Abstract

Insurance is gaining importance in and beyond the climate negotiations and offers many opportunities to improve climate risk management in developing countries. However, some caution is needed, if current momentum is to lead to genuine progress in making the most vulnerable more resilient to climate change.

How insurance can support climate resilience

Insurance is gaining in importance in and beyond the climate negotiations and offers
many opportunities for improving climate risk management in developing countries.
However, some caution is warranted, if the current momentum should lead to genuine
progress in making the most vulnerable more resilient to climate change.
Was 2015 the year of climate insurance? Statements emerging from the G7 leaders and COP21 in
Paris certainly suggest so. Article 8 of the Paris Agreement includes “Risk insurance facilities, climate
risk pooling and other insurance solutions” as areas of action.

Earlier in the year, at their summit in
Germany, the leaders of the G7 launched a new Initiative on Climate Risk Insurance (InsurResilience),
pledging to bring climate insurance to 400 million currently uninsured individuals in poor countries
by 2020. In many ways the G7 initiative and the Paris Agreement are the culmination of a long
process to establish insurance as an accepted climate adaptation instrument.

High hopes and expectations…
The supporters of climate insurance point to increasing losses from weather extremes such as
floods, droughts, and typhoons where the absence of insurance can have negative implications for
the scale and duration of the economic impact of disasters, the resilience of businesses, individuals
and governments, and speed of recovery.

Insurance can shift the mobilization of financial resources
away from ad hoc post-event payments, where funding is often unpredictable and delayed, toward
more strategic and, in many cases, more efficient approaches that were set up in advance of
disastrous events.

Making these tools available to the most vulnerable appears attractive. A
number of regional risk pools such as the African Risk Capacity (ARC), the Pacific Catastrophe Risk
Assessment and Financing Initiative (PCRAFI), and the Caribbean Catastrophe Risk Insurance Facility

(CCRIF), as well as new pilot schemes, such as index-based agriculture micro-insurance, are offering
financial protection to a growing number of governments and individuals across the world.
…but some skepticism remains
Any new insurance scheme in developing countries needs to overcome difficult challenges, including
lack of risk data, limited financial literacy, and weak financial infrastructure; it also needs high levels
of support to make it viable for people with very low incomes. Many of the new pilots and pools
have been designed with this in mind. However, utilizing insurance for adaptation and poverty
reduction faces even more challenges: how can a scheme reach the most vulnerable, and how does
it cope with and address changing risk levels? As the intensity and frequency of climate extremes
increase,

is it fair to shift responsibility on to those who are the least responsible for climate
change, the least able to shoulder the premiums, and in many cases the least able to reduce their
losses?
Without substantial external support, insurance could shift the burden of climate-related impacts to
the most vulnerable in society, by requiring them to pay insurance premiums rather than offering
them direct help and support. Subsidized premiums are one answer to this; other solutions include
publicly funded reinsurance arrangements and technical support each of which indirectly reduces
premiums. For this purpose, discussions on the G7 initiative include the potential of global and
regional facilities financed by wealthy countries to absorb a high layer of risk and support local
insurance arrangements in the most vulnerable countries, as suggested early on by the Alliance of
Small Island States (AOSIS). However, external support, especially direct subsidies, raises the
question of value for money. Some critics point out that traditional insurance is an expensive
mechanism with high transaction and capital costs, making premiums far higher than expected
losses. This suggests that adaptation funds might be better spent on other types of safety nets
rather than on buying insurance cover from international insurance markets.

Critics further caution that subsidized insurance can dampen incentives to reduce risks. A recent
study for the Climate Investment Fund

suggests that climate insurance can play an important role in
climate adaptation. But it also warns that inappropriately set up insurance schemes can have
unwanted consequences and may neither benefit the poor nor foster climate resilience. This echoes
the IPCC report on managing the risk of extreme events.

