below four local publications while on international publications, 3% researchers had above 16 international publications and 50.6% researchers had below 6 international publications. The study further revealed that there was a positive and significant relationship between media resources utilisation and publication output of researchers (r=0.273, N=334, P<0.05). A significant relationship also exists between media resource availability and publication output and a joint relationship existed among media resource availability, media resource utilisation and publication output. The study identified poor funding, irregular electricity and inadequate electronic media resources as constraint to electronic media usage in Nigeria. Finally, the study recommends constant electricity, more funding for purchase of media and training for researchers.

1. Introduction
Agriculture is man's oldest profession, the basis of civilisation and the engine of
economic growth. It is the source of food, a major employer particularly in devel-
oping countries, and source of raw materials for industries (Abubakar,2010). The

Digital resources knowledge sharing is pertinent to agricultural research institutions’ productivity. A deep understanding of the digital resources Knowledge Sharing Behaviour (KSB) among researchers is valuable for improving the use of digital resources, which are critical and vital, for cutting edge research in agriculture. Investments in the acquisition of digital resources - Access to Global Online Research in Agriculture (AGORA) and The Essential Electronic Agricultural Library (TEEAL) and provision of requisite knowledge for their use have not yielded the desired benefits. This is because the key factors that propel voluntary knowledge sharing among researchers are often not inputted into the selection process of the researchers to be trained. Previous studies centred on general KSB of employees in corporate and academic settings, but the digital resources KSB among researchers in agricultural institutions remain under researched. This study, therefore, investigated the frequency of knowledge sharing, aspects of knowledge shared and the influence of attitude, demographics, Motivational Factors (MFs) and Personality Traits (PTs) on digital resources KSB among agricultural researchers in Southwestern Nigeria. The study adopted survey design. Theory of Reasoned Action (TRA) provided the theoretical framework. Purposive sampling was used to select 14 agricultural research institutions involved in the TEEAL leadership project in Southwestern Nigeria. A total enumeration of 421 agricultural researchers who had participated in digital resources training-of-trainers workshop organised by Information Training and Outreach Centre for Africa (ITOCA) was carried out. A self-administered questionnaire was designed to collect data about attitude (α=0.91), MFs (α=0.89), PTs (α=0.89) and KSB (α=0.82). Nine research questions were answered, and seven null hypotheses tested at 0.05 level of significance. The data collected were subjected to descriptive statistics, ANOVA, Pearson product moment correlation and multiple regression analysis. Agricultural researchers (85.2%) shared digital resources knowledge with colleagues. Knowledge of available digital resources (x̅=3.60) was the most shared whereas, copyright and licensing (x̅=2.89) was the least shared. Researchers who shared digital resources knowledge mostly were: male (52.8%), assistant lecturer/lecturer II cadre (35.6%), with 1-6 years of work experience (46.4%) and 30-39 years old (36.1%). Attitudinal disposition of the researchers toward digital resources knowledge sharing was positive (56.0%) and knowledge self-efficacy (KSE) was high (X =7.00). Agreeableness (x̅=42.56) was the most prevalent personality trait. Digital resources KSB of the researchers was significantly related to attitude (r=0.32), years of work experience (F=4.21), MF (R2=0.09, F3,367 =12.87) and PTs (R2=0.06, F5,365=4.69). The relative contributions of PTs to KSB were: conscientiousness (β=0.12), agreeableness (β=0.08), openness (β=0.08), extraversion (β=0.03) and neuroticism (β=-0.05). Motivational factors: enjoyment in helping others (β=0.16), KSE (β=0.07) and expected rewards (β=-0.08) also contributed to the decision to share digital resources knowledge. Attitude, MFs and PTs (R²=0.13, F3,367=18.38) have joint influence on digital resources KSB with relative contributions of β=0.43, β=-0.02 and β=0.05 respectively. Positive attitude, agreeableness, conscientiousness, openness, high knowledge self-efficacy and enjoyment in helping others exert potent influence on digital resources knowledge sharing behaviour of agricultural researchers in Southwestern Nigeria. Agricultural institutions and their partners should endeavour to consider these factors in the recruitment criteria of researchers that would be trained to proactively share digital resources knowledge for improved research productivity and innovation.

