Affectedness in international institutions: promises and pitfalls of involving the most affected

Persons and groups affected by the choices and actions of international institutions increasingly claim to have a say in their making. They challenge governments, international bureaucrats, and classic NGOs for lacking legitimacy and acting in ways that disregard too many people’s legitimate concerns. Based on their observations, the introduction makes three major contributions: First, it conceptualises the rising involvement of affected persons’ organisations (APOs) in global governance as a turn to affectedness-participation. As the contributions to this collection demonstrate, affected persons and groups by now participate in many areas of global rule- and law-making. Second, the introduction shows that their participation addresses current legitimacy problems of international public policy making and transnational (self-)governance. APOs often make innovative policy demands, articulate marginalised normative understandings and call for radical political change. However, third, this introduction also finds that pitfalls remain: conceptualising and identifying affected persons and their legitimate representatives is difficult, APOs often face serious capacity constraints and powerful international actors threaten to co-opt the newcomers. Strategisches Management umfasst den gesamten Prozess der Strategieentwicklung von der Klärung der grundlegenden Ziele und der Analyse der aktuellen Ausgangslage bis zur Erarbeitung eines Maßnahmenplans zu ihrer Realisierung. Dazu liegen eine ganze Reihe von Konzepten und Instrumen-ten vor, die im Zusammenhang marktwirtschaftlicher Unternehmensführung entwickelt wurden, aber auch für die langfristig angelegte Führung und Leitung von Nonprofit-Organisationen nutzbar gemacht werden können. Strategien dienen dazu, den langfristigen Bestand und die fortlaufende Entwicklungsfähigkeit einer Organisation zu gewährleisten, damit sie ihre Ziele auch unter wechselnden Bedingungen erreichen kann. The paper gives an overview of concepts and instruments of strategic management for the particular demands of leading a nonprofit organization: stakeholder analysis, market-based and resource-based perspectives, portfolio analysis, strategic controlling and the Balanced Scorecard.

USINPAC and the U.S.-India Nuclear Deal: Lasting Influence or One Shot Victory?

While a significant amount of scholarly literature has been written on whether ethnic lobby influence has a positive or negative impact on U.S. foreign policy, what has not been well explored is the way these ethnic lobbies are organized to influence policy, whether the organizational structure successfully advances their objectives, and the potential for future successful ethnic lobby influence ... [Show full abstract] through changing administrations. To achieve these objectives, this investigation develops a case study around Indian-American lobbying efforts in the United States, particularly that of the U.S.-India Political Action Committee (USINPAC). It analyzes what has been deemed as USINPAC’s recent success in influencing Congress with regard to passage of the U.S.-India Nuclear Deal and uses the Deal as a starting point to examine how such a success occurred and postulate whether this success foreshadows continuing influence in the future. It is clear that, due to its organizational strength, USINPAC did indeed play a role in influencing passage of the Deal and has the capacity to influence U.S. congressional policy in the future. However due to the ambiguities inherent in the Deal, it will be up to the Obama administration to follow through on the commitments of the Deal. Thus, what lies ahead for this lobby will be, in large part, contingent upon future administrations’ decisions about how they will treat the U.S.-India partnership.