This report concludes that insurance can
be a tool for risk reduction and for recovering livelihoods, particularly in the face of extreme weather
events, but it also warns that insurance could also provide disincentives for risk reduction, if not
correctly structured.
There are no one size fits all solutions for climate insurance, and insurance is not suitable for
certain risks, such as slow-onset events like sea level rise. However, insurance does offer many
benefits, particularly compared to reliance on post-disaster aid. We therefore believe that there is a
role for carefully designed and supported insurance instruments, such as index-based micro-
insurance where pay-outs are based on triggering of certain weather parameters like rainfall, and
sovereign insurance pools in which national governments are covered against the impacts of natural
hazards on their annual budget. But their success will depend on making them fair and affordable to
the poor, and on integrating them into an overarching adaptation and development strategy.
Insurance and improving climate resilience
The limited experience available suggests that climate insurance can enhance resilience,

but only if
it is part of a wider adaptation strategy, rather than being considered in isolation or, worse, as an
alternative to adaptation. In other words, if we don’t address the underlying issues then risks will
become uninsurable because of lack of supply (availability of cover) or demand (affordability of
premiums). This is a key lesson emerging from existing insurance schemes in Europe and the USA,
where flood insurance especially is already under heavy pressure from rising risk levels due to
misguided building and land use practices, as well as environmental and climatic changes. Recent
figures emerging from the UK, highlighted by the Bank of England,

show that climate change and
socioeconomic risk drivers are expected to widen the gap between affordable flood insurance
premiums and premiums that reflect the technical price of flood insurance. For developing
countries in particular, this means that climate insurance should be considered only if it is closely
aligned and integrated within an equitable and efficient strategy to address climate risks.
How to make it work?
With the new momentum created by the Paris Agreement, now is a critical time to put together the
right mix of measures to facilitate climate-resilient development. The extent to which insurance can
feature in this is risk- and country-specific and dependent on local risk appetite and demand, as well
as societal values.

The political commitments coming from G7 and the Paris Agreement have been
supported and welcomed by several insurance companies and industry initiatives such as the
Munich Climate Insurance Initiative, ClimateWise, and the Geneva Association. Harnessing the
potential of insurance for climate-resilient development does require collaboration between public
and private actors, but will the current appetite from the private sector be sustainable? This will
depend on a range of factors most importantly on securing the right enabling conditions for
insurance and enhancing the underlying climate adaptation efforts.
Before implementing insurance we thus need to better understand its enabling conditions,
especially those that could provide benefits beyond risk transfer. One example is our understanding
of current and future risks. Data collected for insurance purposes need to be fed into national
assessments and to inform the design of climate adaptation measures. Projections of weather risks,
such as those performed in scenario studies at the national or local scale,

can provide indications
of future impacts as well as the actions required to curb trends in ever-increasing losses and keep
risks insurable. An increasing number of investment and development organizations now require risk
assessments to include such climate scenarios to allow them to plan more robustly for the future.

The insurance industry itself, as the world’s largest institutional investor, clearly has a role to play
here. Ironically, investment decisions by insurers do not usually consider the climate risk knowledge
gained on the underwriting side. Far too often infrastructure investment decisions go ahead without
any reflection on climate risks. Addressing this would in turn make climate insurance more viable
and thus create new markets and opportunities. This has been recognized by several companies,
and it is the subject of a range of new initiatives such as the R!SE Initiative

and the industry’s
pledge at the UN Climate Summit in New York in 2014 to increase its climate-smart investments.
Furthermore, it is important to consider how to incorporate climate change into the design and
operation of insurance. Some new schemes are aimed at temporary changes in weather patterns
(e.g., forecast insurance and El Nino cover at seasonal timescales), but the vast majority is providing
cover for current risks, usually on a year-by-year basis. However, reflecting on future risk trends (not
just the climate, but also socioeconomic dynamics) is crucial when designing a scheme to be
available beyond the short term. In practice, insurers and governments tend not to incorporate
future risk trends or conditions for reducing risks when assessing the viability of new schemes or
reforming existing insurance offerings.

There are a number of innovative approaches addressing
this, such as the HARITA pilot in Ethiopia, where farmers earn the subsidized insurance cover
through community work aimed at improving overall climate resilience. At sovereign level, the ARC
is introducing conditions for member countries that create the minimum standards for climate risk
management. This looks promising, but it is too early to tell how effective it will be in fostering
climate-resilient development. Effective monitoring systems will be needed and should be an
integral part of any new scheme being proposed and implemented.
Establishing an insurance scheme does not mean that we can take the climate challenge more
lightly. This would be the wrong message. The G7-proposed insurance cover for 400 million
uninsured individuals can support climate change resilience for the poor only if the premiums are
directly or indirectly subsidized. However, this will only be viable if insurance is linked to adaptation
efforts that address the underlying risk factors, otherwise climate insurance will be short-lived and
far from cost - effective. Funding climate resilient infrastructure, establishing data collection and
monitoring networks, adjusting agricultural practices these are all important elements that
insurance can complement but not replace.