This study investigated the extent to which academics in science and engineering have access to research information through their university libraries. Stratified random sampling technique was used to select six universities, which were sampled from 13 Federal universities in Southern Nigeria. Purposive sample approach was used to survey academics in science and engineering faculties. In all 435 questionnaires were distributed for data collection and 291 (67%) were returned. Percentages and bar chart were used to generate data for discussion.The study revealed that Universities of Ibadan, Agriculture, Abeokuta and Nnamdi Azikiwe often have computer services in their university libraries with 83.6%, 75% and 72.4% respectively. On the other hand Universities of Benin, Uyo and Nigeria, Nsukka do not often have computer services available in their university libraries with 49.1%, 43.8% and 28.6% respectively. All the academics had much utilization of Internet with 86.6% average use. The study also showed that libraries do not frequently provide academics information needs as follows: Universities of Ibadan 32.7%, Uyo 31.3%, Benin 24.5%, Nnamdi Azikiwe 20.7%, Agriculture, Abeokuta 17.9% and Nigeria, Nsukka 15.5%. Information delivery is the major function of librarianship, to achieve this it was recommended that training of librarians and library staff in all aspect of information technology and to enable them deliver all facet of information services to users. The paper also offers possible solutions to improving of library organisation and management, through marketing of library services using hand bills, library bulletin, news letters and library orientation, user education which will improve on library services and library liaison.

The aim of the paper was to investigate the effect of accessibility and utilization of electronic resources on productivity of academic staff in Nigerian universities. A survey method was used in the study, with a questionnaire as the instrument for data collection. Responses from 324 academic staff out of 586 that were surveyed were used for data analysis. Correlation analysis showed that, there was a positive correlation between accessibility and utilization of electronic resources on productivity of respondents in the survey (r=0.135; p=0.015). This implies that increase in access and use of e-resources will lead to increase in productivity among respondents at the surveyed universities. Similar result was obtained when the hypothesis was tested at international level with r=0.158 and p=0.004. In other words, respondents that access and use e-resources in research frequently publish more articles in international journals than those who do not. It was recommended that, in view of the observed positive impact of e-resources on productivity in the survey; university managements, university librarians, National Universities Commission (NUC) and other stakeholders in Nigerian universities should intensify the process of effective information and communication technology (ICT) diffusion and provision of relevant e-resources in Nigerian universities towards qualitative research. This will also make academic staff in Nigerian universities to be globally competitive for journal space in international journals, and thus bridge the productivity gap between Nigeria and developed countries.

The volume of information resources potentially available in the globe is massive; hence it becomes necessary to examine available information resources for academics research activity in the academia. This study, therefore, examined the perception of academics on availability of information resources for research productivity in federal universities in Nigeria. Descriptive survey research design was adopted. The Multistage sampling technique was used to select 1,057 academic staff members from twelve federal universities in the six geo-political zones of Nigeria. The categories of academic staff covered in the study were from professorial cadre to graduate assistant. The instruments used for data collection were: Availability of Information Resources (r= 0.69) and Research Productivity of Academics (r=0.91). Eight hundred and seventy-three copies of the questionnaire were used for analysis. Data were analyzed using descriptive statistics, Pearson Product Moment Correlation Coefficient. There was no significant relationship between availability of information resources and academics research productivity. The mean score of information resources availability was adequate in Nigerian federal universities libraries (=2.41; SD = 0.90) which means that information resources were readily available to academics for research productivity. To further sustain academic staff research productivity, librarians should organize continuous awareness program on availability of information resources to increase research productivity of academics.

The study uses data on the research outputs of 219 academics in three Nigerian universities of agriculture to compare gender with research attainment. The find- ings show that research attainment is slightly higher for male academics than for female. Academic qualifications and rank are significantly associated with gender and, although there was no significant association between promotion time and gender, male academics have higher publishing rates in journals and proceedings of repute. A high correlation also exists between gender and age, length of service and representation in management. More male faculty members are employed at top management positions, while the majority of female faculty members occupy mid- dle management and entry levels. A policy of gender mainstreaming that would ensure gender balance in recruitment, training and research opportunities could provide a passage through which females gain greater access to positions hitherto dominated by their male counterparts.

