Les associations au cœur d'un enchevêtrement de régulation ?
For the last decade, the sector of home care services has grown steadily both in France and in most European and Western countries. Home services include multiple economic activities carried out at private homes. This sector is undergoing deep structural and managerial changes. Within this context, we analyze the role of territorial organizations networks in implementing new management models and norms, resulting from the evolution of the institutional environment, in the field of human resources management in particular. On the basis of a case study, we show that territorial organizations networks can have three non-exclusive roles in the normalisation process: those of spreading, translating and constructing norms.
