All this is relevant to the term problem family. A recent conference called by the Family Service Units was entitled The Deprived Family and the Social Services. The adjective mental indicates a reference to a subgroup, whereas if problem families are simply merged with the much wider category of the socially deprived. The original concept of problem family, as formulated both by public health authorities and by the Family Service Units, was essentially concerned with failure in social functioning, particularly in the crucial role of parent.