The research objective is to discover the user satisfaction with library resources and services in Nigerian Agricultural Research Institutes (NARIs) In conducting this study, the survey research design was adopted with User Satisfaction with Library Resources and Services Questionnaire (USLRSQ) and structured interview as major instruments for data collection. The questionnaire was administered on 340 researchers from the entire 14 agricultural research institute in Nigeria. The overall response rate was 73.5%. The research data were analysed using frequency counts and percentages. The study revealed that research library materials are obsolete. The study concluded that agricultural research institute libraries in Nigeria are not satisfying the users. This is largely due to gross under-funding of the libraries by the parent institutions. Measures recommended to improve the effectiveness of the research libraries include increased funding and prompt release of all approved funds to the libraries, the provision of Internet access in the library and periodic evaluation of the research libraries' effectiveness by user approach.

The paper examines the various electronic resources in University of Lagos, use and impact of electronic resources on productivity of end users.A questionnaire survey was used for data collection, and 82 out of a 100 were returned.The analysis of data collected covered awareness of electronic resources use of, impact of use of electronic resources on the academic productivity of respondents and problems faced by researchers while using electronic resources. The study found that the e-mail and Internet are the most used of the e-resources. There was a general indication that respondents did not receive adequate training in the use of electronic resources. Inadequate infrastructure is a major factor that hinders users from using electronic resources. The paper provides suggestions for further improvement of use of electronic resources in order reap the benefits of the innovation in the University of Lagos.

The present period is marked by rapid change in the manner in which scientific and technical information is acquired, created, stored, repackaged, retrieved and disseminated. Access to current and retrospective agricultural sciences literature play an important role in ensuring that agricultural scientists at all levels may able to maintain high standards of research, teaching, training and consultancy. The results of agricultural research are published through various channels of communication in order that the information may be communicated/ transmitted to the agricultural scientists as speedily as possible. It is essential that the agricultural scientists be informed timely of latest innovations and developments in their concerned areas. The users' is an important component of all kind of information systems in building the most adequate collection of the resources in their respective fields. Research on information use, information seeking has been undertaken since a long time particularly in the developed countries. But in India not much research is reported particularly in the sector of agricultural sciences hence, the present study is an outcome of a research in this perspective by the researcher. In the present study researcher attempt to investigate the various issues related to the study such as information use, level of users' satisfaction, difficulties faced by agricultural scientists while seeking information, which help to the agricultural libraries and librarians in building their library collections more rationale. Literature Review People often talk about information needs when, in fact they are referring to want or use. While both are primarily manifestations of need. Information needs arise out of a desire to meet one or other of three basic human needs i.e., physiological needs (need for food, shelter, etc.,), psychological needs (need for domination, security, etc.,) and cognitive needs (need to plan, learn a skill, etc.,) Satija and Singh1 (2006). According to Marchionini 2 (1997) 'information seeking as a process in which humans engage to purposefully change their state of knowledge. The process is inherently interactive as information seekers direct attention on adapt to stimuli, reflect on progress, and evaluate the efficacy of knowledge base of the information seeker. Information seeking is thus a cybernetic process in which knowledge state is changed through inputs, purposive outputs, and feedback. For Kuhlthau3 (1993) information seeking begins with an initiation stage. During this stage, the information seeker first becomes aware of the need to gather information. The task during this stage is to recognize the initial need for information. Subbaiah4 (1982 identified the five levels of information needs of agriculture scientists. This study was based on his experience of classifying the micro literature of agro biological subjects. The study reveals that retrieval of information is effective through a systematic organization pattern of information sources based upon users information needs. According to Chakraborty5 (2003) that agriculture scientists rely more frequently on scientific/technical journals than on teachers. Dulle (2001)6 agriculture information services rendered by the libraries and information centres should be improved up to the level the scientists need. Chatman7 (1996) stated that, there are barriers and constraints that face people during the cause of seeking information on their research work.