In the context of rapid urbanization and digitalization, scientifically assessing the spatio-temporal interaction between digital inclusive finance (DIF) and urban ecological resilience (UER) is crucial for promoting the coordinated development of the regional ecology and economy. This study investigates the spatiotemporal evolution of the coupled coordination degree (CCD), the decoupling phenomenon, and its hindering factors in the Yangtze River Economic Belt (YREB) by utilizing the kernel density analysis, standard deviation ellipse, decoupling model, and obstacle degree analysis. Through systematic analyses, this paper aims to elucidate the development disparities among regions within the YREB, identify problematic areas, and propose targeted improvement measures. The results show that (1) The CCD between DIF and UER in the YREB has increased annually from 2011 to 2020. However, there are persistent imbalances, with an overall low level of coordination and uneven spatial development, and a trend of “higher coordination in the east and lower coordination in the west”. (2) The overall CCD of the YREB has reached at least the primary coordination level, with the coupling enhancement speed ranked as “downstream > midstream > upstream”, and regional differences decreasing. (3) The decoupling analysis reveals a predominant decoupling trend between DIF and UER, indicating that the digitization of financial services has not concurrently increased ecological pressures. (4) The obstacle degree analysis identifies resilience and digitalization as major barriers hindering CCD. This study provides a scientific basis and analytical framework for understanding the current spatiotemporal interaction between DIF and UER in the YREB, offering an important reference for formulating more effective policies.
... The implication is that for this cohort of urban dwellers, the "only" feasible means of purchasing flood insurance is if it is subsidized and/or provided freely by the respective governments. Sustainable Development Goals (SDGs) are paramount as the global community confronts the ramifications of climate alterations, especially its implications on population dynamics. Initial studies suggest an intricate relationship between environmental determinants and reproductive choices. This systematic review elucidates the complex interplay between climate-related challenges and observed global fertility rate variations. A comprehensive search and analysis of literature published in the last 10 years (2013–2023), available in the PubMed database, delineates the relationship between environmental changes and fertility patterns in both human and animal populations. The review highlighted significant effects of climatic fluctuations on reproductive health, manifested as either adaptive or maladaptive responses to environmental stressors. This relationship not only influences population trajectories but may also have complications for the SDGs, specifically those pertaining to health, well-being, and gender equality. The study emphasizes the importance of intertwining demographic insights with ecological considerations. A deeper understanding of the nexus between climate and fertility can augment strategies aimed at global sustainability. The synthesized evidence underscores the urgency for further research, which seeks to seamlessly incorporate eco-fertility perspectives into wider climate and sustainability discussions.

