Some Recommendations for Ecological Problems Solution in Georgia

Abstract

Nowadays, in the world, wide experience of the public information actions directed on an explanation to the population that it is better to prevent ecological accident, than subsequently to spend forces and means for an environment improvement is carried out. It is real fact - environment improvement progress substantially depends on the public attitude and readiness to support nature protection. For environment protection, public understanding and support is not less important, than development of scientific and technological potential of a society.
Despite of an extensive material on the separate, hazard character natural phenomena (earthquake, landslides, mud streams, avalanches, sea level rise, flooding, etc.), lack of a solid data on an ecological situation as a whole on the country takes place. There is no popular databank and special maps available. Except of the several projects financed from external sources, last year only limited inspections by experts were carried out there. The available data do not reflect to the full a current situation developed. On this basis, it is difficult to reveal tendencies with a sufficient degree of reliability. The international practice shows, that effective financial, technological and scientific management is the necessary tool in the environment improvement and preservation activities.
In connection with this issue it is necessary to develop the human and the nature coexistence harmonization promoting management strategy, also to continue work above the nature protection legislation and the norms regulating nature protection activity. Thus the special attention should be paid to work with local population - community, convincing it in necessity of natural landscapes, reservoirs, also the nature’ other objects and values preservation. Otherwise it is impossible to achieve performance of laws and statutory acts. In management of nature protection activity it is necessary to take into account economic interests of the industry, obtaining enterprises, etc. From our point of view the specifications, penalties, scientifically proved recommendations implementation, economic stimulus and environment protective activity (on a contract basis) give the best result when they are used in a complex. As a whole, by all means, in the country the following principle should be applied: «responsible pays for environment’ damages». In modern economic situation, apparently, it is expedient to include wildlife management and ecological development issues as a component in economy of other spheres development programs, for example, in planning for an agriculture, industry, tourism and urbanization etc development.
