Abstract

Yogun rekabetin yasandigi gunumuz is dunyasinda sadece sirketler degil ulkeler de rekabet icindedir. Bu nedenle ulkede sektorlere gelisimleri icin destek olacak kurumlarin ve mekanizmalarin onemi tartisilamaz. Universitelerle sanayinin isbirligi deger zincirini olumlu sekilde etkileyecek, bir taraftan sirketlerin rekabet gucunu artirirken diger taraftan ekonomik buyumeyi ve toplumsal kalkinmayi da beraberinde getirecektir. Bu dogrultuda Izmir’de faaliyet gosteren bir aile sirketinin yoneticileriyle universite-sanayi isbirligi deneyimleri konusunda derinlemesine gorusme yapilmistir. Calismada, KOBI olarak degerlendirilen soz konusu isletme ozelinde yuksek ozguven, universitelere yonelik guvensizlik, isbirliginin teknik boyutta degerlendirilmesi, karsilikli iletisim eksikligi ve yapilandirilmis yaklasim eksikligi gibi nedenlerle universite sanayi isbirliginde noktasinda arzu edilen noktaya gelinemedigi belirlenmistir.

Abstract
Knowledge is one of the most important factors to gain competitive advantage in a
rapid evolution of the complex business environment. Universities have a critical role
in this system by generating information and transforming them into new technologies
for companies. Although, collaboration between industry and universities is a difficult
and complex process, it is a highly important mechanism of national innovation
system. Therefore, the institutions which are likely to help the industries on their
developmental issues are considered as. University-industry collaboration is expected
           
bring about the economic growth and social development. The aim of this study is to
examine the problems at the collaboration between universities and industries and
making suggestions to develop collaborations. In order to shed a light on the issue, in
             
carried out on their experiences of university-industry collaboration. The reasons
preventing the university-industry collaboration on the specific case of this business
which is categorized in SME status-, are found to be the high self confidence of the
firm (owners/managers), lack of confidence to universities, evaluation of
collaboration in terms of technical dimension only, lack of mutual communication
and lack of a structured approach. Knowledge is the most important factor to gain
competitive advantage in a rapid evolution of the business complex environment.
Universities have a critical role in this world by generating information and
transforming them into new technologies for companies.

Sürekli değişim ve dönüşümün yaşandığı dünyamızda, üniversitelerin misyon ve işlevi de her geçen gün değişmektedir. Geçmişte yalnızca eğitim-öğretim misyonuyla kurulmuş olan üniversiteler, günümüzde birçok buluşu gerçekleştiren, uygulamalı araştırma faaliyetlerine odaklanan ve teknolojinin pazara sunulmasıyla katma değer yaratılmasında etkin rol üstlenen kurumlara dönüşmüşlerdir. Üniversiteler, kuruldukları günden beri eğitim-öğretim faaliyetlerinin yanı sıra, toplumun tüm kesimlerini sosyo-ekonomik ve kültürel bağlamda ileriye taşımak hedefiyle hizmet sunmaktadırlar. Sunulan bu hizmetlerin daha nitelikli ve katma değeri daha yüksek olabilmesi için iş dünyasının üniversitelerden beklentilerinin bilinmesi önem arz etmektedir. Bu çalışmanın amacı hem işletmelerin hem de akademisyenlerin bakış açısıyla üniversite-sanayi iş birliğinin gelişmesini engelleyen unsurların neler olduğunu belirlemektir. Araştırma sonuçlarına göre; akademik personel bakış açısı ile üniversite-sanayi iş birliğini etkileyen unsurların 3 faktörden (iş birliği sorunları, mevzuat engelleri ve akademisyen ilgisizliği), sanayi kuruluşları açısından ise 4 faktörden (iş birliği, üniversite ilgisizliği, finansal problemler ve akademisyen ilgisizliği) oluştuğu belirlenmiştir.

Üretim zincirinde yer alan araştırma, geliştirme, test etme, üretme ve iyileştirme adımlarının zamanında gerektiği biçimde planlanması ve uygulanması, beraberinde ekonomik büyümeyi ve toplumsal kalkınmayı da getirmektedir. Üretim yaparken, yaratıcılık ve icat çıkarma yeteneğini de kullanmayı başarabilen toplumların, özellikle endüstriyel standartların belirlenmesinde söz sahibi oldukları bilinmektedir. Bu amaçla ülkemizdeki AR-GE faaliyetlerine son yıllarda özel önem verilmeye başlanmıştır. Bilindiği gibi AR-GE ve yenilikçilik faaliyetler; çeşitli riskleri içinde barındıran, uzun zaman ve finansal kaynak gerektiren bilimsel ve teknolojik gelişmelerin eşzamanlı olarak planlanmasını gerektirmektedir. Bu amaçla, YOİKK Fikri ve Sınai Mülkiyet Hakları ve AR-GE Teknik Komitesinin 2013-2014 Eylem Planında, yer alan ve Türkiye Odalar ve Borsalar Birliği sorumluluğunda yürütülen “Üniversite sanayi işbirliğinin geliştirilmesine yönelik çalışma raporu hazırlanması” eylemi kapsamında bu çalışma ortaya çıkmıştır. Rapor hazırlanırken anket yöntemi ile sanayicilerimizin görüşleri toplanmış, ayrıca Oda-Borsalarımızın, Türkiye Sektör Meclislerimizin, Teknokent yönetici şirketlerinin görüşlerine başvurulmuş, toplanan görüşler tek tek incelenmiş ve bütünleştirilerek rapora yansıtılmıştır. Ankete verilen cevapların yanı sıra 365 Oda-Borsa, 38 Teknokent Yönetici Şirketi, 51 Türkiye Sektör Meclisinden görüş ve öneriler derlenmiştir. Bu kapsamda toplam 246 farklı görüş/öneri bütünleştirilmiş ve 5 ana başlık altında gruplandırılarak, 14 temel soruna ilişkin 61 çözüm önerisi oluşturulmuştur. Bu çözüm önerilerini toparlayıcı nitelikte sistematik bir çözüm sunmak amacıyla da; 4 adet eylem önerisi sunulmuştur.