Climate change has amplified the frequency and severity of natural calamities, encompassing a growing trend of extreme climatic events and facing substantial threats to global communities, ecosystems, and economies. Within this background, the intertwining of urbanization and climate change, impacting societal and economic dimensions, pose key challenges for European urban centers in the foreseeable future. A spectrum of financial instruments has emerged to finance projects reducing hazardous impacts on communities, standing out as a powerful and versatile tool for managing the financial consequences of natural disasters. For instance, Catastrophe Bonds can be employed to transfer risks tied to potential disasters to financial markets, while Resilience Bonds have been introduced to support resilient infrastructure initiatives, reducing the susceptibility to large-scale risks in potential disasters. Thus, insurance mechanisms assume a pivotal role in mitigating climate change-related disasters by providing financial support to implement risk mitigation strategies and becoming essential drivers for managing the risks associated with climate change. This Doctoral Thesis delves into insurance's multifaceted and multidisciplinary role in protecting individuals, communities, and societies against the financial burdens of socio-natural disasters. The research seeks to provide a comprehensive understanding of the dynamic mechanisms through which insurance functions as a risk transfer and risk reduction instrument. It also examines its potential for influencing disaster preparedness, resilience, and urban-societal adaptation. By combining empirical evidence, theoretical insights, and case studies, this research investigates the evolving role of disaster insurance, including the challenges and opportunities it presents in the face of an increasingly unpredictable climate. More specifically, this thesis aims to contribute to clarifying the proactive role of insurance in disaster risk management to provide policymakers, insurer companies, and researchers with valuable insights into optimizing insurance frameworks for a more resilient and sustainable future. More in detail, a final System Dynamics model is created to assess the feedback effects of floods on urban areas in the Latvian context by implementing a novel Bayesian adaptive insurance scheme mechanism. This model integrates an innovative and proactive role for the insurance sector, involving the insurance company directly in co-financing risk reduction and mitigation investments. The model assesses the impacts of natural hazards through probabilistic simulations, utilizing the probability-impact curve for socio-natural hazards to explore the multidimensionality, dynamics, short- and long-term perspectives, and different likelihoods of flood occurrence, not captured yet in one single assessment tool. The validation of the research approach in case studies allows for an understanding of the limitations and strengths of the developed tool. The thesis introduction outlines the practical significance of the subject toward the specific study's objectives, tasks, and hypotheses. The first chapter conducts a literature analysis, examining key aspects related to the definition of socio-natural hazards, urban and infrastructural resilience, and the evolving role of insurance companies in socio-natural risk reduction. It emphasizes novel tools such as Smart Contracting for implementing Blockchain Technology and underscores the key role of this technology in insurance mechanisms for cultural heritage. This initial section explains the research needs in connection with the Doctoral Thesis. The second chapter discusses the research methods employed, while chapter three details the results obtained from studies aligned with the proposed research method. The results chapter provides the main findings from each part of the methodological approach. It emphasizes a novel mechanism based on a Bayesian adaptive insurance scheme addressing flooding risk directed towards public administration. This mechanism incorporates Smart Contracts and is further applied in developing a dynamic urban assessment tool for socio-natural hazards, with a specific focus on floods in the Latvian context. The thesis concludes with recommendations and conclusions to promote a more proactive role of the insurance sector towards disaster risk reduction strategies and mechanisms.

This study provides a comprehensive review of the literature on climate risk insurance modeling to identify lessons learned and knowledge gaps to be addressed by future research. These models are increasingly relevant due to the rising losses attributable to climate change. Insurance models estimate risk for different perils and simulate risk‐related parameters for insurance schemes, such as premiums and deductibles. Most forward‐looking models indicate that climate change and socioeconomic developments highly exacerbate future risk and increase insurance premiums. Various studies recommend charging risk‐based premiums to incentivize adaptation efforts that limit this increase in climate risks. Other findings point toward introducing public–private insurance to cope with climate change and enhance risk spreading by introducing insurance purchase requirements or insurance products that cover multiple climate risks. Gaps that we identify in this literature include an underrepresentation of insurance assessments for developing countries and for hazards other than flooding. Additionally, we note a lack of research into insurance for non‐agricultural commercial sectors. Furthermore, less than half of the studies take a forward‐looking approach by incorporating climate change scenarios, and an even smaller percentage consider socioeconomic development scenarios. This limitation shows that current methods require additional development for assessing the effects of future climate risk on insurance. We recommend that future research develops such forward‐looking models, considers using a more refined spatial scale, broadens geographical and hazard coverage, and includes the commercial sector.

This review explores how climate change exacerbates gender inequalities and the potential of social protection programs to alleviate these impacts. It examines how women disproportionately bear the brunt of climate shocks and discusses pathways through which programs like public works initiatives, cash transfers, and social insurance can bolster women’s resilience in this framework. Despite the potential of these programs, challenges such as implementation gaps and limited engagement of women in program design hinder the effectiveness of social protection programs. Limited research on the gendered effects of social insurance underscores the need for further investigation and gender-responsive policy interventions.

This change also manifests itself in the insurance industry based on climate change. The increase in the number and scale of climate-based natural disasters throughout the World, in conjunction with global warming, made the economic losses caused by natural disasters visible. Climate changeA caused and will continue to cause significant changes in many fields of the insurance industry, such as property insurances, agricultural insurances, and health insurance. The insurance industry attempts to mitigate the negative impacts of climate change through active risk measures such as mapping, risk analysis, funding research, collective data sharing, and active participation in climate protection activities throughout the World. However, it is crucial for the State and affiliated public enterprises to support this process as a regulatory and adequate power, create a suitable legal, financial and regulatory framework for private sector initiatives, and conduct informative activities about the importance of insurance in natural disasters. Emerging financial burden should be divided between individual-public-private enterprises, and this division should be made in a balanced and fair manner in the light of the applicable legislation. This study primarily addresses the devastating impacts of climate change on the World and Turkey, which emerged notably in the recent era and the financial burden brought about by this. Then the issue of responsibility of the public sector, which is responsible for taking necessary and adequate measures against climate change, was explored in the context of both national legislation and international agreements. The adequacy of the applicable legislation for the State and public enterprises to create a suitable consciousness-raising, a preventive and compensatory legal framework specific to the climate change in Turkey was reviewed, and suggestions were made.