Collaboration between academia and industry is increasingly a critical component of efficient national innovation systems. It is useful to examine the experience of developed countries to better understand the different types of university-industry collaboration, motivations to form these agreements and barriers to cooperation, as well as the role of public policy in fostering such linkages. Developing countries face even greater barriers to such alliances, calling for a differentiated approach to promoting university-industry collaboration.

As the economies and indigenous technological capabilities of the new industrialized countries improve, national universities and public research organizations are expected to become increasingly important for supporting indigenous firms to move into more dynamic and high-opportunity industries. However, the characteristics of collaboration with universities may be very specific depending on whether the industry partner is engaged in mature or emergent activities. In this study, we explore and discuss the role of university–industry collaboration for the development of innovation in mature and emergent industries in new industrialized countries. Evidence from 24 research groups in science and engineering departments in universities and public research organizations in Brazil provides preliminary empirical corroboration for the proposal that the contexts and role of university–industry collaboration in mature and emergent industries are diverse. Knowledge networks are underdeveloped in emerging industries, and public support for research projects is dispersed. This means that university research and development projects with firms in emergent industries are less likely than projects with firms in mature industries to be the result of academic initiatives and public calls for research projects, or to be wholly financed by major public research sponsors. In emergent industries, the role of students and firm employees is crucial for mediating between public research organizations and companies. The policy implications of these preliminary findings are discussed.

A significant potential of information, knowledge, and experience is present at universities and research institutes. In view of growing competitive and innovation pressures, companies aim to increasingly use these resources. However, the transfer of knowledge between business and science is problematic. A multitude of research strands has recognized the tacit knowledge of research institutes as a decisive element that is crucial for the successful commercialization of research findings. In light of this context, various transfer strategies practiced by industry are systematized and evaluated based on the theory of knowledge. The rigorous reflection based on the theory of knowledge also opens the perspective on a new transfer strategy: the use of university spin-offs as knowledge transformers to exploit the tacit knowledge of parent institutes. Summaries for various transfer strategies are provided, and these strategies' effect on costs, flexibility, and access to the tacit realm of knowledge is shown.

There has been a rapid rise in commercial knowledge transfers from universities to practitioners or university–industry technology transfer (UITT), through licensing agreements, research joint ventures, and start-ups. The purpose of this study was to analyze the UITT process and its outcomes. Based on 98 structured interviews of key UITT stakeholders (i.e., university administrators, academic and industry scientists, business managers, and entrepreneurs) at five research universities in two regions of the US, we conclude that these stakeholders have different perspectives on the desired outputs of UITT. More importantly, numerous barriers to effective UITT were identified, including culture clashes, bureaucratic inflexibility, poorly designed reward systems, and ineffective management of university technology transfer offices (TTOs). Based on this qualitative evidence, we provide numerous recommendations for improving the UITT process.

This article examines the emerging ‘technology transfer’ role US academics are expected to play in economic development, what specific roles they believe they can play in industrial innovations, and how they might go about collaborating with private industry. Based on a national survey response of approximately 1000 faculty members at research-intensive universities it concludes that US academics in the 1990s believe that they are more favorably disposed than in the 1980s toward closer university-industry collaboration. A majority of the respondents supports the idea that their universities participate actively in local and regional economic development, facilitate commercialization of academic research, and encourage faculty consulting for private firms. A majority of these respondents, however, refuses to support the idea of their universities getting involved in close business partnership with private industry by way of, for example, start-up assistance or equity investment. Of various organizational and motivational underpinnings analyzed from the data, two factors stand out as central to the current debate on university transfer: one is the perception of declining federal R&D support, which threatens the vitality of their research enterprise, and the other is the impact of close university-industry cooperation, which is likely to interfere with academic freedom — the freedom to pursue long-term, disinterested, fundamental research. A search for the boundaries of university-industry collaboration is, therefore, seen as a balancing act between these two competing concerns.