The impact of climate risk on the insurance industry has attracted the attention of the industry and regulators. Based on data of the insurance industry in 31 provinces in China from 2005 to 2021, we use the fixed effects model to investigate the impact of climate risk on the asset side and liability side of China’s insurance industry. We find the following: First, the rise of climate risk is accompanied by the increase in the auto insurance premium share and the general life insurance premium share on the liability side, and the increase in the current assets ratio, the long-term investments ratio, and the fixed assets ratio on the asset side. Second, premium income and investment returns are two channels for the above impacts. Third, the impacts are greater in regions with catastrophe insurance pilot, lower public climate change concerns, and lower insurance payout ratios. Therefore, China’s insurance industry should optimize climate risk management on the asset and liability sides.

Many attempts are made to assess future changes in extreme weather events due to anthropogenic climate change, but few studies have estimated the potential change in economic losses from such events. Projecting losses is more complex as it requires insight into the change in the weather hazard but also into exposure and vulnerability of assets. This article discusses the issues involved as well as a framework for projecting future losses, and provides an overview of some state‐of‐the‐art projections. Estimates of changes in losses from cyclones and floods are given, and particular attention is paid to the different approaches and assumptions. All projections show increases in extreme weather losses due to climate change. Flood losses are generally projected to increase more rapidly than losses from tropical and extra‐tropical cyclones. However, for the period until the year 2040, the contribution from increasing exposure and value of capital at risk to future losses is likely to be equal or larger than the contribution from anthropogenic climate change. Given the fact that the occurrence of loss events also varies over time due to natural climate variability, the signal from anthropogenic climate change is likely to be lost among the other causes for changes in risk, at least during the period until 2040. More efforts are needed to arrive at a comprehensive approach that includes quantification of changes in hazard, exposure, and vulnerability, as well as adaptation effects.

The provision of flood insurance is a patchwork, with countries showing varying degrees of penetration, coverage types, demand levels, and design structures. This article explores the current understanding of flood insurance with a specific focus on the ability of flood insurance to contribute to direct risk reduction. The starting point is a consideration of the existing provision of flood insurance, both in established insurance markets and in developing countries. A review of efforts to analyse and explain the use and design of flood insurance highlights how the understanding of supply and demand determinants is steadily growing, while clear gaps also emerge. Particularly the question of utilizing flood insurance in the context of climate change and as a lever for physical risk reduction would benefit from further empirical and theoretical analysis. The article concludes with a reflection on current efforts to reform and design flood insurance and offers some pointers for future research.

Climate change is the single most important global environmental and development issue facing the world today and has emerged as a major topic in tourism studies. Climate change is already affecting the tourism industry and is anticipated to have profound implications for tourism in the twenty-first century, including consumer holiday choices, the geographic patterns of tourism demand, the competitiveness and sustainability of destinations and the contribution of tourism to international development.

Truly understanding climate-related disaster risk, and the management of that risk, can inform effective action on climate adaptation and the loss and damage mechanism, the main vehicle under the UN Climate Convention for dealing with climate-related effects, including residual impacts after adaptation.

The International Panel on Climate Change (IPCC) has called for a new balance between reducing the risks from climate extremes and transferring them (for example, through insurance) as means for effectively preparing for and managing disaster impacts in a changing climate. This paper elaborates on this balance with an overview of disaster risk financing mechanisms and how they contribute to disaster risk reduction and climate change adaptation in developing countries. We suggest a risk management approach that targets risk reduction and risk financing to different layers of risk, including a layer that represents a possible limit to adaptation. By reviewing traditional post-disaster financial arrangements, such as government compensation, and non-traditional pre-disaster instruments, such as index-based insurance, we show how risk financing can complement and stimulate risk reduction. We discuss the benefits of financial instruments, including the provision of post-disaster finances for recovery and pre-disaster security necessary for climate adaptation and poverty reduction. These benefits come at a cost, and we discuss the risks, challenges, and future prospects of risk financing in developing countries.
